C.1.0 DESCRIPTION OF SERVICES
C.1.1 Introduction.
The ultimate goal of the Advertising Services Program is to develop a successful strategic message for Marine Corps advertising and is determined by how, when and where Marine Corps advertising reaches the diverse prospect audience to cultivate awareness of the Marine Corps brand. The overall success and effectiveness of this goal will be measured through DoD and Marine Corps quantitative studies tracking brand awareness, as well as leads and contracts.
In order to meet the Marine Corps Recruiting Command (MCRC) recruiting goals, MCRC desires to increase awareness and gain support from the American public for the Marine Corps as a world-class organization that plays a significant role in achieving national objectives. Advertising has the capability to develop and influence public awareness about the United States Marine Corps (USMC). To do this, MCRC must present a message that stimulates the target's interest, remains true to the Corps and its Advertising efforts, and helps to connect the Marine Corps to the American society and make the public aware of the unique benefits of becoming a Marine. While not everyone can be a Marine, everyone should understand what it means to become one and should feel a sense of pride when a loved one chooses to serve his/her country as a U.S. Marine. Furthermore, the advertising must be engaging and informative to an audience who may not have a full understanding or appreciation of the Marine Corps.
C.1.2 Background.
The Marine Corps Recruiting Command (MCRC) Advertising Program is directed toward the recruitment of approximately 40,000 personnel per year to fill vacancies in both enlisted and officer programs. There have been significant changes in the wants and needs of America’s youth over the history of the All-Volunteer force. The numbers and quality of personnel required for each of the Marine Corps programs can vary in response to factors such as economic fluctuations, unemployment rates, world events, past shortfalls in recruiting, the internal reenlistment rate and personnel ceilings established by Congress. The Marine Corps Advertising Program spans a wide variety of channels and program elements, including an expanded online and social media presence, an array of awareness media options, an effective lead generation program, a nationwide support team providing advertising assistance through local event activation, and the development of recruiter sales support materials. By providing recruiters with sales support materials, generating leads, building relevant brand awareness, and weaving diversity into the fabric of the Marine Corps, MCRC is focused on delivering an integrated and consistent message to reinforce the brand’s positioning among all key prospects. The Marine Corps strives to reinforce its timeless and timely institutional relevance amid a changing climate for defense resourcing and an evolving global threat environment. MCRC advertising efforts assist the Marine Corps in its endeavors to meet recruitment goals by continually and consistently representing the epitome of military virtue.
C.1.3 Objective.
The mission of MCRC advertising is to use all the tools of marketing and communications to attempt to influence qualified prospects through the decision-making process to becoming a Marine, and putting each prospect in front of a Marine recruiter.
The MCRC Advertising Program focuses its efforts around three (3) core competencies to achieve its mission: 1) Brand Messaging, 2) Brand Activation, and 3) Brand Relationship. Each of these core competencies has a role in advertising campaigns focused around several inherent missions of the recruiting force. These inherent missions include regular enlisted and officer, reserve enlisted and officer, and prior service. In addition, specific targeted campaigns may be required for certain audiences such as musicians, specific ethnic groups, females, parents and influencers.
C. 2.0 Scope.
The USMC requires the services of a professional contractor to furnish the supplies and services customarily provided by a full-service advertising agency in order to support recruiting programs for MCRC at Quantico, Virginia and elsewhere in the United States. The contractor shall provide a full range of services from development of a strategic and tactical advertising strategy through the production of a wide-range of advertising formats (i.e., TV, radio, print media, internet, direct etc.). The contractor shall plan and execute advertising, promotional, and publicity programs to support all personnel acquisition programs of the USMC focused on, but not limited, to the following missions:
· Active Marine Enlisted;
· Marine Reserve Enlisted Non-Prior Service;
· Marine Reserve Enlisted Prior Service;
· Active Marine Officer;
· Marine Reserve Officer; and
· Special Missions, such as;
· Special Forces
· Marine Judge Advocate General (JAG)
· Musician Enlistment Option Program (MEOP)
· Female recruitment missions
· Other Audiences (which include non-prospects such as Parents/Influencers) C. 3.0 Applicable Policies and Guidance

The policies and guidance listed in the table above are applicable to all task orders issued under this contract.
