Technical Questions
1p. 11, Section 3.0, Project Management and AdministrationWill the Government please clarify whether the Contractor's Primary Point of Contact can be located at the Contractor's facility, or are they required to be on-site at either Quantico, VA, or Columbia, MD?The contractor's Primary Point of Contact can be located at the contractor's facility. The Government does not require the Primary Point of Contact to be located on-site at either Quantico, VA or Columbia, MD.
2p. 11, Section 3.0, Project Management and AdministrationWill the Government please clarify whether the Contractor's Alternate Point of Contact can be located at the Contractor's facility, or are they required to be on-site at either Quantico, VA, or Columbia, MD?The contractor's Alternate Point of Contact can be located at the contractor's facility. The Government does not require the Alternate Point of Contact to be located on-site at either Quantico, VA or Columbia, MD.
3Sect. 1.4 Hours of Operation. Pg.4Is the MCCYWG facility one building?Yes, the MCCYWG is one building.
4Sect. 1.8 Security Requirements. Pg. 5Does the client bear the burdened expense of TS clearance renewals?Yes, the awardee is responsible for all clearance renewals.
5Sect. 1.6 Place of Performance. The Columbia location may be relocated to Ft. Meade, Maryland. Pg. 5Please advise if there is an estimated time frame that the Columbia, MD operations may move to Fort Meade.The estimated timeframe for the MCCYWG operations to relocate to the Fort Meade location is estimated towards the end of calendar year 2025.
6Sect. 1.15 Identification of Contractor Employees. Pg. 7Please clarify if any contractor employee positions are required to wear a certain or specific apparel or uniform to include the Visitor Control Support personnel. If yes, please define what is required.There are no specific apparel or 'uniforms' required. Business casual is recommended.
7Sect. 1.16 Travel. Pg. 7Can local travel between Columbia, MD location and Quantico, VA location be estimated in miles? Also, what is the expected frequency of visits between the locations?Local travel between the Columbia, MD location and the Quantico, VA location is not required.
8Sect. 2.1 Personnel, Administrative, and Visitor Control Tasks. Pg. 9Are all three functions (Personnel, Administrative, and Visitor Control) performed at each of the three locations. If not, please advise what functions are required for each location to properly prepare the staffing matrixAll three functions (PWS Part 2 tasks) are required for each location. Please review PWS 1.6.
9Sect. 2.1.3 Visitor Control. The contractor shall verify clearance levels, assist with escorting visitors without clearances
within accredited secure spaces, and sign in visitors into the visitor access log Pg. 9Please advise if Escorting duties are required at all three locations MCCOG and MCCYWG. Is Escorting only required during the normal daytime working hours or are they required after hours as well? What is the estimated number of visitor escorting performed per month in the past at each of the three locations? Is the contractor required to Escort non-cleared Janitorial personnel, construction personnel, or other outside vendors and suppliers?Escorting is required at both the MCCOG and MCCYWG locations during normal hours and after hours as needed. The MCCOG estimates 30 per month. The MCCOG location does not require janitorial escorting, however, other non-cleared personnel escorting is required at the MCCOG. The MCCYWG estimates between 40-60 a month and is dependent on the Indoctrination Group size. The MCCYWG will require contractors to escort non-cleared Janitorial personnel, construction, and other outside vendors or suppliers.
10Sect. 2.1.3 Visitor Control. The contractor shall provide access/visitor support for
all visiting personnel. Pg. 9Please advise if any screening equipment such as X-ray machines or Magnetometers required for screening personnel entering the facilities. Are visitors screened electronically, and are bags searched?X-ray machines or magnetometers are not used for screening personnel. Visitors will have their bags searched.
11Sect. 2.1.3 Visitor Control. The contractor shall provide access/visitor support for
all visiting personnel. Pg. 9Please advise if Visitor/Access Control personnel are required for all hours when a facility is open. Should the offeror expect to need multiple Visitor Control personnel during the normal workday hours?The Visitor/Access Control desk/station must be manned at all times. How this is adequately staffed is at the discretion of the quoter. Please review PWS 1.4.
12Sect. 3.1 Training. Limited contractor employee training provided by the Government may be required and communicated by the Contracting Officer Representative in instances when the Government changes hardware, software, processes or hosting environments during the performance of this contract. This training is at no cost to the contractor. Pg. 11What type of contractor employee training may be required by the government? What are the required hours for the training?Please review PWS 3.1. Government required training will be conducted during operating hours.
13Sect. 3.1 Training. Technical training of contractor employees is the responsibility of the contractor and shall be performed at the contractor’s own expense. Pg. 11Is relief personnel required during the training or is the training considered On-the-Job (OJT) training/certification?Government provided training is considered OJT.
14N/ARequest the Government provide the current level of effort on each of the locations for the current contract.The current level of effort cannot be provided as that is proprietary information. The current solicitation requires quoters to develop their own staffing solution based upon the information in the solicitation.
Pricing Questions
1p.2, CLINSWill the Government please state the contract's anticipated Period of Performance date for pricing purposes?The period of performance is anticipated to begin 10 January 2025 and end three years later.
2Misc./otherWill the Government please provide the labor categories and number of FTEs currently performing on contract? As the incumbent is the only offeror with this specific knowledge, it provides a clear advantage to them for this quote.

