| 1 | Page 10 CERTFICATION LEVEL BY SPORT SHALL BE AS FOLLOWS: | What are the requirements (Cert & Exp) for the Ultimate Champion Coach? | The Ultimate Champion Coach works with adaptive athletes who compete in multiple sports. The "Ultimate Champion" is an accolade bestowed upon an adaptive athlete to honor and recognize excellence and outstanding performance throughout the event. A certification in any one of the 12 adaptive sports would meet the requirement to serve as the Ultimate Champion Coach. Please revision to PWS Section 9. |
| 2 | Page 10 CERTFICATION LEVEL BY SPORT SHALL BE AS FOLLOWS: | For the Golfing Cert/NGB - it states USGTA but we believe this is the USGTF? Also will the Marine Corps accept PGA certification. Furthermore one of the Gold Coaches that the WWR uses only has a PGA cert. Is that cert allowed since it’s the highest national body gold certification compared to the lower class USGTF. Please confirm. | There are numerous national governing bodies that provide certifications for the golf teaching profession. US Golf Teachers Federation (USGTF), Professional Golf Teachers Association of America (PGTAA) and many other PGA certifications are acceptable and meet the requirement of accredited certifications. Please see revision to PWS Section 9. |
| 3 | Page 10 CERTFICATION LEVEL BY SPORT SHALL BE AS FOLLOWS: | Is the Marine Corps aware that USA Volleyball Certifications no longer exist. | The Government is aware that USA Volleyball Certifications no longer exist. The Government takes reasonable steps in order to satisfy the requirement that coaches have the experience and training necessary to work with adaptive athletes. Military service members participating in adaptive sports have specific needs and coaches must establish that they have completed training to coach persons with physical disabilities. Certifications from accredited national governing bodies and/or the pre-requisite experience working with adaptive athletes as identified in the PWS will be recognized as acceptable. Please revision to PWS Section 9. |
| 4 | Page 10 CERTFICATION LEVEL BY SPORT SHALL BE AS FOLLOWS: | Will the Marine Corps accept expired USA certifications. Most coaches don’t have up to date certs. | The Marine Corps will not accept expired certifications. The Marine Corps will accept EITHER a valid sport specific certification to work with adaptive athletes, OR, a minimum of 3 years coaching experience with 2 years working with adaptive athletes. Please see revision to PWS Section 9 and FAR 52.212-1 Addendum and FAR 52.212-2 Addendum. |
| 5 | Page 10 CERTFICATION LEVEL BY SPORT SHALL BE AS FOLLOWS: | W have learned that multiple coaches that the Marine Corps hired directly don’t have USA certifications. These coaches are cycling, Volleyball, track and field coaches whom we have spoken to, they are doing the event next week for the trials in Pendleton. These coaches told me that they have been in communication with Kerry Rogers and are not submitting certifications. This tells us that the Marine Corps is hiring non certified USA coaches. Please provide reasoning to this double standard. | It is incorrect the Marine Corps has directly hired coaches that do not have certificates. The Marine Corps often contracts with the DoD Defense Health Agency (DHA) to provide qualified professional adaptive sport coaches for adaptive sports events such as the Marine Corp Trials (MCT). The adaptive sport coaches provided are employed by the DoD DHA, and are validated to meet requisite requirements. |
This solicitation is separate of any other contract or agreement for the hire of adaptive coaches. The standards set forth in this solicitation are outside the standards set forth in other solicitations and agreements. Vendor discussions regarding this solicitation's standards to other than government contracting personnel may result in removal from consideration.

What are they if any? | Please see answer to Question 1. |
| 7 | PWS 10 Security pg11. | "Clearances. All contractor employees supporting this contract require a minimum of a National Agency Check and Inquiries (NACI) clearance. The Government will verify NACI clearance of the contractor employees prior to performance." |
BACKGROUND:
1. For clarification, a NACI is a type of background investigation not a clearance and NACI was replaced with Tier-1 background investigation in 2014 https://www.dcsa.mil/Portals/91/Documents/pv/GovHRSec/FINs/FY15/fin-15-03.pdf
2. NACI / Tier-1 investigations are utilized for Public Trust Positions that are "low risk and non-sensitive" that may require access to unclassified information. The Defense Counterintelligence and Security Agency (DCSA) currently estimates the processing time for these investigations as 3-4 months
3. A NACI / Tier 1 investigation requires the submission of a SF-85 and fingerprint card. Only government agencies, not contractors can submit for a NACI / Tier 1 background investigation. https://www.dcsa.mil/Portals/91/Documents/pv/fso/Tier_Investigations.pdf
4. A government background investigation has not been required for coaches supporting USMC, DoD or Veterans Administration adaptive sports events in the past with the exception of the recent WWR RFQ (# M00264-22-Q-0009) to support the MC Trials which was cancelled. A vast majority of coaches who support these type events do not possess a government background investigation as they are sports professionals and have not worked for the federal government in a position that would require a background investigation. This requirement will greatly limit the pool of available coaches for any offeror.

