| As stated on p. 4 of the RFQ in Addendum 52.212-2, “The quoter shall complete and submit Attachment 1: Pricing Table with their quote submission. The quoter’s completed pricing table will be evaluated.” |
Other than Attachment 1: Pricing Table, there is no specific formatting requirement. The quoter should submit their quote package in the format they choose in order to demonstrate their technical compliance and capabilities to perform the requirements requested in the PWS, which starts on p. 4 of the RFQ. The quoter is free to submit any information they deem necessary to demonstrate they can perform the solicitation requirements.
Please see p. 3, Addendum 52.212-1, for information about technical compliance. See p. 4, Addendum 52.212-2, for information about how quotes will be evaluated.
1. With regard to the textile conservation RFP in the technical compliance section it states, “a. Quotes must clearly demonstrate that they can meet the solicitation requirements in accordance with the Performance Work Statement (PWS). A mere statement that the quoter will meet the Government’s requirement is NOT sufficient.”
I'm not really sure what you are looking for me, and not sure what I can offer […] other than saying yes I can complete the work in the prescribed time frame?

This is an RFQ (Request for Quotations) under FAR Part 12 and FAR Part 13. It is not an RFP (Request for Proposals) under FAR Part 15.
The quoter should demonstrate they can perform the solicitation requirements, including the requirements requested in the PWS starting on p. 4 of the RFQ. The quoter is free to submit any information they deem necessary to demonstrate they can perform the solicitation requirements.
| 1. In regards to the submission do I need to submit anything else along with the pricing table and completed solicitation? Are you looking for preliminary proposals at this stage? |

This is not an RFP under FAR Part 15. We are not looking for preliminary proposals. As stated on p. 4 of the RFQ in Addendum 52.212-2, “Award will be based on the initial evaluation of quotes received in response to the solicitation. Therefore, quoters are cautioned that their initial quotes should contain their best terms from a technical and price standpoint.”
Quoters should submit their quote package by the quote submission date to be evaluated by the Government.
| 1. Do the 15 textiles for review need to be assessed in one visit, or can they be spread out? |
| Typically, the NMMC has the conservator examine, photograph, and measure textiles requiring assessments during one visit. After award of the contract, the contractor could work with the TPOC to arrange for examination of textiles in smaller groupings of 2 visits, for example. |
| 1. If a treatment need, for example wetcleaning, is listed for an artifact, but testing indicates it should not be done, can the contractor omit that step in consultation with the NMMC personnel/TPOC/subject matter expert? |

| 1. Do all subcontractors need to be listed as part of the bid? |
| No. Subcontractors do not need to be listed as part of the quote package. |
| 1. Is TruVue Optium acrylic currently in use by the NMMC? |
| Yes. |
| 1. Is the maximum contract amount meant to include all 5 years of the contract? |
| Yes. The maximum total contract amount is NTE (Not to exceed) $250,000.00 for entire the 5-year ordering period. |
| 1. Where would the cost of transportation services for the artifacts be included in the Task Pricing Table? |
| See PWS Section 4.9 Travel, specifically, “Any anticipated travel costs in the performance of this contract shall be included as part of the quoted rate(s).” |

Per p. 4 of the RFQ in Addendum 52.212-2, “The quoter shall complete and submit Attachment 1: Pricing Table with their quote submission. The quoter’s completed pricing table will be evaluated.”
The quoter is free to determine how and where to incorporate any anticipated travel costs into their pricing for the 4 billable tasks identified in the Pricing Table. Please note as stated in PWS Section 4.9 Travel that the Government intends to award a Firm-Fixed Price (FFP) contract type, meaning any task order placed under the anticipated IDIQ contract award shall be priced based upon the FFP pricing table at time of contract award.
