About this file

This document is an amendment to solicitation M00264-23-Q-0113 posted by the United States Marine Corps to provide answers to vendor questions. The Marine Corps is seeking a graphic artist, animator and/or cinematographer to produce 25-35 still and motion graphics and/or images depicting Marine concepts and values. Key concepts include individual and collective Marine actions through motion graphics approximately one minute in length each depicting 10 topics. QUESTIONS AND ANSWERS

Questions and Answers for Solicitation M00264-23-Q-0113

1) Question 1:With reference to clause 3.2 of the scope where it is mentioned that the Contractor shall design and create Marine comic-like images, we would like to have more clarity. Are you looking at one single image or a comic strip related to the topics mentioned.

Answer 1: We are requesting an image for each concept in the scope. They images can be single/multiple action implied images or “comic strip

2) Question 2: Would it involve storyboarding? Can we have you provide a sample for better understanding.

Answer 2: HQMC will provide detailed storyboard notes (if they are needed) at time of award to provide image context and content. We can provide a sample of our notes, please ping for those.

Question 3: Are these images required in page lengths for e.g. 1 page or multiple pages? These specifics would give more clarity to the scope.

Answer 3: No page lengths apply, there is no sequential order to the graphics, they will be used in different training products. Conceptually speaking, we need 1 graphic for each concept, each concept could be input to a sperate training “slide” or page.

3) Question 4: To meet the diversity/demographics requirement per paragraph 3.1 will the cinematographer have access to U.S. military personnel to capture photos in and out of uniform?

Answer 4: The Maine Corps has a full catalog of images available to everyone at https://www.marines.mil/Photos/, we can also make Marines on our staff available for bservation, interview, and photograph.

4) Question 5: Per 2.0 Scope: Is the requirement to provide 25-35 still and motion graphics and/or images to all 10 topics per section 3.2 or 25 -35 images spread across the 10 topics?

Answer 5: 25-35 still and motion graphics and/or images total

5) Question 6: Is there a current repository or archived images that can be reused?

Answer 6: Graphics could be modeled off imagines online at https://www.marines.mil/Photos/, the largest repository or Marine images.

6) Question 7: For section 3.3 to create a one minute clip of the 10 topics using motion graphics, will there be a script or storyboard to assist available? In addition, will the visuals be provided or will we have to create the script, storyboard and visuals to depict each of the 10 topics/definitions?

Answer 7: Subject matter experts are building storyboard contextual details and scripts. Visuals will not be provided.

7) Question 8: Can the production of the work be completed remotely or does it have to be onsite?

Answer 8: This work can be done remotely.

8) Question 9: 2.0 Scope: twenty-five (25) to thirty-five (35) still and motion graphics and/or images - How are these being used? (Ex: incorporated/overlayed into live-action instructional videos, stand alone elements? etc) Answer 9: A combination of incorporated/overlayed into instructional software for online asynchronous instruction and standalone elements

9) Question 10: 3.1 comic-like graphics of Marines (still and motion) - Is this based on an existing style/will reference be provided? Or are we responsible for style/look development?

Answer 10: References will be provided for style/look development

10) Question 11: 3.1 For the motion graphics, would these be cycling animation/gifs or linear scenes? How many seconds of motion/animation?

Answer 11: We are open to a artist’s opinion. We are open to cycling animation/gifs or linear scenes and not firm on min/max number of seconds

11) Question 12: 3.2 Marine comic-like images for the 10 x topics - Are these motion? What is the total run time?

Answer 12: These can be still or motion graphics, no total run time determined.

12) Question 13: 3.3 individual and collective actions through motion graphics, approximately one minute in length with visuals for 10 x topics: Are these scripted scenes? (Will client provide scripts?) Does motion graphics refer to characters acting out a scene? Or is this text and/or icons-on-screen aided by VO?

Answer 13: These are scripted scenes and client will provide scripts. Motion graphics can be both characters acting out a scene and can include text and/or icons-on-screen aided by VO.

13) Question 14: Per the SOW, there are 60 billable days. 60 days x 8 hours per day = 480 billable hours. Please advise if that is correct. Note: Once this is verified pricing can be provided.

Answer 14: Billing/invoicing shall reflect for a maximum of 35 still and motion graphics and/or imagines.

(Not hourly)

14) Question 15: Are 3 positions for this SOW. Graphic Designer, Animator and Cinematographer.

Is this correct?

Answer 15: The SOW was stated this way for someone with the background of either a Graphic Designer, Animator or Cinemagraphor to be able to quote if interested, only one is required.

15) Question 16: Will the Animator, Graphic designer and /or Cinematographer be required to have a smartcard or Gov issued ID card for base access?

Answer 16: No SmartCard and/or base access is needed at this time. Per the PWS the contractor will utilize their own equipment.
