M00264-22-Q-0063 CMC House Pack and Move Q&As

1) Is it possible to schedule a walkthrough before the bid due date to get an idea about the locations. Hallway, entries, loading areas, dimensions, weight etc;

Unfortunately we will not be conducting a site visit. Please see provided dimensions below.

All existing crates used to pack the historic artifacts and works of art as required in this RFQ have been previously used for this same purpose and at this same Historic House. The crates sizes provided in the Attachment #2 all are able to be placed within the confines of the front doorway and rooms located on the first floor of the Historic House.

The front door of the Historic House that contractor will enter and exit is roughly 60 inches in width of clearance.

The inside door prior to the front doors of the Historic House that lead to the front steps of the House outside is roughly 58 inches in width of clearance.

The front gate to the Historic House the contractor will use to enter and exit to and from the front of the House is roughly around 80 inches in width of clearance.

2) Please confirm that we need to provide the flat price for the following:

a) To build 4 new crates and transport to storage or just to build; if transportation is required we will need weight and dimensions of those 4 crates We do not have that information. The production of the 4 new crates is a task requirement of the contract and the crates have not yet been made. The weight and dimensions would have to be determined by the offeror that makes the crates. We are providing the object name and measurements for a vendor to provide an estimate for the crates that are required to be made. See enclosure.

b) 5 crates to repurpose;

There are a total of 5 existing crates that are suitable for in some part, being repurposed. Some crates hold trays meant to store paintings. If the crate holds paintings, and the painting is not being recrated, that tray is available for storing another work of art of a same or similar size that does not exceed the size of the crate dimensions. There is one crate that had been used to store a single piece of furniture that is not be re-crated. That crate is available for being repurposed for another object or work(s) of art.

c) deinstall, pack, reinstall of 91 paintings and up to 16 trips within 100 mile radius The requirements outlined in the RFQ require the offeror to deinstall 91 two-dimensional works of art currently on display in the Historic House along with other artifacts and furniture items which are also on display in the Historic House. All works of art will be crated in two distinct ways: either in crates or soft packed using commercial bins.

All of the works of art and furniture artifacts will be going to conservators located within 100 mile radius of the NMMC Museum Storage Facility. Ideally, offeror will make an initial delivery to a conservator and then the next delivery made to a conservator will involve picking up works of art and historic artifacts when the conservation work has been completed. There may be up to 16 round trips required.

If walkthrough is not possible can we request a Catalog for 91 paintings with dimensions, weight etc. – Weight information is not available for the paintings, measurements are provided in the document (Attachment 3) provided upon request by the contracting primary and alternate POCs listed on this posting. This list does not include only paintings. NMMC can provide a list of only paintings if requested.

1. Will this all need to move at the same time?

The move of all NMMC art and artifacts is in several phases as outlined in the RFQ, as follows:

1) Offeror will be responsible for the pick-up and transportation of existing NMMC crates for examination, cleaning, repairs and retrofitting of the crates from the NMMC MSF. Once work is completed, crates may be returned to the NMMC Museum Support Facility for storage unless needed at the Historic House.

2) All art and artifacts will be removed from the Historic House, several works of art and artifacts will be delivered to conservators, the remaining will be delivered to the NMMC Museum Storage Facility.

3) Art and artifacts will be transported to conservators and returned from conservators to the NMMC Museum Support Facility.

4) Art and artifacts reinstallation at the Historic House.

2. What is the deadline for this project?

This is going to be a five year ordering period with the expectation that work will be completed sooner.

Please clarify paragraph 5.7, referencing movement of crated property approximately 16 times?

The NMMC historic artifacts and works of art will be conserved during the time in which the Historic House from which they are being deinstalled is undergoing renovation. The offeror will be required to provide transportation of artifacts and works of art to and from the conservation facilities and the NMMC Museum Storage Facility. The works of art and historic artifacts will be crated or boxed for transportation by the offeror. All efforts will be made to minimize such movement but offeror should plan on the movement of crated property approximately 16 times, both to and from the NMMC Museum Storage Facility.

1. An on-site visit is needed before quoting. Is this possible? Reasons: Unknown dimensions of the home entry, hallways, loading areas, etc...

Unfortunately we will not be conducting a site visit. Please see provided dimensions below.

All crates used to pack the historic artifacts and works of art as required in this RFQ have been previously used for this same purpose and at this same Historic House. The crates sizes provided in the Attachment #2 all are able to be placed within the confines of the front doorway and rooms located on the first floor of the Historic House.

2. Please clarify we are packing, loading, and storing at your facility?

All works of art and historic artifacts will be packed, unpacked and loaded at the Historic House, and unless receiving treatment at conservator facility, will be stored at the NMMC Museum Support Facility until reinstallation.

3. The pricing is not structured for this work performance. For example, this is a lump sum price structure, but how are we to be paid for drop off services estimated up to a year?

To address this concern this has been changed to an IDIQ contract to allow for multiple invoicing.
