The purpose of this amendment is to:
1) Provide the Government's answers to industry questions. RFQ Attachment 1 is separately attached;
2) Provide revision to 52.212-1 Addendum and FAR 52.212-2 Addendum;
3) Provide revised PWS;
4) Provide revised RFQ Attachment 4 Pricing Template that is separately attached;
5) Provide revised Schedule of Services;
6) Remove FAR 52.217-5 and FAR 52.217-9 to reflect conversion from option periods to a five year ordering period.
All revisions are in yellow highlight.
With exception of the above actions, all terms and conditions remain in full effect.
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The applicable NAICS code is 611620 – Sports and Recreation Instruction with a size standard of $8 million. This Request for Quotation (RFQ) and subsequent contract are set-aside exclusively for only those certified as a Small Business. Quotes from other than these vendors will not be considered. This is a RFQ for the Wounded Warrior Regiment, Warrior Athlete Reconditioning Program. The Government intends to award a single firm fixed-price indefinite delivery / indefinite quantity (IDIQ) contract as a result of this solicitation. This acquisition will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 12 ‘Acquisition of Commercial Items’, in conjunction with FAR Subpart 13.5 ‘Simplified Procedures for Certain Commercial Products and Commercial Services’, and FAR Part 19 ‘Small Business Programs’.
M00264-22-Q-0013 is issued as an RFQ to provide the Government the following services: Contractor shall provide non-personal services for the Warrior Athlete Reconditioning Program requirement to provide the coaching services necessary at the specified adaptive sport event.

INSTRUCTIONS TO QUOTERS
This is a FAR Part 12 ‘Acquisition of Commercial Items’, procurement that utilizes FAR Subpart 13.5 ‘ Simplified Procedures for Certain Commercial Products and Commercial Services’, and FAR Part 19 ‘Small Business Programs’.
I. Submission Information
Each quoter is required to submit a quote that is sufficiently detailed and complete to fully demonstrate an understanding of, and compliance with, all of the requirements of the solicitation. Quotes are solicited on an “all or none” basis. Quoters shall not submit multiple quotes representing alternative terms and conditions for satisfying the requirements of this solicitation. Failure to submit a quote for all requirements of the Performance Work Statement (PWS) shall be the cause for rejection of the quote. Non-compliance with any of the provisions herein may lead the Government to determine that a quote is non-compliant and may result in removal from the evaluation. The Government reserves the right to select a response that provides benefit to the Government that exceeds the minimum, but is not required to do so.
Quotes must be prepared in accordance with these instructions. Failure to do so may result in the quoter’s submission being determined unacceptable and ineligible for award. Each quote submission shall be screened upon receipt by the contracting officer or designee to ensure completeness and compliance with the instructions contained in the Request for Quote (RFQ). Elimination of a quote is at the sole discretion of the contracting officer.
Comments, questions, or inquiries concerning this solicitation shall not be submitted to any Government representative other than the contracting officer and/or contract specialist identified herein.
The Government reserves the right to incorporate all or part of the successful offeror's quote into any contract awarded pursuant to this solicitation. In the event of any conflict between the successful offeror's quote, which is incorporated into the contract awarded pursuant to this solicitation, and any other portion of the contract, the conflict shall be resolved in favor of the contractual terms that were provided in the Government's solicitation. However, in the event that the successful offeror's quote exceeds any solicitation requirement it will become the minimum or threshold contract requirement.
1. Submission of Questions and Quotes
Due to the firewall at Marine Corps Base Quantico, please be advised it is the quoter’s responsibility to ensure all electronic submissions are received by the Marine Corps Installations Nation Capital Region- Regional Contracting Office (MCINCR-RCO) in the timeframe given below. Delivery delays that cause a question(s) or quote to be late are not the responsibility of the Government agency. Quoter’s are advised to contact the below named individual if receipt of question(s) or quote is not acknowledged within an hour of it being transmitted or within an hour of the closing date and time.
