AMENDMENT 0001 – The purpose of this amendment is to: 1) provide a Question and Answer document, 2) edit 52.212-1 Addendum, and 3) edit Pricing Template. The Question and Answer document and the Pricing Template are provided as attachments. All other terms and conditions remain in full force and effect.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This acquisition is set aside 100% for Small Businesses. The applicable NAICS code is 611620 – Sports and Recreation Instruction with a size standard of $8 million. This Request for Quotation (RFQ) and subsequent contract are set-aside exclusively for only those authorized Small Businesses. Quotes from other than these vendors will not be considered. This is a RFQ for the Wounded Warrior Regiment, Warrior Athlete Reconditioning Program. The Government intends to award a single firm fixed-price contract as a result of this solicitation. This acquisition will be conducted in accordance with Federal Acquisition Regulation (FAR) 13, Simplified Acquisition Procedures and FAR 12, Acquisition of Commercial Items.

M00264-20-Q-0035 is issued as a RFQ to provide the Government the following services: Contractor shall provide non-personal services for the Warrior Athlete Reconditioning Program requirement for contractor support to provide the coaching services necessary at the specified adaptive sport events.

52.212-1 ADDENDUM

INSTRUCTIONS TO QUOTERS

This is a FAR Part 12, Acquisition of Commercial Items, procurement that uses FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items

1. Submission Information Quotes are solicited on an “all or none” basis. Quoters shall not submit multiple quotes representing alternative terms and conditions for satisfying the requirements of this solicitation. Failure to submit a quote for all requirements of the Performance Work Statement (PWS) shall be the cause for rejection of the quote. Non-compliance with any of the provisions herein may lead the Government to determine that a quote is non-compliant and may result in removal from the evaluation. The Government reserves the right to select a response that provides benefit to the government that exceeds the minimum, but is not required to do so.

Quotes must be prepared in accordance with these instructions. Failure to do so may result in the Quoter’s submission being determined unacceptable and ineligible for award. Each Quoter’s submission shall be screened by the Contracting Officer upon receipt to ensure completeness and compliance with the instructions contained in the Request for Quote (RFQ). Elimination of a Quote is at the sole discretion of the Contracting Officer.

1. Submission of Questions and Quotes Questions All questions must be received by 9 January 2020 at 10:00 AM Eastern Time. All questions submitted for this solicitation must be submitted electronically to cynthia.guthridge@usmc.mil.

Quotes Quotes must be received by the Contracting Officer no later than 14 January 2020 at 10:00 AM Eastern Time. Quotes may be sent either electronically via electronic mail or via Federal Express, private courier, hand delivered, or mailed, to the following address:

Note: Due to the firewall at Marine Corps Base Quantico, please be advised that it is the Quoter’s responsibility to ensure all electronic submittals are received by the Contracting Officer in the timeframe given above.

1. Quote Format In order to maximize efficiency and minimize the time for quote evaluation, it is required that the Quoter submit its quote in accordance with the format and content specified throughout and below:

· Pages are to be typewritten;

· Single-spaced typed lines;

· No smaller than 12 point type; Graphs, tables, charts, and diagrams shall be no smaller that 10 point type;

· 1 inch margins (all sides);

· Printable to an 8.5 x 11 inch paper;

· Spreadsheet files shall include all formulas. All rows, columns, cells and worksheets shall be visible. Formulae shall be rounded to two decimal places (i.e. $12.34);

· Page limitations specified below shall not be exceeded. All material in excess of the specified page limits will neither be read nor evaluated. Graphs, tables, charts, and diagrams are included in the page count. The following are not included in the page limits:

· Title/cover pages;

· Tables of content;

· Proposal cross-reference table;

· Glossaries of abbreviations and acronyms; and

· Page numbering: Pages shall be numbered consecutively within each volume showing volume and page. For example, page 9 of Volume I would be numbered I-9 and page 10 of Volume II would be numbered II-10;

· Each volume page shall be clearly marked as to the volume number, the solicitation number, and the Offeror’s name; and

· Each page of the Proposal should be affixed the following footer: “Source Selection Information: See FAR 2.101 and 3.104”.