C. 4.0 General Requirements. The Contractor shall provide continuous support for MCRC Advertising as generally aligned with the percentage effort stipulated below:

The scope of work associated with each of these tasks may vary by priority and volume throughout the performance period, although not substantially. The contractor is responsible for providing suitable technical and management support to maintain ongoing responsibilities delineated by activity, as well as slight variances in the scope of activities. The contractor shall also appoint a Program Manager to coordinate task activities and to serve as the overall expert for successful completion of all PWS tasks, irrespective of location, as well as to serve as the primary interface with the MCRC representative responsible for the advertising tasks. Performance metrics associated with the PWS provisions will be provided in the Quality Assurance Surveillance Plan (QASP) at the Task Order level.
C.5.0 Performance Requirements. The contractor shall adhere to the PWS in the development of its performance solution and annotate any deviations from the material content of that document in accordance with the PWS. Where the contractor seeks to improve upon the standard, this should be clearly annotated in its response. Where the contractor is non-compliant with a performance standard, this shall be clearly identified and the rationale clearly articulated.
C.5.1 Brand Messaging. Awareness is measured and reported by the Joint Advertising Marketing and Research Studies (JAMRS) Office within the Office of the Secretary of Defense. JAMRS reports on each Service’s aided and unaided advertising awareness. The contractor shall leverage the Marine Corps Advertising Program as an effective tool to enhance USMC image, promote public awareness and support the recruiter.
C.5.1.1 The contractor shall develop and execute a national advertising plan to generate awareness, collect sales leads, and produce sales support material.
C.5.1.2 The contractor shall perform primary and secondary market research, including target audience identification, market segmentation, and analysis.
C.5.1.3 The contractor shall craft effective communications that appeal to the target audience in all areas of the country, a variety of ethnic, religious and economic groups ensuring a diverse stream of prospects for all Marine Corps programs, officer and enlisted, active and reserve.
C.5.1.4 The contractor shall implement creative design, development, and production of all media/advertisements (including, but not limited to, TV, radio, print including magazine and newspaper, on-line advertising, website and other interactive activities, video, and other electronic media).
C.5.1.5 The contractor shall coordinate media planning, placement, and purchase (including, but not limited to, TV, radio, print, on-line, interactive, video and other electronic modes).
C.5.1.6 The contractor shall develop and execute event/promotional programs intended to extend the advertising message through favorable publicity and create useful opportunities for recruiter interaction with prospects for military service and their adult influencers.
C.5.1.7 The contractor shall execute localized advertising plans (2 Regions, 6 Districts) supporting smaller segments of the national plan to include training of sales/recruiting personnel.
C.5.1.8 The contractor shall monitor all advertising and marketing efforts, and report on their effectiveness and return on investment.
C.5.1.9 The contractor shall maintain a quality assurance program that provides mechanisms to maximize efficiency and effectiveness of the products and services provided and minimize mistakes and costs to the Government.
C.5.1.10 The contractor shall maintain a public relations campaign which involves developing and disseminating Public Service Announcements (PSAs) and executing similar promotional and image-building initiatives through free media channels.
C.5.2 Brand Relationship. Develop targeted lead generation products to influence an increasing number of qualified leads to recruiters as measured through delivery and conversion rates. Historically, lead generation efforts have delivered between 300,000 and 400,000 unique qualified leads that potentially could convert to contracts. Qualified leads represent age and education qualified candidates asking for more information and agreeing to meet with a recruiter. Conversion rates are a function of leads to enlistment/contracts.
C.5.2.1 The contractor shall maintain direct response activities encompassing, but not limited to direct mail (national and local).
C.5.2.2 The contractor shall develop and execute direct response programs, including the operation of fulfillment/lead processing systems.