Questions
All comments and questions must be submitted using RFQ Attachment 1, “Question & Answer” spreadsheet for ease of Government review and to minimize response times. Quoters shall submit the form in its original file format and not convert the form to a version in Word, Adobe Acrobat (.pdf), or other file format. To ensure the Government understands the context of the question, and therefore responds accordingly, quoters shall ensure the referenced document name, section number, page number, and paragraph number are provided as applicable.
All questions must be received by 23 February 2022 at 10:00 AM Eastern Time. All questions submitted for this solicitation must be submitted electronically to cynthia.guthridge@usmc.mil.
Quotes
Quotes must be received by MCINCR-RCO no later than 15 March 2022 at 10:00 AM Eastern Time. Quotes must be sent electronically via electronic mail and shall be submitted to the following email address by the aforementioned date and time specified: cynthia.guthridge@usmc.mil.
1. Quote Format
In order to maximize efficiency and minimize the time for quote evaluation, it is required that the quoter submit its quote in accordance with the format and content specified throughout and below:
· Pages are to be typewritten;
· Single-spaced typed lines;
· No smaller than 10 point type; Graphs, tables, charts, and diagrams shall be no smaller that 10 point type;
· 1/2 inch margins (all sides);
· Printable to an 8.5 x 11 inch paper;
· Spreadsheet files shall include all formulas. All rows, columns, cells and worksheets shall be visible. Formulae shall be rounded to two decimal places (i.e. $12.34). All dollar amounts in any cell of the spreadsheet must be rounded to the nearest hundredth.
· Page limitations specified below shall not be exceeded. Title/cover pages, tables of content, appendices, references, glossaries, etc., as well as graphs, tables, charts, diagrams, and etc., are included in the page count. All material in excess of the specified page limits will neither be read nor evaluated;
· Page numbering: Pages shall be numbered consecutively within each volume showing volume and page. For example, page 9 of Volume I would be numbered I-9 and page 10 of Volume II would be numbered II-10;
· Each page must include the solicitation number, and the quoter’s name;
· Each page of the quote should be affixed the following footer: “Source Selection Information: See FAR 2.101 and 3.104”; and
· Hyperlinks are not permitted.
Volume I, II, and III file format shall be in either Microsoft Word (.docx) or Adobe Acrobat (.pdf).
Volume IV file format shall be in Microsoft Excel (.xlsx) and either Microsoft Word (.docx) or Adobe Acrobat (.pdf).
1. Quote Content
The quote must demonstrate an understanding of and an ability to meet all of the requirements set forth in the RFQ’s PWS. The quoter shall provide sufficient detail to substantiate the validity of all statements. The quoter shall demonstrate that the quote is in compliance with the requirements, terms, and conditions of the RFQ.
Comprehensive responses to the requirements of the RFQ are required to enable the Government to evaluate the quoter’s understanding of and capability to accomplish the requirements of the PWS. General statements that the quoter can or will comply with the requirements, that standard procedures will be used, that well known techniques will be used, or paraphrasing the solicitation’s requirements in whole or in part, will NOT constitute compliance. Failure to conform to any of the requirements of the solicitation may form the basis for rejection of the quote.
Brochuremanship is not desired, rather clarity, completeness, and conciseness are essential. Since only the quote submitted in response to this solicitation will be evaluated, the quoter must make certain that its quote is complete with regard to the information provided. Data previously submitted, or presumed to be known, e.g., previous projects performed for the Government, will not be considered in the evaluation unless that information is physically contained in the quote. Information provided must be consistent amongst all volumes.
The quoter is advised that the Government may selectively verify any information provided in the quote. The quoter is cautioned that it is responsible to ensure that material that it desires to have evaluated for a particular section is contained in that specific section.
Quotes shall be presented in four (4) three (3) separate volumes (not combined as one Microsoft Word or .pdf document):
· Volume I (Administrative)
· Volume II (Technical Capability)
· Volume III (Past Performance)
· Volume IV (Price)
Volume I – Administrative (No page limit for this volume.)
