SF 1449
1
(Pg. 1)
Why did the NAICS code change from the previous contract which was awarded under 541611 to this new code of 624190?
The Government determined that NAICS code 624190 was more appropriate for the type of services to be provided.
2
Section B, CLIN 0001
What is the purpose of this CLIN? This appears to duplicate CLIN0001AB, except it does not provide a Quantity or Unit value.
CLIN 0001 is informational only.
CLIN 0001AA and 0001AB are SUBCLINs that are to be priced that covers the additional phase-in period of performance for Task 1.
(See answer to #3 below)
3
Section SF 1449 – “Continuation Sheet”
Is it the Government’s intent that offerors insert amounts in ITEM NO 0001(the sum of ITEM NOs 0001AA and 0001AB) or insert amounts only at the Sub ITEM number levels of: 0001AA and 0001AB and leave the amount for ITEM NO 0001 blank?
Yes. Although, CLIN 0001 is informational only, the total price for SLINs 0001AA and 0001AB shall show under CLIN 0001.
The contractor is to provide breakout pricing under SubCLINs 0001AA and 0001AB.
4
Section SF 1449 Pgs. 3 - 4, and RFP Pg. 27
The Schedule of Supplies and Services identifies a single Sub-CLIN 0001AA for the Phase-In / Transitional Period. Item Number 0001 is for Task 1 – Executive Level Support Management.
Please confirm the Phase-In / Transitional Period applies only to Task 1 (i.e. 1 FTE as identified in paragraph 6.1 of the PWS; all other personnel shall commence work at the beginning of the Base Period).
SubCLIN 0001AA is confirmed to be for Phase-in/Tranistional Period and applies to Section 17.1 of the PWS as mentioned within the SubCLIN. This was put under Executive Level Support-Program Management seeing as they typically manage the Phase-In process.
5
Section SF 1149 Pg. 3, and RFP Pg. 39
On page 3 of the RFP, the Phase-In / Transitional Period is identified as 14 days, however, on page 39 of the RFP, PWS 17.1 Transition-In identifies a 30 day transition period.
Please clarify the amount of time allotted for the phase-in period.
The first 14 days allow for current and new contractor key personal time to interact. The remainder of the phase-in time is for the new contractor person to assume the support activities.

52.212-1 ADDENDUM – INSTRUCTIONS TO OFFERORS – Para. 5.1
Vol. III (Pgs. 55 & 58) The Business Volume (III) has an NTE of 25 pages, but includes a requirement for a completed SF 1449 – Section B price proposal. Within the RFP that section alone is approximately 18 pages. Recommend no page limit on the Volume III to ensure all WBS and Price information can be included in a scale/font that is easily legible for the reviewer.
The Completed SF 1449 is excluded from the page count.
The Government has determined that 25 pages is sufficient to determine competitive pricing during the evaluation process based on the information provided.

Bullet ‘a’ in the Non-Key personnel paragraph refers to a ‘job description’ while bullet ‘c’ references a position description

8.2 7th bullet “Staff positions based upon contingency hires must include a signed letter of offer/acceptance in the Technical Volume 1. Contingency hire is defined as a proposed employee/staff that currently does not work for your company”.
However, Section 6.1.1.1 (b) states “The offeror shall also provide letter of commitment for key personnel only for employment/to be employed that shall include: employment is in support of this requirement and signatures of both intended offeror employee and offeror”. An offer letter is different than a letter of commitment – company offer letters provide detailed salary information, company benefits, etc. If the desired form includes salary information, recommend the forms be submitted with Cost Volume so there is no pricing volume in technical section.
Will the Government clarify the requirement and the specific details to be included within the letter?

Below this requirement, the RFP lists 4 plans: Communication Plan, QCP Plan, Contractor Personnel Replacement Plan, and Standard Operating Procedure. |
With the exception of the QCP (section 2.2.3) the Government does not indicate if the Offeror must submit these plans with the proposal or when they are due after contract award.
1. How can the Government evaluate these plans (excluding the QCP, which is due 30 days after contract award) unless the Offerors are required to submit them with their proposals?
2. Are these plans due to be submitted with the Offeror’s proposal?
3. If they are due with the proposal submission, will their pages be part of the 50-page limitation for Volume I?