C.5.2.3 The contractor shall provide database management, prospect relationship management, and other activities consistent with current and evolving advertising industry practices. The contractor shall be responsible for the hosting, operation, maintenance, and upgrading of the MCRC leads database system, which is a Government-owned database. The contractor shall also provide comprehensive support to demonstrate compliance with all Government laws and regulations related to privacy, information assurance requirements and related concerns.
C.5.2.4 The contractor shall conduct direct events marketing activities to include, but not limited to, management, scheduling, tracking, and upgrading of Marine Corps events marketing properties and activities and monitoring of its proper, effective use and return on investment.
C.5.2.5 The contractor shall operate, maintain, and upgrade state-of-the-art Internet websites for Marine Corps recruiting that are appealing and useful to the primary target audience, influencers of such targets, and diversity targets. The contractor shall also develop and execute internet/web-based plans.
C.5.2.6 The contractor shall exploit emerging technologies, innovations and new advertising opportunities to remain at the forefront of all recruit advertising with the goal of responding more quickly to prospects inquiry to increase enlistment rates.
C.5.2.7 The contractor shall develop and execute marketing and advertising programs to include the procurement of media in the multi-cultural markets including, but not limited to, Hispanic, African-American, Asian, and Arab markets.
C.5.2.8 The contractor shall develop innovative and market-relevant advertising initiatives in support of MCRC recruiting efforts.
C.5.2.9 All Information Technology (IT) support provided shall be state of the art, effective and comply with all Government regulations and information assurance requirements.
C.5.2.10 The contractor shall maintain an information technology system that allows for electronic communication and distribution of advertising plans, ongoing work, and initiatives between MCRC, contractor, and recruiting field representatives.
C.5.2.11 The contractor shall provide web hosting capability to MCRC for advertising web initiatives and lead processing systems.
C.5.3 Brand Activation C.5.3.1 Provide compelling and effective recruiter support materials that assist recruiters in the sales process. Recruiter support materials are required to be compelling to the reader to ask for additional information and agree to interview with a recruiter. These products will be fielded and distributed based on the number of recruiters and the annual mission. For planning purposes there will be 3,000 Marine Corps Recruiters in FY15 with accessions of 40,000 new enlistments.
C.5.3.2 The contractor shall implement creative design, development, and production of all collateral material. Collateral material shall be printed through the Document Automation and Production Service (DAPS) and the Government Printing Office (GPO).
C.5.3.3 The contractor shall design/develop, warehouse, and distribute recruiter/sales support material to include, but not limited, to printed collateral materials (posters, pamphlets, brochures, etc.), promotional and incentive items to be used for direct mail purposes. The contractor will also be responsible for the design of promotional items to be used as incentives for event marketing or poolee programs (t-shirts, hats, water bottles, etc.) and incentive items to be used for direct response programs.
C.5.3.4 The contractor shall respond to emerging market requirements for additional recruiter/sales support material.
C.5.3.5 The contractor may be required to support other recruiting operations as directed.
C.5.3.6 The contractor shall maintain a self-service inventory management, warehousing and distribution system of all sales collateral and promotional/incentive items (when necessary) that provides a means for the field to manage onsite inventory levels throughout the year. To allow for fast and efficient fulfillment of all items, each local Marketing and Public Affairs Marine (MPA) has the opportunity to place orders at appropriate times to correspond with their respective usage trends. The warehousing of MCRC’s sales items is a 24/7 operation. The online ordering system shall also be available 24/7.
C.5.3.7 The contractor shall provide an international distribution system for recruiter/sales support material (i.e., pamphlets, stickers, etc.). Examples of distribution locations include the continental United States, Hawaii, Alaska, Guam, Puerto Rico, and U.S. Virgin Islands.
C.5.3.8 The contractor shall perform post acceptance inspection of promotional materials to ensure warranty compliance.
C.5.4 Account Management
C.5.4.1 The contractor shall provide MCRC with responsive, thorough, comprehensive, complete and timely Project Management.
C.5.4.2 The contractor shall conduct tactical planning, including product positioning, development of short and long range communications objectives, and determination of best media mix. The contractor's proposed plan and mass media and advertising efforts will be consistent with the MCRC Campaign Plan, see Attachment 2.