This volume shall address the following:
1. Solicitation and Amendments cover sheet with the appropriate blocks filled in by the quoter;
1. Quote/Offer Letter. The letter shall be signed by an authorized company official and include the following:
· The solicitation number;
· Company Information. The name, address, DUNS number, CAGE Code, telephone number, Tax Identification Number (TIN) and GSA Contract Number of the quoter;
· Authorized Personnel. Provide the name, title, telephone number, facsimile number, and e-mail address of the company/division point of contact who can obligate your company contractually. Also, identify those individuals authorized to negotiate with the Government and who can answer questions regarding your quote;
· “Remit to” address, if different than mailing address;
· Acknowledgment of Solicitation Amendments (if applicable);
· Agreement with terms. A statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quoters are to clearly detail any exceptions taken and the rationale for the exceptions taken to the RFQ. Please note that exceptions taken to the RFQ may render the quote unacceptable to the Government;
· Documentation of quoter’s compliance with FAR 52.228-5.
· The total evaluated price for this effort that aligns with the completed RFQ Attachment 2 Pricing Template.
1. Organizational Conflict of Interest (OCI). Offeror shall provide an affirmative statement that no OCIs exist or a detailed plan which mitigates existing or anticipated OCIs;
1. Confirmation of DFARS 252.204-7012 compliance;
1. A completed copy of all solicitation representations and certifications. If the quoter completed the representations and certifications in the SAM.gov, it shall include a statement stating its representations and certifications are up to date in SAM.gov. Any representations and certifications that are not available for completion within SAM.gov must be submitted in this volume; and
1. Quote expiration date.
Quoter is reminded to review all full-text provisions and clauses contained in the solicitation and ensure completion and any required action prior to submitting its quote.
THE TECHNICAL QUOTE MUST NOT CONTAIN ANY PRICING DATA.
CONFIDENTIAL INFORMATION: The Freedom of Information Act (FOIA) and its amendments have resulted in an increasing number of requests from outside the Government for copies of contract qualifications and quotes/proposals submitted to federal agencies. If a quoter’s submissions contain information that he/she believes should be withheld from such requestors under FOIA on the grounds that they contain “trade secrets and commercial or financial information” (5 USC 552(b)(4)), the quoter should mark its submissions in the following manner:
The following notice should be placed on the title page: “Some parts of this document, as identified on individual pages, are considered by the submitter to be privileged or confidential trade secrets or commercial or financial information not subject to mandatory disclosure under the Freedom of Information Act. Material considered privileged or confidential on such grounds is contained on page(s) _______.”
Volume II – Technical Capability (Page limitation: 30 40 pages)
Factor 1: Corporate Experience
The quote must provide a narrative which demonstrates the quoter’s corporate experience with projects similar to that of the PWS. Corporate experience is defined as a business having the experience providing services that are comparable to the PWS’ Scope. Quoters may include subcontractor’s corporate experience in addition to their own (if applicable). The quoter must demonstrate it has a firm understanding of the PWS requirements, and how its corporate experience could benefit the Government in the effort’s complex adaptive sport environment.
Factor 2: Staffing
The quote must provide a staffing matrix demonstrating the required mix of coaching support (see Schedule of Services), with the total required certification or total years of experience, and required knowledge of Warrior Games game rules and regulations. The quote must include a clear, readable copy with name, sport and level of each coaches’ unexpired sport-specific adaptive sport certification that aligns to the staffing matrix’s assigned sport. In the event a coach lacks an unexpired certificate, the vendor will attest the coach meets the required years of experience. More than one (1) sport-specific adaptive sport certification copy on a page is acceptable as long as all print on each certificate is readable.
Volume III – Past Performance (Page limitation: 9 pages. Does not include Assessor Past Performance Questionnaire(s))
Factor 3: Past Performance
The quoter shall demonstrate relevant past performance or affirmatively state that it possesses no relevant past performance. The quoter must provide information on three (3) contracts within the last five (5) years (projects may be ongoing) that are relevant to the work described in the solicitation, using RFQ Attachment 2, “Past Performance Questionnaire”. The quoter must be the prime contractor on at least one (1) of those contracts. Past performance as the prime contractor will be considered more relevant than as a subcontractor. As the attachment specifies, each previous effort must include the contract or task order number (not a solicitation number); dollar value; type of contract; period of performance; NAICS code; and an explanation of how it is relevant to this effort in terms of scope, magnitude, and complexity. The explanation must identify how much of the previous effort is relevant to the scope of the requirement by dollar value (i.e. what was the dollar value of the portion of the work performed under the previous effort applicable to this PWS).
