5.1Does the Government require a separate cover letter and offer letter or can these requirements be combined?The Government will accept a combined document that provides all required informatiom.
5.1Does the Government require a letter of commitment/letter of intent for the proposed candidates?The Government does not require letter of commitment/letter of intent; however, offerors are not prohibited from submitting with their proposals.
Task 2.0 Paragraph 2.2 | TrainingIs the contractor expected to instruct portal / ESRI suite training to personnel familiar with geospatial analysis, or intelligence personnel at basic unfamiliar levels?Instruction is provided to personnel at all levels, with and without familiarity of geospatial experience. 90% of instruction is deskside onsite based on specific customer questions or goals. Travel and formal instruction is rare and condensed to fit the specific time and data scenario of the requester. Basic instruction is modified to be more relevant to the requester's usage.
2.4 –Factor 3 | Past Performance EvaluationWould the government consider adding a past performance requirement to show successful implementation of portal services for other geospatial departments?The Government requires recent and relevant past performance information which offerors shall provide within their proposals.
General Provisions | Key Personnel RecommendationsDoes the government feel the current FTE count is sufficient to satisfy this requirement or is there a concern that the Level of Effort needs to be re-evaluated?As this is a Firm Fixed Price requirement, the vendor must determine the the quantity of personnel to achieve the level of support. The current FTE count is sufficient but evaluation is necessary as the frequency of the requiments changes. To reiterate the common question document, the FTE quantity is reflective of the level of skills of the personnel provided and the complexity of the issues at hand. Tasks 1 and 2 are full time, daily requirements, whereas task 3 is as needed. In a comparison of the last 5 years, MCIA has had from 1 to 3 contract FTE’s supporting tasks 1 and 2. Task 3 requires on-site familiarization to understand architecture configuration and complex problem solving, but is on average 400 hours of direct support per year.
Task 2.0 Paragraph 2.1 | InstructionIs the priority for portal establishment focused on expanding MCIA capabilities as well as establishing collaboration with other geospatial commands?In simple terms yes. GSS already uses Portal for ArcGIS as a dissemination application for products and services. We wish to increase collaboration, visualization, and data sharing from the MCIA workforce as well as increase data services available to the USMC and IC. Performing Portal to Portal collaboration with other IC elements is expected to occur as interest and data matures.