C.5.4.3 The contractor shall participate, in conjunction with MCRC, in the analysis of market and advertising research and participate in the conduct of focus group and copy research. The Government hopes to learn from the contractor’s participation what works best for attracting potential applicants. This includes monitoring youth trends to determine what advertising is most effective at reaching target markets.
C.5.4.4 The contractor shall develop annual campaign recommendations including strategic analysis and presentation of proposed creative concepts, media plans, direct response programs, and activities designed to obtain supportive publicity.
C.5.4.5 The contractor shall participate in meetings scheduled by the Project Officer/Contracting Officer Representative (COR), as required. During presentation and approval of advertising initiatives, the contractor shall be prepared to present and discuss ongoing initiatives. The outcome of these meetings will be the approval and advancement of the individual initiatives.
C.5.4.6 The contractor shall host and execute quarterly program reviews with senior Marine Corps leaders and provide a Progress, Status, and Management Report in accordance with Deliverable A001. These reviews will be conducted at the contractor’s location and are intended to provide a review of the contractor’s performance in accomplishing the goals for the previous quarter as well as identifying changes to the advertising plan for execution in the upcoming six (6) - to twelve (12)-month period. Any potential changes to the contract scope will be coordinated with the Contracting Officer (KO) prior to execution of any contract modifications.
C.5.4.7 The contractor shall maintain advertising support presence to support the MCRC field advertising requirements at the two (2) Regions and six (6) Districts. The two (2) Regions and six (6) Districts have their own local advertising plans, which are managed locally, and supplement the MCRC national advertising plan.
C.5.4.8 The contractor shall maintain an organizational structure that blends well with MCRC’s advertising structure. The Program Manager shall be the primary point of contact for all issues. Contractor personnel reporting to the Program Manager shall still communicate directly with advertising action officers to facilitate the rapid, smooth execution of advertising plans.
C.5.4.9 The contractor shall provide comprehensive account planning and strategy plan development.
C.5.4.10 The contractor shall make program presentations periodically, both in person and via conference call and/or video teleconference (VTC), at the contractor’s facilities, MCRC, and other support contractors or other Marine Corps locations. All documents and emails must be able to interface with and be fully readable by Marine Corps personnel without any additional conversions/importing actions by the Marine Corps.
C.5.4.11 The contractor shall control costs, provide the most efficient use of the limited resources available, and provide and adhere to project schedules.
C.5.4.12 The contractor shall provide all necessary stewardship to manage MCRC programs in a professional manner including the managing of all associated intellectual property, at the national, regional, and district levels. Such services include, but are not limited to, management of camera and voice talent expenses (i.e. royalties, release fees, etc.), legal compliances and approvals (both Government and contractor) of all advertising and promotional materials, catalogued storage of all advertising and promotional materials (furnished product, commercial outtakes, etc.), management of estimates, invoices and performance reports. Cataloging of all advertising and promotional materials must include detailed records of data and other intellectual property rights and image and other releases, licenses and/or assignments acquired from or for the benefit of the USMC, the nature and scope of such rights, limitations on future use, if any, and cost. The database for catalog storage must be searchable, in format compatible with MCRC systems, and returnable to the Government at the conclusion of the contract. Moreover, the contractor will provide the original of all releases and licenses (see, C.6.4), the catalog, and a digital “Image and Video Content Rights Audit Sheet” listing all such signed releases and licenses indexed to the products. This shall be provided upon the Contracting Officer’s or the COR’s request, or at the time of delivery of the finished products.
C.5.5 Call Center C.5.5.1 The contractor shall provide and manage call center operations in accordance with industry standards for such operations. The center shall consist of equipment and personnel necessary to answer calls to the Marine Corps’ 1-800-Marines telephone number. The primary language for call center operators shall be English. The contractor shall maintain 99.99% connectivity, as it relates to telephone lines and internet applications. The contractor shall identify a disaster recovery location, and have a system in place for capturing data when the IT systems are down, such as paper-based processes to collect information. In the event that the IT systems are down, the contractor shall have the capacity to re-route the telephony traffic within 90 minutes to an alternative location.