For Single Award IDIQ contract past performance record, task orders under an IDIQ contract counts as one (1) past performance record.
For a Multiple Award IDIQ contract past performance record, each task order referenced in the quote counts as a past performance record.
If the quoter relies on past performance information contained in the Contractor Performance Assessment Report (CPARS), it shall ensure that the information is a final or an interim final completed CPARS record. Draft records will not be considered. The quoter shall ensure that an “Assessor Past Performance Questionnaire”, RFQ Attachment 3 is issued to the respective point of contact if there is not a CPARS records available for the past performance record referenced in the quote.
Volume IV – Price (No page limitation for this volume.)
Factor 4: Total Price
All information relating to pricing data shall be included in Volume IV. The price quote shall cover all resources required to complete the requirements of the proposed effort. Quoters must include a narrative of its pricing (to include travel) methodology / basis of pricing. Quoters are to complete the contract line item number (CLIN) schedule (Schedule of Services), with prices not exceeding two (2) decimals (rounded to the nearest hundredth). In addition to filling out the CLIN schedule, quoters shall complete and submit the attached Excel Pricing Template, RFQ Attachment 4. The template contains two (2) tabs; one for IDIQ pricing and one for Initial Task Order pricing. The cells within the template shall not be re-formatted or removed. This template provides the breakdown of pricing to include proposed labor rates that, with PWS estimates, are used to calculate total labor costs. The proposed labor rates will be incorporated into the resulting contract, while the calculation sums are for evaluation purposes. All prices within the spreadsheet must not exceed two (2) decimal places and should be rounded to no less than the nearest hundredth. In the event of non-compliance, the Government will adjust by rounding down to the nearest hundredth.
Total evaluated price on the IDIQ tab will be all inclusive of the five year ordering period, that includes each ordering year’s of performance’s total price, which includes the Government’s not to exceed travel costs associated with completing this effort and will be used in determining best value. The Initial Task Order tab is based on unit prices (labor rates) proposed at the IDIQ level and the Government’s not to exceed travel costs.
Data contained in the price quote shall be consistent with data contained in Volume II and the filled-out CLIN. This volume should contain the quoter’s most competitive price and terms. In the event of a conflict between the filled-out CLIN schedule and the pricing template, the pricing template takes precedence.
All labor rates and pricing totals shall be inclusive of all overhead, G&A, profit, etc. for the firm-fixed-priced CLINs. For comparison purposes, the Government will use the total evaluated price on the pricing template. The awardee’s proposed unit prices will be agreed as firm fixed price, be included in the contract and will serve as the basis for task order pricing.
If adequate competition is not obtained or should a situation develop that the Government will require submission of information other than cost or pricing data, the quoter should be prepared to submit the data within five business days after being requested by the Government.
Initial Task Order Pricing
This solicitation includes requirements for an initial task order that will be issued upon award of the IDIQ contract.
The quoter shall provide a price proposal for the initial task orders based on the unit prices proposed under the Excel Pricing Template. Rates per unit proposed at the task order must match the rates included under the master IDIQ.
The initial task order pricing included in the pricing template will be used to award the minimum amount guaranteed of the IDIQ. Prices used for this and all future task order shall reconcile with the unit prices proposed in the IDIQ.
Travel Costs will be not to Exceed Amounts: The Offeror shall use the not to exceed (NTE) amounts provided in the Excel Pricing Template for cost reimbursement travel.

52.212-2 ADDENDUM
EVALUATION AND BASIS OF AWARD
1. Evaluation of Quotes
The Government intends to make a single award under this solicitation to the responsible quoter whose quote demonstrates an understanding of and an ability to meet all the requirements set forth in the Performance Work Statement (PWS). Therefore, quotes proposing less than the entire effort specified herein shall be determined unacceptable and may be removed from consideration for award.