1. Quote Content The Quote must demonstrate an understanding of and an ability to meet all of the requirements set forth in the RFQ’s PWS. The Quoter shall provide sufficient detail to substantiate the validity of all statements. The Quoter shall demonstrate that the quote is in compliance with the requirements, terms, and conditions of the RFQ. Comprehensive responses to the requirements of the RFQ are required to enable the Government to evaluate the Quoter’s understanding of and capability to accomplish the requirements of the PWS. General statements that the Quoter can or will comply with the requirements, that standard procedures will be used, that well known techniques will be used, or paraphrasing the solicitation’s requirements in whole or in part, will NOT constitute compliance. Failure to conform to any of the requirements of the solicitation may form the basis for rejection of the quote.

Brochuremanship is not desired; clarity, completeness, and conciseness are essential and the overall quality of the quote will be evaluated in the context of being representative of the Quoter’s services. Since only the quote submitted in response to this solicitation will be evaluated, the Quoter must make certain that its quote is complete with regard to the information provided. Data previously submitted, or presumed to be known, e.g., previous projects performed for the Government, will not be considered in the evaluation unless that information is physically contained in the quote. Information provided must be consistent amongst all volumes.

The Quoter is advised that the Government may selectively verify any information provided in the quote. The Quoter is cautioned that it is responsible to ensure that material that it desires to have evaluated for a particular section is contained in that specific section.

Proposals shall be presented in three (3) separate volumes:

· Volume I (Solicitation Documents)

· Volume II (Corporate Experience)

· Volume III (Cost/Price)

VOLUME I AND VOLUME II SHALL NOT CONTAIN ANY PRICING DATA.

Volume I – Solicitation Documents Proposal Cover Letter The following information shall be provided on the cover letter:

· The RFQ number;

· Company Information. The name, address, DUNS number, CAGE Code, telephone number, Tax Identification Number (TIN) and GSA Contract Number of the Quoter;

· Authorized Personnel. Provide the name, title, telephone number, facsimile number, and e-mail address of the company/division point of contact who can obligate your company contractually. Also, identify those individuals authorized to negotiate with the Government and who can answer questions regarding your Quote;

· Terms of any express warranty;

· “Remit to” address, if different than mailing address;

· Acknowledgment of Solicitation Amendments (if applicable);

· Agreement with terms. A statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quoters are to clearly detail any exceptions taken and the rationale for the exceptions taken to the RFQ. Please note that exceptions taken to the RFQ may render the Quote unacceptable to the Government;

· Confirmation of DFARS 252.204-7012 compliance;

· A completed copy of all solicitation representations and certifications. If the Quoter completed the representations and certifications in the System for Award Management (SAM), it shall include a statement stating its representations and certifications are up to date in SAM. Any representations and certifications that are not available for completion within SAM must be submitted in this volume; and

· Proposal expiration date.

Volume II – Factor 1 (Page limitation: 10 pages. Cover pages, table of contents and other front matter are not included in the page limit.)

Factor 1: Corporate Experience The Quote will provide a narrative which addresses the Quoter’s corporate experience with projects similar to that of the PWS. Quoters may include Subcontractor’s corporate experience in addition to their own (if applicable). The Quoter must demonstrate they have a thorough understanding of providing support at a Service level Regiment, or corporate equivalent. The work performed at the Wounded Warrior Regiment, Warrior Athlete Reconditioning Program impacts the entire wounded, ill, or injured service members through adaptive reconditioning and rehabilitation to set the course for a healthy lifestyle. The Quoter must show that it has a firm understanding of the PWS requirements, it has the minimum corporate experience to provide the required mix of certified coaching support, and how its corporate experience could benefit the Government in this complex environment.

Volume III – Factor 2 Factor 2: Total Price/Cost All information relating to pricing/cost data shall be included in Volume III. The price/cost quote shall cover all aspects of the proposed effort. Data contained in the price/cost quote shall be consistent with data contained in Volume II and the filled-out CLINs in the schedule section of the RFQ. The filled out CLINs on pages 3 and 4 of the RFQ should be included in Volume III. The price/cost data shall support the level of resources required to complete the requirements of this solicitation. This volume should contain the Quoter’s most competitive price and terms.

In addition to filling out each CLIN, Quoters shall submit their price Quote using the Pricing Template included as Exhibit (A). This template provides a breakdown of pricing to include the proposed hours, proposed labor rates, and travel costs associated with completing this effort.

All labor rates and pricing totals shall be inclusive of all overhead, G&A, profit, etc.for the firm-fixed-priced CLINs. For comparison purposes, the Government will use the lump sum estimate included on the pricing template.
