1. BACKGROUND

Open since November 10, 2006, the National Museum of the Marine Corps, located at 18900 Jefferson Davis Hwy, Triangle, VA 22172, is an American Alliance of Museums (AAM)accredited military history museum dedicated to showcase the material history of the United States Marine Corps.

The existing facility consists of eleven (11) themed exhibit galleries:

Gallery 12-Vietnam

Each gallery portrays the history of the Marine Corps through artifacts, graphics, audio and video media, life cast figures, interactive displays, scenic tableaus, and dioramas.

The museum is proceeding with an expansion project to the existing areas titled the “Final Phase.” This project will add 24,000 square feet to the exhibit gallery and will tell the story of the Marine Corps from 1976 to present day. As a part of that project, the following galleries will be added:

Gallery 14- OIF/OEF

Gallery 15- Changing Gallery

Gallery 16- Sports Gallery

Gallery 17- Children’s Center

Gallery 18- Hall of Valor

The design of these new galleries will continue and build on the use of realistic scenery, state of the art audio and video presentations and cutting edge interactive. The purpose of this procurement is to provide high quality, realistic cast figures for these new galleries.

2. SCOPE.

This project consists of conceptualizing, casting, painting, dressing, and shipping Life Cast Figures for the National Museum of the Marine Corps (NMMC)located in Triangle, Virginia. These cast figures will be part of the Final Phase program to expand the existing museum exhibits.

In addition to the cast figures, the Final Phase program will include other enhancements which are outside the scope of this requirement, such as a themed ground cover, hand painted wall murals, artificial foliage, graphic rails with exhibit cases and explanatory graphics. The combination of these elements is intended to depict the story of Marines from post-Vietnam to present day.

3. General.

3.1 The Contractor shall produce Life Cast figures that meet or exceed the quality of figures that currently exists in the Museum. The figures shall be realistic with life-like skin color, realistic eyes, and natural looking teeth. Hair, if needed, will be sculpted. No real or synthetic hair is to be utilized.

3.2 The surface of all cast figures shall be finished in a manner that realistically portrays the surface being duplicated. The Contractor will remove all imperfections such as holes, voids, and scratches. All cast figures shall be primed before painting.

3.3 The Contractor will coat each cast figure with a protective urethane, providing the appropriate level of shine or flatness. All figures must be over-coated with a matt finish clear coating for added durability. A minimum of two (2) coats of clear coat shall be applied to each cast figure following all manufacturer requirements for drying time and conditions between coats.

3.4 The Contractor shall provide all life cast figures casted from models (typically an active duty Marine) supplied and coordinated by the Contracting Officers Representative (COR) and will fall into one (1) of the three (3) categories:

· Life Cast Figure-Figure will be manufactured from molds taken from living models. The Government estimates the need for approximately sixty-seven (67) life cast figures over the five (5) year period of performance. Specific quantities of cast figures required will be ordered via task/delivery orders under this contract.

· Sculpted Cast Figure-Figure will be manufactured from molds taken from living models. Face of figure will be re-sculpted to resemble a specific, historic person. Photo references of the person to be represented will be provided by the COR. The Government estimates the need for approximately twelve (12) sculpted cast figures over the five (5) year period of performance. Specific quantities of sculpted cast figures required will be ordered via task/delivery orders under this contract.

· Resin Cast Figure-Figure will be manufactured from molds taken from living models. All clothing pieces and accessories will be impregnated with fiberglass resin. These figures will be in direct contact by the general public and must be able to withstand typical abuse. Materials that have been treated with resin will have a matt finish. The Government estimates the need for approximately four (4) resin cast figures over the five (5) year period of performance. Specific quantities of resin cast figures required will be ordered via task/delivery orders under this contract.

3.5 The Contractor will publish a Work Schedule of all task activities within five (5) business days of task order award. The Work Schedule will include milestones, deadlines, and dates for delivering the figures to the NMMC. The Work schedule shall be in .pdf format and sent to COR via email.

3.6 The Contractor shall consult with the COR weekly, via phone call, and/or, as needed at the National Museum of the Marine Corps, at 18900 Jefferson Davis Highway, Triangle, VA for each task order.

