Performmance Work Statement (PWS) for
Professional Art Framing National Museum of the Marine Corps (NMMC)
Fine Art Collection
1. Background:
The National Museum of the Marine Corps (NMMC) has a collection of fine art that represents over two (2) centuries of both eye-witness accounts and artistic interpretations of the United States Marine Corps (USMC) in battle, enduring the anguish, routine, boredom and peril that are the Marines. The 8,000+ piece collection includes works by nationally and internationally recognized artists. The majority of the collection includes works on paper and stretched canvas. Some works are painted on wood, metal, Masonite, and other substrates. The dimensions of the works range from 1.5” tall x 2” wide to over 5’6” tall x 10’6” wide. The paintings in the collection range in age from the mid-19th century to the present day. The Art Collection’s rationale has as its primary focus, fine art that documents the creation and history of the Continental Marines and United States Marine Corps and will acquire works dating back to 1775 if the opportunity presents itself.
2. Scope:
The purpose of this requirement is to mat and frame original works of fine art, period lithographs, rare posters, antique tapestries, reproductions, gicleé prints, and other two-dimensional images to properly store and exhibit works of two dimensional works of art.
2.1. Location of Art Collection. The Vendor will be required to pick up and deliver unframed and framed works of art from the art collection of the NMMC located at 4022 Jefferson Davis Highway, Stafford, Virginia 22554. On occasion, works will be located in the National Capitol Region, to include the Pentagon and Washington, DC.
3.1 Custom Framing
3.2 The majority of the work performed is custom in nature. Custom Framing will include the following items:
(1) Framing works on stretched canvas.
(2) Matting, framing and glazing works on paper with archival materials and museum UV-Plexi-glass.
(3) Conservation mats for storage of fragile works on paper and cloth (4) Retouching frame finishes in the Contractor’s workspace.
(4) Retouching frame finishes on exhibit at the NMMC.
(5) Replacing glazing and mats in existing Government- owned frames, which include antique and modern frames (include the cost of de-framing and reframing).
(6) Stretching canvas gicleé prints onto stretcher bars and placement of a removable archival backing board for stabilization.
(7) Consultation services, including but not limited to, suggestions for mat construction methodology, mat and frame selection, and project sequencing.
3.3 Framing. The frames and mats serve different purposes for each work of art. The majority of framing will either be in support of museum gallery exhibitions or for the preservation of works in storage. Some of the framing will be for executive office decoration (e.g. Secretary of Defense, Chairman Joint Chiefs of Staff, Marine Commandant of the Marine Corps and other senior level Department of Defense officials).
3.3.1. Frame projects shall range from a single piece to a museum gallery exhibition that may include over 100 paintings and drawings.
3.3.2. The majority of the frames will be for a single work of art; very few will include multiple openings except for possibly miniatures and small works on paper.
3.3.3. All frames must have an archival backing board and be easily disassembled as required by the curator.

3.3.5. All materials will be archival quality and museum grade. Unless otherwise directed in each individual task order, works requiring a mat will have an eight (8)-ply acid free 100% rag, ranging in color from white to a light yellow cream color. All glazing on original works of art shall be non-reflective, UV-coated, museum Plexiglas. Spacers maybe required to be installed to avoid Plexiglass from coming into contact with artwork, as required.

QASP
Quality Assurance Surveillance Plan
1. Objective. This Quality Assurance Surveillance Plan (QASP) serves as the principal basis for assessing overall performance quality associated with Professional Art Framing in support of the
National Museum of the Marine Corps (NMMC). This document will be used by the
Government to assess the effectiveness of the Contractor’s quality with respect to management and technical services provided. This QASP provides the methodology by which the Contractor's performance will be monitored to determine compliance with established performance objectives and to establish performance benchmarks that ensure a quantifiable basis for measuring effectiveness. The plan is designed so that surveillance is limited to that which is necessary to verify the Contractor is performing management and technical services satisfactorily and relates directly to performance objectives of the performance objectives delineated in the PWS.
2. Government Surveillance. The Contracting Officer’s Representative (COR) will serve as the administering authority for this contract, and his authority will be limited to administering specific technical aspects of the contract. The COR will not provide direction that is outside the scope of responsibilities delineated under this contract and task orders and will defer any conditional interpretations to the Contracting Officer. The COR will:
Maintain a detailed knowledge of the technical requirements of the contract;
Document Contractor performance in accordance with the QASP;
Identify and immediately forward notifications of deficient, or non-compliant performance to the Contracting Officer;
Approve priorities of support, resources, and associated schedules.
3. Surveillance Methods. Surveillance of Contractor performance is the method used by the
Government to determine whether the contractor is effectively and efficiently complying with all terms and conditions of the contract. In addition to statistical analysis, the functional expertise of the COR plays a critical role in adequately evaluating contractor performance. The below listed methods of surveillance shall be used in the administration of this QASP:
Demonstration - A qualification method that is carried out by operation and relies on observable functional operation. It does not require the use of instrumentation or special test equipment;
Analysis. A qualification method that is carried out by examining and assessing the application of techniques in order to determine if they are appropriate and sufficient. The quality of performance can be determined from government or contractor task-based or Management
Information System (MIS) reports, contractor ISO 9000 techniques and procedures, or from government observation of completed tasks. In some instances, reports may be available in the form of information on a contractor's performance against contract requirements. Reports generally provide information regarding various characteristics of tasks and can, therefore, be used to determine acceptability of a contractor's performance.
Inspections: A qualitative inspections can be accomplished through one of the following techniques:
Random/Stratified Sampling: With random sampling, services are sampled to determine if the level of performance is acceptable. Random sampling works best when the number of instances of the services being performed is very large and a statistically valid sample can be obtained. Stratified sampling focuses on selected parts of total contractor output for sampling. Computer programs may be available to assist in establishing sampling procedures.
Periodic Inspection, Judgmental Inspection or Planned Sampling: This method, sometimes called "planned sampling”, consists of the evaluation of tasks selected on other than a 100% or random basis.
4. Performance Requirements. The performance requirements set forth in this section correspond to the material content cited in the PWS and the evaluation factors. Corresponding ratings will be generated for each of the weighted performance areas and aggregated monthly.
The COR will track performance using a moving average and reconcile performance with the
Contractors Program Manager and Task Leads. This information will also be shared with the
Contracting Officer and included in CPARs reports and any past performance assistance requests:

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Factor 1 Technical, Factor 2 Past Performance, and Factor 3 Price

All non-price factors are individually and when combined, significantly more important than Factor 3, Price. Although price is the least important factor, it becomes increasingly important when Offerors receive similar ratings for the non-price factors.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