1. Basis of Award
A comparative evaluation of quotes will be performed in accordance with FAR 13.106-2(b)(3). A comparative evaluation entails comparing each technically acceptable quote to another technically acceptable quote to determine which quote provides the best benefit to the Government. The Government is not bound to make award to a quote that exceeds the requirement if it provides no benefit or value to the Government.
It is the intention of the Government to award a single award Indefinite Delivery / Indefinite Quantity (IDIQ) contract consisting of Firm Fixed Price (FFP) line items for services and Cost Reimbursement (CR) line items for travel. The quote must demonstrate it is in compliance with the requirements, terms, and conditions of the RFQ. Comprehensive responses to the requirements of the RFQ are required to enable the Government to evaluate the quoter’s understanding of and capability to accomplish the PWS requirements.
1. Evaluation Criteria
The Government will evaluate the quoter’s quote to determine the extent to which the quoter has demonstrated its ability to accomplish the tasks listed in the PWS, as outlined in 52.212-1 Addendum, Instructions to Quoters.
The Government reserves the right to select a response that provides benefit to the Government that exceeds the minimum. The Government is not required to select a response that exceeds the minimum. Responses may exceed the requirements, but must at a minimum meet the solicitation’s statement. The Government is not requesting or accepting alternative quotes.
The following evaluation factors shall be used to evaluate the quote:
Volume II Technical Capability
Factor 1: Corporate Experience
Quoters will be evaluated on:
- Its corporate experience (and their subcontractors, if applicable) with projects similar to that of the PWS;
- Its understanding of the PWS requirements, as demonstrated by how its corporate experience could benefit the Government in the effort’s complex adaptive sport environment.
Factor 2: Staffing
Quoters will be evaluated on:
- Its proposed staffing matrix demonstrating the required mix of coaching support, certification or total required years of experience, and required knowledge of Warrior Games game rules and regulations;
- Its quote including a clear, readable copy with name, sport and level of each coaches’ unexpired sport-specific adaptive sport certification that aligns to the staffing matrix’s assigned sport, and, in the event a coach lacks an unexpired certificate, the vendor’s attestment the coach meets the required years of experience.
In order to be considered for award, the quoter’s Technical Capability must receive an ‘Acceptable’ rating. The Government will assign the quoter’s Technical Capability a rating using the following table:

Volume III Past Performance
Factor 3: Past Performance
The past performance evaluation factor assesses the degree of confidence the Government has in a quoter’s ability to supply services that meet users’ needs, based on a demonstrated record of performance. The past performance evaluation may take into account past performance information regarding predecessor companies or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the performance of tasks detailed in the PWS.
The quoter will be evaluated on:
· The degree to which the quoter’s three (3) past performance submissions are relevant to the effort in terms of scope, magnitude, and complexity.
Evaluators may use information obtained from the references and through any other Government or public records to evaluate the contractor’s past performance. Contractors who have successfully performed requirements similar in scope, magnitude, and complexity will be evaluated more favorably. quoters without a record of relevant past performance, or the information is not available on past contract performance, may not be evaluated favorably or unfavorably.
Volume IV Price
Factor 4: Total Price
The total evaluated price on the IDIQ tab includes each ordering period of performance and the Government’s not to exceed travel costs associated.
In order to be considered for award, the quoted price must be determined to be fair and reasonable. Price analysis techniques set forth in FAR 13.106-3 will be used to determine whether the quoted price is fair and reasonable. The quote will be reviewed for consistency to ensure that all performance, scope, and assumptions quoted in other sections of the quote are captured in the price volume.
The Government will review the pricing template and filled out CLIN for completeness, accuracy, and consistency. A determination will be made as to whether the quoter properly completed the pricing template. Quotes will be checked for mathematical correctness in all computations and summarizations.