3.7 Meetings for the purpose of obtaining Government approval/acceptance of the work shall be at the Contractor’s location as coordinated with the COR.

3.8 The COR will have final decision of all questions of quality. Final acceptance of figures will be made when all quality issues have been resolved and all standards of quality have been met.

3.9 The Contractor is responsible for reperforming all rejected work in accordance with the COR’s direction. All rejected work will be corrected within five (5) business days unless otherwise specified by the COR at no additional cost to the government.

Government Responsibilities.

Upon task order award, the COR will:

· Provide photographs and demographic information on the Marine models to be used for casting.

· Coordinate scheduling of models used in the casting process and resolve any issues that may arise with regard to the Marines.

· Provide curatorial expertise from the Curatorial Services Branch. This includes research material for uniforms and instructions on their use.

· Provide models to be life cast.

· Be available to offer art direction, either in person or by phone, whichever is most efficient, throughout the planning, photography, casting, finishing, and dressing process.

4. TASKS.

The steps for the design and fabrication will be the same for each cast figure. The Contractor will work with the COR to set schedule, coordinate logistics, and provide design criteria for each figure.

4.1. Task 1: Step 1-Photo shoot-A Photo shoot will be completed within 30 calendar days of task order award. The Contractor will travel to the National Museum of the Marine Corps (NMMC) to conduct a photography session with the Marines selected as models. This will be staged aboard Marine Corps Base Quantico in building 3034. The purpose will be to determine the exact pose of the life cast figures and to develop a working relationship with the Marine models. At the end of the photo shoot the COR will review the photos with the Contractor to select the final figure pose. Photos from on-site and subsequent progress images to be burned to CD in Microsoft Windows compatible personal computer (PC) readable format and two (2) copies sent to COR or will be posted to the Contractor’s File Transport Protocol (FTP) site. The Contractor shall be responsible for ensuring that all digital files are free of defects and operate on PC-compatible computers.

4.1. Task 2: Step 2-Design Sketches-Based on the poses chosen by the COR, the Contractor will produce a design sketch for each of the cast figures. This will show the pose and internal framework needed to give structural stability to the figure. These will be submitted to the COR for approval. Once approved, the Contractor is then authorized to proceed with the figure casting. Design Sketches shall be in .pdf format and sent to the COR via email.

4.2.Task 3: STEP 3-Casting Session- The Casting session will take place within 45 calendar days of photo shoot. The Contractor will perform site visit to cast the models in poses as approved by the COR. Casting will be performed aboard Marine Corps Base Quantico in building 3034 at a mutually agreeable date. The COR will work with the Contractor to group and schedule models to maximize the Contractor’s time. Should it prove to be more practical to hold a casting session at the Contractor’s shop, the COR will coordinate the travel of all models.

A full body cast will be done for each model, as well as, dental impressions made for casting of teeth. The Contractor will provide all materials needed for casting and will exercise good judgment to assure the safety of the models and a high quality of casting. The Contractor will fabricate and have ready any platforming and/or any other devices that will simulate surfaces that the figure will come in contact with. Casting sessions will be coordinated with the COR so that multiple models will be cast during the site visit. Contractor will be responsible for shipping all castings to their shop for figure manufacturing.

4.3. Task 4: STEP 4-Figure Manufacturing/Sculpting-The Contractor will utilize the pieces cast to fabricate the final figures. This will include construction of internal metal framework, brackets for final installation, filling and sanding of seams, re-sculpting to correct casting imperfections and priming for paint. Contractor will use glass eyes, or equivalent for eyes, and hair will be sculpted as agreed upon with the COR. At the point where the figures have been fully assembled and are ready for paint, the Contractor will host a review and approval session at their shop. The review will be to confirm that the proper pose has been achieved and quality of the work is acceptable. The COR will turn over all government-furnished uniform pieces and accessories either at or by this meeting. At this session, discussions of painting and dressing of the figures will be held with the COR and any special finishes such as sweat, grime, bruising and/or blood staining will be discussed and agreed upon. Once the figure(s) are assembled and ready for paint and has been approved by the Government, the Contractor is then authorized to proceed with step 5, the painting and dressing of the figures.