C.5.5.2 The contractor shall provide a full-time Senior Account Representative to serve as the primary point of contact to manage all projects and issues that may arise. Response time shall be 30 minutes for critical issues and one hour for regular issues.
C.5.5.3 The contractor shall provide trained representatives from 7 a.m. to 11 p.m. EST, 365 days a year to handle incoming inquiries from prospects for both the active and reserve components. Additionally the contractor shall have the capability to surge to 24/7/365 support if required. The Marine Corps receives an estimated 50,000 telephone calls per year on average via its toll-free numbers. The contractor is required to incorporate in the call center operations an Interactive Voice Response (IVR) system that operates in accordance with industry best practices. The contractor shall utilize outbound SMS message capabilities to send recruiters’ phone and address information as a text message in response to inbound prospect calls. In addition to these services, the contractor shall capture Call Me Now (CMN) requests submitted through the website (www.marines.com). These requests are received at the call center via a web service in real time, and must be answered within 5 minutes and subsequently based on predetermined frequency and timeframe to make contact.
C.5.5.4 The contractor shall quickly and efficiently respond to calls from prospects for additional information, and upon request be able to facilitate the transfer of the call to a Marine Recruiter during established business hours. The contractor shall answer 80% of calls within 10 seconds, with an abandonment rate of 3% or less. The contractor shall identify and qualify callers based on established recruiting criteria as to their correct recruiting location, lead type, and interest levels. The operators shall provide the caller with his/her assigned local Marine Recruiter location information (if requested) and attempt an immediate transfer to the assigned recruiting substation (Hot Transfer) if the caller qualifies and the contact is made during established business hours. In addition, the call center shall be able to direct frequently asked questions of a non-recruiting nature to the correct source within the Marine Corps. Further, the contractor shall possess an ability to make outbound telemarketing calls as part of re-contact efforts and following up on incorrect address information. The contractor shall filter all outbound calls through the Do Not Call (DNC) registry. The call center shall be enabled with address verification software. For any call received, the call center must have the capability to “see” the caller’s phone number and verify the caller-provided address information in real time for increased accuracy, efficiency, and speed.
C.5.5.5 The contractor shall implement and administer other screening/prospect relationship management resources and shall ensure quality control measures are in place and that the software used to monitor the call center are in keeping with industry best practices. The contractor shall possess the scale to support and drive future innovations in lead generation and lead management (add-on functionality, new campaign implementation, etc.).
C.5.5.6 The contractor shall provide monthly Progress, Status, and Management Report in accordance with Deliverable A001 to ensure smooth functioning of call center operations and shall recommend improvements for efficiency to call center operations on a continuing basis. The contractor shall provide call volume reports for the purposes of analyzing call center volume and abandonment rates. The contractor shall maintain workflow processes including, but not limited to, the file receipt, its conversion and upload, execution of the campaign, and return file submission.
C.5.5.7 The contractor shall provide ancillary support services that include the maintenance of post office boxes, shipping of materials to the field, preparation and shipping of periodical reports, and storage of a large variety of items.
C.5.5.8 The contractor shall maintain, safeguard, and protect Call Center PII information based on current Department of Defense (DoD) and Department of the Navy (DoN) rules and regulations. All electronic and hard copy data shall be protected throughout the call center process. The Department of Defense Information Assurance Certification and Accreditation Process (DIACAP) compliance is not required upon award but must be pursued until obtained. The contractor shall participate in the development of standard operation procedures for call center operations to address security requirements. The contractor shall ensure all necessary upgrades and updates are implemented to the call center process in accordance with emerging security requirements as dictated by best business practices or the direction of the Government, which takes precedence.

C.6.0 Other Requirements
C.6.1 Trademark and Copyrights. All campaign names, slogans, catchphrases, end products, and finished products and branding concepts shall be trademarked, service marked, copyrighted or otherwise federally registered with the U.S. Trademark Office and/or U.S. Copyright Office by the contractor and then assigned to the Government to hold as necessary in accordance with Title 15 of the U.S. Code entitled “Lanham Act” (also known as the “Trademark Act”) and Title 17 of the U.S. Code entitled “Copyright” and all implementing regulations.