The current level of effort cannot be provided as that is proprietary information. The current solicitation requires quoters to develop their own staffing solution based upon the information in the solicitation.

3Quote Content. Subsection 2 Technical Factor. This section/volume shall not contain any pricing data.Pg. 63Please advise if Factor 4: Price is part of the Technical Volume or should be submitted as a separate document.The Technical Factor volume/section is distinct from the Price Factor.
4Quote Content. Subsection 1 Submission Letter. Total evaluated price. Pg. 61Please confirm that the Total Evaluated Price is to be included in the Submission Letter.As stated in FAR 52.212-1 (b) Addendum; Quote Content; Administrative and Compliance Documentation the total evaluated price must be in the submission letter.
5N/ARequest the Government provide the contract award value of the current contractThe current contract award value was $4,236,779.
Solicitation Questions
1p. 62, Quote Contents 2, Factor 2 Corporate ExperienceThe instructions state the entire Technical Factor volume is limited to 10 pages; all pages count, and each section is requiring a great deal of detail. To allow offerors to fully provide requested information, will the Government please consider making each section (Factor 1 and Factor 2) 10 pages each? Will the Government please allow the Cover Page, Table of Contents, and Acronym List to NOT be part of the 10 page limit?The Government believes 10 pages in total is adequate for both the staffing factor and the corporate experience factor, to include cover pages, table of contents, and acronym list. The purpose of the page limitations is to encourage concise quote submissions.
2p. 62, Quote Contents 2, Factor 2 Corporate ExperienceWill the Government please allow the Cover Page, Table of Contents, and Acronym List to not be page counts, i.e. not be part of Factor 2's page limit?Please see answer to question 1 within this Solicitaiton Questions section.
3p. 62, Quote Contents 2, Factor 3 Past PerformanceThe instructions for this section state the page limitation is 9 pages per each Questionnaire; however it is not clear whether the offeror is supposed to provide a narrative for this section, or if the section only comprises the Past Performance Questionnaires. Will the Government please clarify the instructions for this section?Please see the revised Factor 3 Past Performance instructions and the revised Past Performance Questionnaire Attachment 3.
4p. 62, Quote Contents 2, Factor 3 Past PerformanceThis section states that the offeror is to fill out ONLY section I of the RFQ. However, Sections III and IV require us to provide descriptions of scope and complexity similarity. This is not information normally provided by the Government POC, but by the offeror. Additionally, the instructions also state that each PPQ is limited to 9 pages. This is not something the offeror can ensure, since they are not the ones completing Sections III and IV. Will the Government please amend the instructions to allow offerors to complete Sections III and IV with the requested information?Please see the revised Factor 3 Past Performance instructions and the revised Past Performance Questionnaire Attachment 3.
5p. 61, Quote FormatWill the Government please clarify whether it is acceptable to include Factors 1 through 3 in one document, or is the Government expecting separate documents for each of the Factors?Including Factors 1-3 in the one document is acceptable as long as each factor is clearly labeled and identified for efficient page count purposes. All quote content and format rules listed in FAR 52.212-1 Addendum must be adhered to.
6p. 5, Section 1.8 Security RequirementsWill the Government please confirm that the Government will conduct any required polygraphs for personnel requiring initial vetting, or periodic/aperiodic updates.The MCCOG does not required Polygraphs.