4.4. Task 5: STEP 5-Figure painting and dressing-The Contractor will paint the figures utilizing layered washes and airbrushing techniques to give all exposed skin surfaces a realistic look. Model photos taken during step 1 will be used as a guide to the skin tone and coloring. The final paint job will have a natural matt finish unless otherwise directed by the COR. The figures will be dressed with materials provided by the COR as Government Furnished Equipment (GFE). If the Government requires the contractor procure props or uniform items, the procurement of such items will be noted in the task order. The Contractor will dress the figures and be responsible for any aging and staining of the clothing pieces as directed by the COR. At the point where the figures have been fully painted, dressed and distressed, the Contractor will host a final approval session at its location. At that time, all work on the figures must be complete and ready for final review by the COR. Figures will be staged under incandescent lighting and shielded from any fluorescent lighting that could alter the look of the painted surfaces. The due date for Government approval of figure(s) that are completed, painted, and clothed will vary by the number of figures to be produced and will be determined at the task order level. Once figure(s) have been approved, the Contractor shall prepare and ship the figure(s) to the designated location.

4.5. Figures not approved, shall be corrected by the Contractor, at no additional cost to the Government, and electronic images shall be submitted to the COR for review and approval.

4.6. Task 6: STEP 6-Storage and shipping-Upon final approval from the COR, cast figures shall be shipped to the NMMC, pursuant to the Delivery Schedule and Instructions set forth below. The Contractor shall coordinate all shipping of the cast figures with the COR. It may be necessary to delay shipment to synchronize with other installation schedules. In the event shipments are delayed, the cast figures shall be stored at the Contractor’s shop. In these circumstances storage will be allowed for in the task order.

5. GOVERNMENT FURNISHED EQUIPMENT (GFE).

5.1. The Government shall provide all uniforms, accessories, and equipment that will be worn by the cast figures.

5.2. The Contractor will return all GFE in the same condition as received unless otherwise approved by the Government. For any GFE loaned, a transmittal will be provided. The vendor will be required to sign transmittal as proof of receipt. Prior to submission of final invoice, vendor will return all GFE loaned by the Government.

6. CONTRACTOR DELIVERABLES.

6.1. The Contractor will notify the COR via email upon completion of any and all sketches or illustration for review and subsequent approval.

6.2. Deliverables shall be reviewed by the COR within five (5) business days of receipt. Any deliverables not meeting the requirements of this basic agreement or task order will be rejected. The Contractor has five (5) business days within which to correct and resubmit the deliverable. Business days are defined as Monday through Friday with the exception of federal holidays.

KEY PERSONNEL.

Key personnel are understood to be those individuals for whom resumes were submitted and evaluated as part of the technical proposal submission.

For this procurement Key Personnel are:

· Project Manager: Three (3) years' experience successfully managing cast figure projects for museums. Creditable projects include tasks such as development of a project schedule, producing meeting minutes, developing and executing budgets and interfacing with clients to give reports and resolve issues. Individual should be able to produce Project schedule with critical path.

· Lead Designer: Three (3) years' experience successfully designing lifelike cast figures in dynamic poses for museums. Creditable projects include multi-figure tableaus wherein cast figures are set in realistic themed environments.

· Figure Sculptor: Three (3) years' experience sculpting cast figures for museums, with particular emphasis on sculpted hair and eliminating seams resultant from the casting process.

· Figure Painter: Three (3) years' experience painting museum cast figures to appear lifelike under theatrical lights. Must have used artist's acrylic paints, or equivalent, and surface modifiers so that the figures' surface finish appears like real human flesh. Must have demonstrated ability to make the figures appear to be sweating.

All requests for substitutions must provide a detailed explanation of the circumstances necessitating the proposed substitutions; a complete resume for the proposed substitute, and any other information requested by the Contracting Officer’s Representation (COR) to approve or disapprove the proposed substitution – without the Contracting Officer’s approval, substitutions cannot be made. All proposal substitutes must have qualifications that are equal to or higher than the qualifications of the person being replaced. The Contracting Officer shall evaluate such requests and promptly notify the Contractor of his recommendation.