C.6.2 Existing Musical Compositions. With respect to any musical composition not first produced or composed in the performance of work under this contract but which is incorporated into any motion picture, television film or film strip, live or recorded television or radio spot, or other production furnished hereunder, the license granted under the “Rights in Data” clause of the contract shall be limited solely to the motion picture, or television film or film strip, live or recorded television or radio spot or other production which incorporates such musical composition.
C.6.3 Exhibition Rights. Any advertisement, commercial, motion picture or television film or film strip, live or recorded television or radio spot, or other production ordered hereunder will be exhibited or used by the Government or others on a non-sponsored or non-profit basis only. Task order proposals submitted hereunder shall include the cost of acquisition of only those rights or release instruments as are necessary for such non-sponsored or non-profit exhibitions.
C.6.4 Delivery of Release Instruments and Licenses. The contractor shall furnish, in duplicate, the release instruments and licenses required by the clauses of this contract and shall deliver such release instruments and licenses to the COR on or before the final delivery date of the advertisement, commercial, motion picture or television film or film strip, live or recorded television or radio spot, or other productions to which such release instruments and licenses relate.
C.6.5 Reproduction Materials. All branding concepts developed by the contractor for this effort and all associated intellectual property rights are the property of the Government and shall only be used by the contractor as part of contract performance. All end and finished products developed by the contractor for this effort and all associated intellectual property rights shall become the property of the Government, subject to any licenses, releases or permission granted by third parties for materials incorporated into the finished products.
All mechanical devices produced by the contractor in the performance of this contract, such as electroplates, engravings, and roto-prints and all associated intellectual property rights in or to such devices shall be property of and be delivered to the Government; however, the devices will remain in the custody of the contractor for the duration of the contract or any extension thereof.
All camera-ready materials, such as mechanicals and photos and all associated intellectual property rights, in their entirety, shall be the property of the Government. Photographs, slides, film footage, trims and cuts, excess to the final accepted product, and all associated intellectual property rights shall be the property of the Government. All materials and other items required under this contract will be maintained by the contractor or other entity during the course of the contract, and by order of the COR shall be turned over to the COR or turned over to a subsequent contractor.
C.6.6 Dissemination of Information. There shall be no release, dissemination or publication within or outside any Government agency, except within and between the contractor and subcontractors, of any information provided by the Government or any supplies developed under this contract or contained in the reports to be furnished pursuant to the contract without the prior written approval of the COR.
C.7.0 Meetings and Deliverables
The scheduling of all meetings and receipt of required deliverables will be coordinated with the assigned COR. A DD Form 1423 will be incorporated into this contract (Exhibit A). The DD1423 shall provide the specifications, type, content, frequency and format data and documentation required to be delivered as part of this contract. The contractor shall notify the Project Officer/COR in writing upon identification of a potential problem affecting performance.
C.7.1 Kick-Off Meeting/Progress Meetings C.7.1.1 Post-award Kick-Off Meeting. The contractor shall meet either in person or via teleconference, with the Procurement/Administrative Contracting Officer (PCO/ACO) and Project Officer/COR to schedule progress meetings and specific milestones within 10 business days after contract award.
C.7.1.2. Progress meetings. The COR will schedule meetings with the contractor’s representative as determined necessary; a teleconference may suffice at the election of the COR. The Government will schedule meetings, but the contractor may request a meeting if deemed necessary.
C.7.2 Reports.
C.7.2.1 Progress, Status and Management Report (Deliverable A001). The contractor shall indicate the progress of work and the status of the program and the assigned task, reports, costs, and informs of existing or potential problem areas. This report shall be provided to the Project Officer/COR on a monthly basis for the call center and on a quarterly and bi-weekly basis for all other tasks. Additionally, there will be certain projects that may require more frequent reporting. The contractor will be notified if additional reporting is needed.
