Qualifications The key personnel requirements listed require the individual requested to have spent at least ten years in some combination of DC CD&I, DC P&R, and MARCORSYSCOM with at least five of those years focused on Law Enforcement initiatives. This severely limits the pool of personnel who could fill this role. Can these requirements be more generic to encourage fair competition with other service subject matter experts? Or allow for other key personnel who have performed similar functions across combat development integration, PPB&E support, and other acquisition program/advocate services but in other capability development areas (e.g. Logistics and Combat Service Support (CSS)?

The solicitation did not require individuals to have at least ten years in some combination of DC CD&I, DC P&R or MARCORSYSCOM.

That is not listed in 5.0 Qualifications.

RFP

2 52.212-1 Addendum "Instructions to Quoters"

Bullet 2.1 references this solicitation as a follow on contract to the current contract, that the projected workload is that of the current workload, and that the current contract is filled by one Full Time Equivalent. It is further recommended that the LCAT for all tasks be that of logistics analyst. This seems to suggest a continuation of the currently contracted effort in scope and manpower in the performances of LE community proponent; yet PWS 2.0 Background indicates the struggles the LE Community and the MCLEP have had for the past several years in accomplishing the objectives of this solicitation.

This includes time the current contract has been in place to solve these challenges. Does the customer want the offeror's best proposal to accomplish the objectives of the PWS, support the CPG and Force Design requirements for the LE community or does the customer merely want a continuation of the current effort?

The information stated in section 2.1 is an overview of the requirement and provides some historical information. The Government only provided a suggested labor category and doesn't restrict quoters to any specific category. The Government expects quoters to provide their best solution to the RFQ addressing all requirements stated in the RFQ in its entirety.

3 52.212-1 Addendum "Instructions to Quoters"

Bullet 5 states that the Technical Volume will include the "Compliance Matrix." This is the only reference to "Compliance Matrix" in the RFP.

Can the customer provide more detail as to what the "Compliance Matrix" reference in Bullet 5 should entail/comprise?

The Compliance Matrix is a cross-reference table that tells quote evaluators where they can find responses to specific Request for Quote (RFQ) requirements.

General 4 Reference

Material Does the Government have any additional information to provide on LE community actions in support of developing structure, or modified or new mission requirements that are under development or arising from Force Design Phase III Working Groups for the contractor understand overall LE community efforts and strategy?

The Government doesn't have additional information. All the requirements and information supporting this effort is articulated within this solicitation.

52.212-1 ADDENDUM “INSTRUCTIONS TO QUOTERS”

1. Multiple Offers

1.1 Quoters shall not submit multiple quotes presenting alternative terms and conditions for satisfying the requirements of this solicitation.

2. Overview

2.1 The Marine Corps Installations National Capital Region – Regional Contracting Office (MCINCR-RCO) has a requirement for Headquarters Marine Corps (HQMC) Law Enforcement and Corrections Branch (PSL). In accordance with FAR Part 12 and Part 13, the MCINCR-RCO is issuing a solicitation for the acquisition of Law Enforcement Management Support, as a follow-on effort to the current contract. The projected workload described in the solicitation reflects the historical workload. The current contract has a total of one (1) full time equivalent (FTE). The suggested labor category is Logistics Analyst for all tasks; however, quoters may recommend/quote other labor categories. The successful quoter will be required to sign a Non-Disclosure Agreement (NDA) at the time of award.

2.2 The Government intends to make a single Firm Fixed Price (FFP) award for one (1) twelve (12) month base, two (2) 12-month option periods and one (1) six month option period as a result of the solicitation.

Each Quoter shall submit a quote that clearly and concisely describes its response to the requirements of the solicitation. Use of general or vague statements such as “standard procedures will be used” will not satisfy this requirement. Unnecessary elaboration or presentations beyond what is sufficient to present a complete and effective solution are not desired and may be construed as a lack of understanding of the requirement.

3. Guidance

Quotes must be prepared in accordance with these instructions. Failure to do so may result in the Quoter’s submission being determined unacceptable and ineligible for award. Each Quoter’s submission shall be screened by the Contracting Officer upon receipt to ensure completeness and compliance with the instructions contained in the Request for Quote (RFQ). Elimination of a Quoter is at the sole discretion of the Contracting Officer.

The purpose of this procurement is to obtain Law Enforcement Management support services as outlined in the Performance Work Statement.

3.1 Instructions to Quoters:

The Government reserves the right to select a response that provides benefit to the Government that exceeds the minimum.

Quoters must meet the minimum requirements.

While Quoters are encouraged to exceed minimum requirements, the Government is not required to select a quote that does so.

The Government is not requesting or accepting alternate quote(s).

4. Confidential Information

The Freedom of Information Act (FOIA) and its amendments have resulted in an increasing number of requests from outside the Government for copies of award qualifications and quotes/proposals submitted to federal agencies.

