Amendment #: 00002. The purpose of this Amendment is to:

1. Provide answers to questions.

Answers to Questions:

1. How will price be evaluated/weighted? Technical? Please indicate a percentage.

In accordance with this acquisition will utilize Lowest Price Technically Acceptable (LPTA) procedures in accordance with FAR 15.101-2. Technical tradeoff will not be made and no additional credit will be given for exceeding acceptability. Award will be made to the acceptable Offeror with the lowest evaluated price, which is deemed responsible in accordance with the Federal Acquisition Regulation and whose quote conforms to the solicitation requirements. The solicitation requirements include all stated terms, conditions, representation and certifications, and other information required by this solicitation. The Government reserves the right to award without discussions. Therefore, each initial offer should contain the Offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if determined necessary by the Contracting Officer.

The Government may reject any quote that is evaluated to be unrealistic in terms of requirements, contract terms and conditions, or an unrealistically high or low price when compared to Government estimates, such that the quote is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risk of the program.

Technical acceptability will be evaluated on all quotes. Only those quotes determined to be technically acceptable, either initially or as a result of discussions, will be considered for award. Then, price will be evaluated and the quotes will be listed from lowest to highest price based on the total evaluated price and technical acceptability. Award will be made to the lowest evaluated priced quote meeting the acceptability standards for the non-priced factors.

2. Please provide a sketch of the closet space that is adjacent to the fitness suite that will be connected to the main space. Please verify that we will use existing conduit to run the cables and that there is an existing pull string. This closet will have one card reader and one camera on the outside of the door to be tied into the main space security system. Please confirm if the client wishes to have a key override switch to allow access for emergency personnel at this door. The key is to be stored in the knock box located on the exterior of the building. There is no existing conduit for security run. Contractor will need to supply conduit as part of install. Yes, key override will be necessary.

3. Can you confirm that the Siper Room will have UL2050 certification as indicated in the walkthrough? This also means that the IDS system will be separate of the rest of the system. YES

4. How many zones do you want to have the space (not including the Siper room)? Can we get a drawing that indicates the zones? 3 not counting the Siper room; New drawing shows the zone areas to include the Siper room as Zone 4.

5. Please confirm that you would like the installer to use products that are on the Approved APL List for FIPS201 compliances that can be found on idmanagement.gov. Yes

6. Please confirm if the client wants all new wiring and not to reuse any wiring, or devices from the legacy system. (all systems) All new wiring

7. How many clients will viewing the camera system? 1

8. The new drawing indicates three (3) workstations but it is unclear if any of them will be used for the ACS or CCTV system. Can you clarify this please? The workstations are for both.

9. Please indicate recording parameters? Record on Motion, 24/7? At what Resolution to record? At what resolution to display? How many days of storage? 24/7 Yes- High DEF-High DEF-30 DAYS

10. Please clarify what is expected during demolition of the existing system. Can we leave the cables above the ceiling? Cables can be left above ceiling once system has been taken off line; Old system needs to continue running until new system is up an running. Return all old equipment to Government.

11. Please confirm what type of conduit is to be used for the entire installation?

12. It was unclear if the entire facility was to be rated as a SCIF or if it was just the Siper room. Please clarify. Facility is not rated to be a SCIF. The Siper room is just an open storage secret area, not a SCIF.

13. Is the Siper room walls built to SCIF standards? No

14. There is multiple levels of work to be performed (cable pulling, device mounting, programming, etc) and it would be cost effective if some of the work was performed by non-cleared personnel. Would the government consider allow non-cleared personnel to perform the installation? No

15. Would the government consider 360 or 180 cameras instead of PTZ? Yes, as long as we get the coverage requested.

16. Can you verify the counts: C for Correct Security System Qty. 1 Server (Main Head End) – Location Niper Room C Qty. 3 Workstation (Client) with Two Monitors, Keyboard, Mouse C Qty. 1 Black and White Printer located in security office C Qty. 3 Request to Exits Sensors 1- Request to exit main exit door (Glass Doors) Qty. 9 Card Readers with Pin Pads – FIPS201 Compliant to include closet 10 vice 9 Qty. 2 Card Readers without Pin Pads - FIPS201 Compliant All readers will have PIN pads, but will program in system to not use PIN pad for Supply interior doors.