C.7.2.2 The contractor shall identify accomplishments to date and difficulties encountered, and compare the status achieved to planned goals and the resources expended. Information shall include project descriptions, work completed since last report, next steps, delivery schedule, project budgets, and necessary approvals.
C.7.2.3 Contract Funds Status Report (Deliverable A002). The contractor shall identify all planned and actual expenses/work. This report shall be submitted to the Project Officer/COR on a monthly basis. These documents are to ensure efficient/effective use of all funding or to realign where necessary.
C.7.2.4 Media Schedules (A003). The contractor shall provide a schedule of all planned media NLT 60 days prior to any media scheduled to run.
C.7.2.5 Record of Meeting Minutes (Deliverable A004). The contractor shall provide reports recording the proceeding of any specified meeting. The meeting minutes will be used by appropriate Government and contractor personnel as a record of the deliberations and action resulting from meetings related to performance of work under a contract.

C.9.0 Travel.
The contractor will be required to travel to other locations in support of the contract described in this PWS. Actual destinations and duration are subject to change during the course of this contract. A valid U.S. passport may be required for some travel. All costs associated with obtaining a passport are the responsibility of and shall be borne by the contractor/individual. Prior to incurring any travel expenses, contractor personnel must obtain written authorization from the COR that approves approximate travel, dates, expected duration, origin and destination, purpose, estimated costs and names of all personnel traveling in support of this contract. All travel arrangements must be coordinated and approved, in writing, by the COR prior to any travel taking place. Contractor expense reports shall be prepared and processed in accordance with the Joint Travel Regulation (JTR) and FAR 31.205-46. Daily travel to and from work, and any local travel aboard the installation in the performance of daily duties is not reimbursable by the Government.
C.10.0 Subcontracts and Other Direct Costs.
ODCs associated with the cost of business (e.g., cellular service, special computer applications, Blackberry’s, etc.) must be identified in the task order proposal for consideration as an allowable cost. The Government considers all such incidental items the responsibility of the contractor and discretionary in use. The contractor is required to identify any and all non-labor costs associated with the operation of its proposed strategy. This includes clearly identifying non-labor service requirements, incidental, or non-recurring charges, and related costs of the proposed operation. The Government will not reimburse such charges ‘after the fact’, nor accept a reduced standard of performance should the rejection of such charges compel the contractor to reduce its support operation.
Subcontractor expenses regardless of what they are for shall be proposed and consent shall be granted by KO prior to purchase in accordance with FAR 15.408, Table 15-2.
C.11.0 Period of Performance
The period of performance of this requirement shall be for a five (5) year ordering period and shall commence upon contract award.
C.12.0 Quality Control
C.12.1 Government’s Quality Assurance Surveillance Plan (QASP). The QASP shall be provided at the Task Order level. The Government will monitor the contractor’s performance under this contract. All actions taken by the contractor to correct defects found by the Government as a result of QASP, and by the contractor as a result of quality control, shall be in accordance with FAR 46.607 and FAR Clause 52.246-5.
C.12.2 Contractor’s Quality Control Plan (QCP). The contractor shall implement a complete quality control program to identify potential and actual problem areas in providing specified requirements of the contract and results in corrective action throughout the life of the contract. The contractor shall provide the QCP to the CO at the Kick-off meeting (see C.7.1) for review and final acceptance. Changes to the QCP shall be submitted to the ACO no later than 10 workdays prior to effective date of change. The basic intent of the plan is that the contractor is responsible for quality. All methods, procedures, and forms shall support this concept.