All contractors supporting the MCCYWG location shall have an active Counterintelligence (CI) polygraph prior to starting.

7p. 62, Section 3, Factor 3: Past PerformanceWill the Government please allow offerors to use five years for past performance to provide small businesses who are not the incumbent on this contract the ability to provide relevant past performance?Yes. Section 3, Factor 3 of solicitation amended to change relevant work performed from within three years to within five years.
83.Past Performance, Page 62, Pargraph 2The past performance section is requiring that the quoter shall provide a Past Performance Questionnaire for each distinct effort. Would a copy of the most recent CPARS for each past performance be used in lieu of a PPQ?Past Performance Questionnaires are required. Per FAR 52.212-1 Addendum, if the quoter has no record of past performance a signed and dated past performance certification statement to that effect is required.
9Solicitation M00264-24-Q-0109, Page 1Please advise will the USMC issue a SF 1449 to be completed as the solicitation cover page.In accordance with FAR 12.603, and as indicated on the first page of the RFQ, a combined synopsis/solicitation does not use an SF 1449 to issue a solicitation. The SF 1449 will be used at award.
10Sect. 2.1 Personnel, Administrative, and Visitor Control Tasks and Factor 1: Staffing Plan. Pg. 9 & 62Based on the solicitation, the MFCC client would like offerors to develop their own staffing matrix plan to provide the needed coverage. Could the list of incumbent personnel's anniversary dates or percentage of retention years be provided to determine more accurate compliance with fringe benefits, ie. vacation?Employment information regarding incumbent personnel will not be provided.
11Quote Content. Factor 3: Past Performance. Pg. 62Can CPARS be provided in lieu of Past Performance Questionnaires?Past Performance Questionnaires are required. Please see answer to question 8 within this Solicitation Questions section.
12N/ARequest the Government provide the historical workload by task for the current contract.

PWS Part 2 defines the tasks required under this effort.

Miscellaneous Questions
1We see the current incumbent as being Hana Technologies and Systems, Inc. We know a company that submitted a previous proposal for this opportunity and their debrief stated it was awarded to Mholland Group. Could you please confirm the incumbent and why the awardee was changed if they are different?Hana Technologies is confirmed as the incumbent. The Government is not aware of this debrief and therefore, cannot comment on this speculative question.
2What are the historical staffing levels?

The historical/current level of effort cannot be provided as that is proprietary information. The current solicitation requires quoters to develop their own staffing solution based upon the information in the solicitation.

3What occupation codes are currently being used from the WDs at the locations of (MCCYWG Support Services with a potential change to Ft Meade) and MCCOG Support Services?Any occupation codes currently in use is proprietary data that may not be divulged.
4N/AAre there any changes in the PWS for the current/existing contract vs. the RFQ that you are requesting Quotes for?There are no changes.
5N/AIs this a new contract requirement or a recompete of an existing requirement? If this is a recompete, please identify the incumbent and current contract numberThe solicited requirement is a re-compete. Hana Technologies is the incumbent and the contract number is M00264-22-P-0006
6N/AWill a dedicated office or space be provided for the contract Program Manager?The RFQ does not identify nor assume labor categories. Please see PWS 6.1 for workspace information.
7N/APlease advise if a Collective Bargaining Agreement (CBA) is applicable to this contract.No, not applicable.