IDIQ INFORMATION
Indefinite Delivery / Indefinite Quantity (IDIQ) Information
In accordance with FAR 16.504(a)(4), the following information is provided:
Contract Period: The period of performance for this single award IDIQ is anticipated for a five (5) year ordering performance period. , which consists of a one-year base period with four one-year option periods to extend the contract. The Government is not obliged to exercise the options. Performance is expected to commence in May 2022 and, if all options are exercised, conclude in October 2026.
Minimum and Maximum Quantity of Services: The total minimum guarantee amount is $33,000.00. The maximum amount is the total evaluated price of the resultant contract.
Description of Required Services: The Performance Work Statement contained within this solicitation adequately describes the purpose, scope, and complexity of the services to be acquired.
Procedures to Issue Task Orders: Individual Task Orders (TOs) will be issued by a warranted MCINCR-RCO contracting officer for all services to be performed, and will be within scope, issued within the period of performance, and within the established maximum quantity of the contract. Each order will be submitted to the awardee via electronic email.

Performance Work Statement (PWS)
United States Marine Corps Warrior Athlete Reconditioning Program Adaptive Sports Coaches
1. INTRODUCTION. The United States Marine Corps (USMC) Wounded Warrior Regiment (WWR) Warrior Athlete Reconditioning Program (WAR-P) is designed to strengthen wounded, ill, or injured (WII) service members through adaptive reconditioning and rehabilitation and set the course for a healthy lifestyle. The program provides access to specialized equipment, professional coaching, and the opportunity to attend various adaptive sport camps and competitions. Recovering Service Members (RSMs) participate in adaptive sporting events and recreation activities within their individual limitations. RSMs will compete in sports which can include: archery, cycling, field, golf, indoor rowing, powerlifting, shooting, sitting volleyball, swimming, track, wheelchair basketball, and wheelchair rugby. (additional sports may be added).
1. BACKGROUND. Established in 2010, the Warrior Games is an annual adaptive sporting event that brings together wounded, ill and injured service members and veterans from all branches of the Armed Forces, the Special Operations Command (SOCOM), and allied countries. During the Warrior Games, approximately 375 wounded, ill and injured athletes, compete in 12 sports (archery, cycling, field, golf, indoor rowing, powerlifting, shooting, sitting volleyball, swimming, track, wheelchair basketball, and wheelchair rugby). Athletes are Military Wounded Warriors ranging from Warrior Games classification 1 – 6. Many wounded, ill, and injured Service Members use adaptive reconditioning sports and activities as an integral part of their overall rehabilitation process. Although the Warrior Games is comprised of various service members, this requirement is specifically for coaches to support the USMC WWR, WAR program.
1. SCOPE. The WAR-P requires contractor support services for the USMC’s adaptive sporting events and the contractor shall serve as a subject matter expert in adaptive reconditioning and adaptive sports throughout the operational planning and execution process and provide consultation to the WWR. Coaching and support services are required during adaptive sport special events to prepare Marine athletes competing in the following twelve (12) sports:

The contractor will provide up to 20 coaches per event, equating to up to 70 coaches per period of performance.
An EXAMPLE of yearly events is provided below. Event dates and coach requirements are subject to change. The contractor will be provided the exact event dates, locations, and specific coach requirements no less than 60 days prior to each event. Coaches are required to arrive one day prior to the start of the coach’s adaptive sport event and depart post completion of the coach’s adaptive sport event. However, for longer duration events, such as the Warrior Games, each coach remains only for the duration of their specific sporting event, not for the duration of the entire event. Exact dates and coach requirements will be provided prior to each event.

An EXAMPLE of the types of coaching support services required for USMC yearly events is as follows. In instances where a single sport has more than one coach, one of the coaches will be lead and serve as the “Head” coach. Support denoting a ‘coach/mechanic’ requires an individual proficient in both for the applicable sport. As shown in the below example tables, not all events will require a coach for each sport.