If a Quoter’s submissions contain information that he/she believes should be withheld from such requestors under FOIA on the grounds that they contain “trade secrets and commercial or financial information” (5 USC 552(b)(4)), the Quoter should mark its submissions in the following manner:

The following notice should be placed on the title page: “Some parts of this document, as identified on individual pages, are considered by the submitter to be privileged or confidential trade secrets or commercial or financial information not subject to mandatory disclosure under the Freedom of Information Act. Material considered privileged or confidential on such grounds is contained on page(s) _______.”

Each individual item considered privileged or confidential under FOIA should be marked with the following notice:

“The data or information is considered confidential or privileged, and is not subject to mandatory disclosure under the Freedom of Information Act.”

5. Submission of Questions and Quotes

5.1 Questions

All questions must be received by 13 Jul 2020 at 10:00 AM EDT. All questions submitted for this solicitation must be electronically sent to the following e-mail addresses: tommy.session@usmc.mil and jamie.dufrene@usmc.mil.

Note: Due to the firewall at Quantico, please be advised that it is the Quoter’s responsibility to ensure all electronic submittals of questions are received by the Contracting Officer in the timeframe given above.

Please submit questions in the table format below via the question and answer excel spreadsheet provided as attachment # 2.

Should any questions be received after the date stated above, the Government reserves the right not to provide an answer. If, however, in the Government's opinion, the question(s) cites an issue of significant importance, the Government may provide written responses.

5.2 Quotes

Quotes must be received by the Contracting Officer no later than date/time as specified in Block 8 of the SF 1449.

In order to maximize efficiency and minimize the effort involved in the quotes evaluation process, all Quoters must comply with the following instructions for quote format and content. Quotes that do not comply with these instructions may be considered non-responsive and may render the Quote ineligible for award. Quotes shall be submitted via e-mail for this solicitation. Technical Capability and Price files shall be separate files as follows:

5.3 Quote Format

In order to maximize efficiency and minimize the time for quote evaluation Quoters should submit their quotes in accordance with the format and content specified.

5.4 Quote Content

Each quote shall contain the following volumes/sections:

Technical - Not to Exceed (NTE) 10-pages and shall include:

Quoters must provide sufficient evidence that all experience, expertise and qualifications stated in section 5.0 Qualifications of the PWS are met.

Letter of Commitment (if required). Letters of Commitment are required for personnel not currently employed by the Quoter.

Price – NTE 10 pages and shall include:

*The price quote shall be a separate volume from the Technical.

Name of Firm, CAGE code, Tax ID, Solicitation Number, and Vendor POC and Alternate POC information (name, title, telephone number, email);

Supplies and Services Prices; and Supporting material including proposed labor categories, labor hours, and labor rates

If a quote volume exceeds the above page limitations, all pages in excess of the limitation for each volume will not be considered in order that all quotes are treated equally.

The Quoter shall demonstrate the ability, resources, and experience required to perform the requirements in the PWS, including the detailed procedures and methods to be used. All information must be presented in sufficient depth for the Government to make a comprehensive evaluation of the Quoter’s understanding of the PWS and the Quoter’s capability for successful performance. Pricing Information shall not appear anywhere in the Technical volume of the quote, which shall address only the technical requirements as discussed in Section 5.5. The price quote shall be a separate document.

5.5. Technical Volume

Factor 1 – Technical Capability

The Quoter’s technical quote shall not exceed 10-pages and shall include the Compliance Matrix, discussion of Factor (1) Technical Capability and Factor, and Letter of Commitment (if required). If providing a title page and/or executive summary, (to include company’s mission statement), such pages are excluded from the 10-page limit.

The Quoter shall identify any Key Personnel, who may include the Project Manager and shall include resumes for all Key Personnel and Letters of Commitment for all Key Personnel who are not currently employed by the Quoter.

Resumes shall not exceed two (2) pages in length.

The Quoter shall address Factor 1 - Technical Capability. The Technical Capability shall include:

5.6 Price Volume

Factor 2 – Price

The Quoter’s price quote shall not exceed 10-pages, including a Formal Quote Letter and Price Quote corresponding to the Contract Line Item Number (CLIN) structure. In addition to filling out the CLIN schedule, quoters shall complete and submit the attached excel pricing template, attachment # 3. The Price Quote should reflect the Quoter’s best pricing available. Pricing shall not exceed the hundredths decimal place (two decimal points).

Supporting materials shall include proposed labor categories, labor hours, and labor rates. Pricing information shall not appear anywhere in the Technical Volume. Quoters shall use the “not-to-exceed” amounts provided in CLINs 0002, 1002, 2002, and 3002 of the solicitation for Travel.

The total evaluated price will consist of the proposed price for the base period, and three (3) option periods. Pricing will be incorporated into Schedule of Supplies/Services of the SF 1449 upon contract award.

Information beyond that required by this instruction shall not be submitted, unless you consider it essential to document or support your price position. All information relating to the quoted price, including all required supporting documentation must be included in the section of the quote designated as the Price Volume. Under no circumstances shall this information and documentation be included elsewhere in the proposal.