A question was asked related to this background requirement for Sol # M00264-22-Q-0009 and the government response was "The purpose of the NACI clearance is to ensure the Government the coaches provided by the contractor meet the minimum requirements for access to the military base. However, access to any military base does not require a government background investigation. All USMC and most DoD agencies utilize the Defense Biometric Identification System (DBIDS) system or a similar application to screen and grant access for base visitors. https://dbids.dmdc.mil/#!/ | The vendor's submission does not contain a question necessitating a Government response. | ||

| The contractor will be required to comply with all applicable Department of Defense (DoD) security regulations and procedures during the performance of this contract. The Government will utilize DBIDS to authorize contractor access to the Government facility. The contractor will be required to provide specific information regarding the full name and other identifying information of the contracted coaches which will enable the Government to perform Government database checks. | |||
| 9 | PWS 10 Security pg11. | As the justification in Sol #M00264-22-Q-0009 for a government background investigation was to allow for base access and that can be achieved through DBIDS, would the government allow industry to conduct background investigations similar to those used during the hiring process of those not requiring a government background investigation or clearance (e.g. https://checkr.com/) ? This would ensure the good standing of coaches who do not require access to information associated with a public trust position. | Please see answer to Question 8. |

It is very difficult for industry to provide a FFP contract response when the PWS states, "additional sports may be added", later. Industry does not know what sports will be required, how often, or when.
| Would it be possible for the government to remove this vagueness or update the PWS, CLIN tables, and price workbooks to reflect those additional sports and frequencies of each? | This PWS statement (the emphasis) is removed from the PWS. Please see PWS Section 1. | |||

Is this a not to exceed threshold per event or for the entire IDIQ? | IDIQ contracts must contain a minimum and maximum contact value and represents what the Government anticipates to acquire under the contract. Amendment 0001 has revisions to this statement. | |

| 1 | PWS 15, pg. 12-13, PRS | In 15. Performance Requirements Summary (pg. 12-13) it states AQL must be 100% and then lists CPARS as the Incentive. Will the government change the incentive statement to read "CPARS or PPQ" | It is unclear the purpose of changing the incentive column, or the reason behind the question to address it. This is a commercial acquisition with firm-fixed-pricing structure and future requests to change the PRS incentive will not be entertained. The PRS incentive column will remain as is. | |

Questions
1. Is it acceptable to provide a list of sample coaches with the required skill level and certifications? Or do we have to provide a list of coaches by name?
2. If names are required, is it for each sport listed on pg 3, "Scope" or in accordance with the Scope of services (pg 3)? Realizing that over the course of a 5 year IDIQ, not all coaches that are submitted with the proposal may be available for each event for the duration of the contract. These positions are normally filled by individuals who perform this service on a part time basis and have other work commitments which may preclude them from participation and an alternate coach meeting the PWS qualifications and certifications may need to be substituted.
1. In accordance with FAR 52.212-1 Addendum, the Government requires a list of coaches by name.
2. Names of coaches must be provided for each type of coach as listed in the schedule of services. The name, sport, and level of each coaches' certificate must align to the vendor's staffing matrix. As an example, the individual assigned to the Cycling/Mechanic Assistant Coach in the vendor's staffing matrix should be the same name on the certificate, and the certificate should be for the same sport as assigned. If the individual does not have a current certificate, the vendor must attest the individual assigned meets the required years of experience.
The Government realizes that over the course of a five-year IDIQ, it is reasonable that not all individuals submitted at time of quote will remain available. Replacements shall meet or exceed the PWS requirements. Task Orders may require a copy of the coach's certification.

| 4 | pg 56 | Factor 3 Past Performance: States, "The quoter shall ensure that an Assessor Past Performance Questionnaire, RFQ Attachment 3 is issued to the respective point of contact if there is not a CPARS records available for the past performance record referenced in the quote.” Does this mean if there is CPARS data for a past performance that the contractor is using, there is still a requirement to submit a past performance questionnaire for that work? Or does the CPARS data take precedence over the PPQ submission requirement? | All vendors submit RFQ Attachment 2 "Past Performance Questionnaire" for each of its three contracts relevant to the solicitation's requirements. If a final or interim final CPARS is not available for any of the three referenced relevant contracts, the vendor must send that contract's point-of-contact RFQ Attachment 3 "Assessor Past Performance Questionnaire" for completion and submission to the email identified. CPARS data does not take precedence, nor the place of, the past performance questionnaires. |