1. COACH PERFORMANCE REQUIREMENTS.
0. Check and verify that all Government furnished equipment for training and competition is available for all athletes in their respective sports. Ensure equipment is stored and kept at the training site on a Military Installation or approved storage facility. Move equipment from storage to the training site and back after each days’ training is completed;
0. Provide guidance and instruction to USMC athletes throughout the training period. In addition, develop a training plan in their designated sport to fit within the athletes’ training schedules. Guidance and instruction may be remote or in-person;
0. Attend the Warrior Games Training Camp. Throughout performance the coaches will be instructing practice, clinics, and competitions;
0. Be available between the hours of 0730 – 1730 daily for any kind of request for instruction from the athletes and staff;
0. Attend daily coaches’ meetings with the USMC WWR Adaptive Sports Team during the scheduled adaptive sports events;
0. Assist with maintenance of the Government’s equipment. Notify the Contracting Officer Representative (COR) of equipment that needs replacement due to safety concerns. Prior to the start of each daily event, make sure all equipment is available for all athletes in their respective sports. Following an event, secure the Government’s equipment to include placing in locked storage containers provided by the Government at the venue site;
0. Coaches and coach mechanics for designated sports shall bring their own tools to maintain, calibrate or adjust the Government’s adaptive sports equipment and coaches shall provide their own whistles;
0. Daily training periods and coach requirements will be based on the event schedules. Specific sport coaching needs may change based upon the needs of the athletes participating in each event.
1. DELIVERABLES AND ACCEPTANCE.
The following deliverables shall be submitted to the COR as described below. The contractor must review all deliverables to ensure accuracy, functionality, completeness, professional quality, and overall compliance with contract requirements. The COR must ensure the accuracy and completeness of all deliverables and is responsible for the tracking and acceptance of all deliverables. If the Government provides comments or change requests, the contractor will have two (2) business days from receipt of the Government’s correspondence to incorporate the comments or change requests and resubmit the deliverable for Government review and approval at no additional cost to the Government. Unless otherwise specified in this PWS, the contractor must use standard commercial practices for formatting all deliverables. Electronic copies of all deliverables must be sent to the COR via email.

1. QUALITY CONTROL AND CONFLICTS OF INTEREST. The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services, and to avoid conflicts of interest. The contractor’s quality control program is the means by which the contractor assures that work complies with the requirements of the contract. At a minimum, the contractor shall develop quality control procedures that address the objectives of the PWS. The contractor’s quality control plan shall be submitted to the Government within two (2) calendar days of contract award.
1. GOVERNMENT FURNISHED EQUIPMENT. Athletic equipment and other event materials used for this requirement is Government Furnished Equipment (GFE) (excepted as designated in section 4 (f)).
1. TRAVEL. The contractor is responsible for implementing a travel management plan that ensures adherence to federal government procedures, and suitable contractor internal controls to prevent unauthorized cost incurrence. All travel costs shall be in accordance with the Office of Personnel Management Joint Travel Regulations. The contractor shall adhere to FAR 31.205-46 for all travel requirements under this contract.
The contractor is responsible for all travel and lodging arrangements for their contracted personnel. Government installation lodging will not be provided or offered to the contractor; it is the responsibility of the contractor to determine what accommodations will be required for their coaching staff. The Government will not provide any ground transportation for coaching staff; it is the responsibility of the contractor to provide transportation for their coaching staff to and from their place of lodging to the Marine Corps adaptive sport special events. Coaches should remain at the event post completion of the athlete competition in their event and not attempt to leave their competition early to accommodate airline travel flight schedules.
Maximum use of carpooling/ride share amongst coaches is required. Government authorization is required if this cannot be accomplished. Contractor must submit to the contracting officer and COR its request and how non-compliance will benefit the contractor and the Government.
1. COACH SKILLS AND QUALIFICATIONS. Coaches shall have three (3) years of experience in a qualified US and National Governing Body (NGB) qualified athletic sport or equivalent, a minimum of two (2) years of coaching experience with adaptive athletes, and knowledge of Warrior Games game rules and regulations.
All coaches throughout the life of the contract must have an unexpired sport-specific adaptive sport certification, as detailed below, from a certified National Governing Body OR, a minimum of 3 years sport-specific coaching experience with 2 years working with adaptive athletes. Where applicable, certificates must stipulate ‘mechanic’ to fulfill those events requiring an adaptive sport ‘mechanic’. All coaches must have knowledge of the DoD Warrior Games Rules and Classifications.