Personnel assigned by the Contractor to perform services under this contract shall be acceptable to the Government in terms of personal and professional conduct. Should the continued assignment of any person in the Contractor’s organization be deemed by the COR to conflict with the interest of the Government, that person shall be immediately removed from the assignment, and the reason for removal shall be fully explained, in writing, by the COR. Employment and staffing difficulties shall not be justification for failure to meet established schedules, and if such staffing difficulties impair performance, the Contractor may be subject to default. If a dispute arises the Contracting Officer shall have the final decision.

All research, reports, materials information, designs and all associated intellectual property, in whatever form, created, generated, or produced in association with this contract shall become the sole property of the Marine Corps and not the contractor, subcontractor, or individual author or artist; therefore, the Marine Corps shall have the irrevocable, worldwide, royalty-free right to use, modify, reproduce, perform, display, release, or disclose such research, reports, materials and information, and associated intellectual property, in whole or in part, in any manner, and for any purpose whatsoever, and to have or authorize others to do so.

No data, designs, materials, information, or other items (hereinafter singularly or collectively “Items”) created or provided expressly for this contract shall be used by the contractor for any purpose other than those that are in support of, or for performance under, this PWS without the prior written permission of the Contracting Officer. The contractor is obligated to protect from unauthorized use or disclosure all Government-owned proprietary, and/or Personally Identifiable Information or Personal Privacy Items obtained in the course of performance under the Government contract, as long as such Items remains proprietary. Any information obtained in the course of duties, or the performance of services, under this contract including, but not limited to, information that may be made available for use that relates to the technical data, trade secrets, processes, operations, style of work, or apparatus, or to the technical data, statistical data, amount or source of any income, profits, losses, or expenditures of any person, firm, partnership, corporation, or association is included in this clause (and with “Items”). Contract personnel shall not publish, divulge, disclose, or make known Items in any manner, or to any extent not authorized by the Contracting Officer. Any actual or suspected unauthorized use, disclosure, release, or reproduction of any Items or violation of this agreement, of which the company or any employee is or may become aware, will be reported promptly (within one business day) to the contractor’s program manager, who will inform the Contracting Officer within five (5) business days of receiving such report.

DELIVERY SCHEDULE AND INSTRUCTIONS.

The delivery schedule represents the government’s estimate of product delivery. The Contractor will produce a final Work Schedule, subject to the COR’s approval, with the delivery date to occur no later than 5 working days after task order.

The Contractor shall arrange all shipping to the National Museum of the Marine Corps in Quantico, Virginia. All shipping shall be F.O.B. Destination.

All deliverables shall be packaged and marked according to the Contractor’s best commercial practices to ensure arrival at the specified destination free of damage or deterioration.

Contractor shall coordinate delivery with the COR. The Contractor shall deliver cast figures to job site in crates custom built for each figure. Each crate shall bear a label addressed to the National Museum of the Marine Corps, Attention: COR (by name).

Deliverables shall be reviewed by the COR within 5 business days of receipt. Any submittals not meeting the requirements of the contract shall be rejected. The Contractor has 5 business days within which to correct and resubmit.

Place and Period of Performance.

Work shall be conducted at both the Contractor’s site and the National Museum of the Marine Corps (NMMC), which is located at 18900 Jefferson Davis Highway, Triangle, Virginia. The Museum in located within Prince William County and subject to concurrent jurisdiction with Marine Corps Base Quantico.

The NMMC is open to the general public from 09:00 AM until 5:00 PM, 364-days per year, every day except December 25.

Period of Performance.

Delivery Schedule. The following schedule represents the government’s estimate of the delivery schedule. The Contractor will produce a final work schedule, subject to the COR’s approval, with the delivery date to occur no later than 14 working days after task order.

Enterprise-Wide Contractor Manpower Reporting Application (ECMRA)

The contractor shall report ALL contract labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Life Cast Figure Services via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: https://doncmra.nmci.navy.mil

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk, linked at:

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 60 months.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (MAY 2013)

(a) Definitions. As used in this clause--

Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.

Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.

(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall--

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.

(e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:

(1) Document type. The Contractor shall use the following document type(s).