1. SECURITY. The contractor shall comply with all applicable Department of Defense (DoD) security regulations and procedures during the performance of this contract. The contractor shall not disclose and must safeguard sensitive information, computer systems and data, Privacy Act data, and Government and contracted personnel work products that are obtained or generated in the performance of this contract.
The contractor is responsible for safeguarding information of a sensitive nature. Failure to safeguard any privileged information which many involve the contractor or the contractor’s personnel or to which they may have access may subject the contractor and/or the contractor’s employees to criminal liability.
Clearances. All contractor employees supporting this contract require a minimum of a National Agency Check and Inquiries (NACI) clearance. Defense Biometric Identification System (DBIDS) card or DBIDS temporary pass in order to gain authorized access to the military installation The Government will assist the contractor in obtaining the DBIDS pass prior to performance. Contractors will have their identity validated by the Government and will be issued an appropriate DBIDS pass at no cost. The Government will verify NACI clearance of the contractor employees prior to performance.

The COR will represent the contracting officer in the administration of technical details within the scope of this contract and will perform inspections and acceptance of all deliverable. The COR is not otherwise authorized to make any representations or commitments of any kind on behalf of the contracting officer or the Government. The COR does not have the authority to alter the contractor’s obligations or change the specifications in the contract. If, as a result of technical discussions, it is desirable to alter contract obligations or statement of works, a modification must be issued in writing and signed by the contracting officer. The COR is responsible for reviewing invoices submitted by the contractor and informing the contracting officer of areas where exceptions are to be taken. The COR authority is non-delegable. The COR may be personally liable for unauthorized acts.
1. AUTHORIZED CHANGES
Except as specified in paragraph (b) below, no order, statement, or conduct of Government personnel who visit the contractor’s facilities or in any other manner communicates with contractor personnel during the performance of this contract shall constitute a change under the Changes clause of this contract.
1. The contractor shall not comply with any order, direction, or request of Government personnel unless it is issued in writing and signed by the contracting officer or is pursuant to specific authority otherwise included as a part of this contract.
(b) The contracting officer is the only person authorized to approve changes in any of the requirements of this contract and notwithstanding provisions contained elsewhere in this contract, said authority remains solely the contracting officer’s. In the event the contractor effects any change at the direction of any person other than the contracting officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in cost incurred as a result thereof.
1. WORKING ON A GOVERNMENT INSTALLATION
The Contractor shall provide each of its personnel an identification badge, which identifies, by photograph, the individual as an employee of the contractor. These badges shall be clearly identifiable while on Government property, and worn at all times and presented for examination upon request from the contracting officer, COR, Military Police, or any other Government Official with a need to see the badge.
13.2 The Contractor and its personnel shall be subject to all installation traffic, security, and registration regulations for personnel and vehicles. Copies of current installation regulations may be obtained from the COR.
13.3 All contractor personnel attending meetings, answering Government telephones, working on site, where their contractor status is not known to third parties, must identify themselves as contractors, to include wearing ID badges, which identify them as contractor personnel. Contractor personnel shall also ensure that when logged onto Government equipment that their profile shows them as contractor personnel.
13.4 Contractor employees shall clearly identify themselves and the company they work for whenever making contact with Government personnel by telephone or other electronic means.
1. REQUIRED INSURANCE
The following types of insurance are required in accordance with FAR Clause 52.228-5, “Insurance – Work on a Government Installation” and shall be maintained in the minimum amounts. This clause can be found in the clause and provisions section of this solicitation and may also be found at: https://www.acquisition.gov/content/regulations
14.1 Workmen’s Compensation and Employers Liability Insurance as required by law except that if this contract is to be performed in a State that does not require or permit private insurance, then companies with the statutory or administrative requirement in any such State will be satisfactory.
14.2 Automobile Liability Insurance. This insurance shall be required on the comprehensive of policy and shall provide bodily injury liability and property damage liability covering the operation of all automobiles used in connection with the performance of the contract. This insurance may be required in order to obtain entry to the military installation.