The QCP shall:
a. Have direct accountability to the contractor’s top management.
b. Address overall project management and administration.
c. Be a comprehensive program to plan and deliver quality services to the Government.
d. Cover all services described in this contract, prioritize services, and concentrate on the most essential services as identified in the PWS.
e. Describe a method, acceptable to the Government, of identifying deficiencies in the quality of service performed under this contract before the level of performance becomes unacceptable, and address processes for corrective actions without dependence upon Government direction.
f. Establish an inspection system covering all services required by this contract. This plan shall specify areas to be inspected on both a scheduled or unscheduled basis and the title of the individual who will do the inspection. The contractor will provide the ACO with a current list of all titled positions and the names of the incumbents.
g. Contain specific quality control techniques for contract services identified in the PWS. The quality control methods shall be comprehensive and adaptable to the reporting systems of the QCP.
h. Include a customer complaint feedback system for correction of validated complaints and to inform the customer of corrections. The QCP shall describe how users, or other interested parties, may identify problem areas or situations to the contractor. The customer complaint program shall be compatible with the reporting and communication systems of the QCP.
i. Require documentation of all contractor quality control inspections and corrective actions be maintained by the contactor throughout the term of this contract. Copies of inspection documents will be provided to the ACO upon request.
j. Describe methods of direct and indirect communications with the Government regarding performance of the contract. The QCP shall include regular and formal meetings with the Government and proposed formats and/or schedules for informal communications (e.g., periodic e-mails to the COR).
C.13.0 Fixed Fee
The Government will pay the fixed fee on a quarterly basis per the dollar amount utilized during that quarter. The Government reserves the right to withhold a percentage of the fee, not to exceed (NTE) 1% of the fixed fee total, to use as an incentive for specifically designated Task Orders.
C.14.0 Task Order Award Process
The Government will initiate the Task Order award process by sending the contractor a Request for Proposal (RFP), to include a PWS and QASP that identify the Government’s requirements under the contract. The contractor shall submit a proposal outlining the detailed description of work to be performed, the costs, and elements that reflect the requirement set forth in the PWS. If the contractor’s proposal exceeds $750,000, the contractor shall be required to submit certified cost and pricing data. All terms and conditions including price shall be subject to negotiations.
C.15.0 Enterprise-Wide Contractor Manpower Reporting Application (ECMRA)
The contractor shall report ALL contract labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the US Marine Corps via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: https://doncmra.nmci.navy.mil. Reporting inputs will be for the labor executed during the period of performance during each Government Fiscal Year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Section G - Contract Administration Data
CONTRACT ADMINISTRATION DATA
ADMINISTRATION
G.1 Most contract administration functions shall be retained by the Commanding Officer, Regional Contracting Office, National Capital Regional (C20), Marine Corps Base, 2010 Henderson Road, Quantico, VA 22134. Any inquiries pertaining to the administration of performance of this contract should be directed to the Regional Contracting Office.
G.1.1 Invoices and receiving documents shall be submitted monthly through Wide Area Workflow (WAWF) for payment in accordance with DFARS 252.232-7003.
G.2 CONTRACT CORRESPONDENCE AND INQUIRIES
G.2.1 All correspondence/inquiries shall reference the appropriate Contract Number, and shall be submitted to the following address:

G.3 TECHNICAL INQUIRIES
G.3.1 Upon contract award, all inquiries that relate to technical issues shall be directed to the Contracting Officer’s Representative (COR) NOTE: The Contractor hereby understands that only technical issues can be discussed with the COR. The COR is not authorized to modify or alter the terms and conditions of this contract. The COR will be identified in the award document.
G.4 REMITTANCE ADDRESS
G.4.1 The offeror will indicate below, the address to which payments should be mailed if such address is different from the address shown on the face of the Standard Form 33.
G.5.0 ORDERING PROCESS
Work does not begin and funds are not expended on an individual project until:
G.5.1 The Government, in accordance with the ordering clause contained in the contract, will identify work to be performed by the contractor and will request a proposal for the performance of this work.
G.5.2 The contractor shall respond with a proposal that addresses the technical approach to meet the Government’s requirement, as well as the costs associated with doing the work. At a minimum, the proposal shall include: title of project, brief synopsis/project overview, project objective, detailed timeline for project development, implementation, fielding, and execution to include lifecycle of project, and detailed accounting of all estimated costs. Estimated costs shall be broken out into categories such as overall cost, materials, overhead, general and administrative costs, labor, shipping, and time of staff.
G.5.3 MCRC reviews the delivery/task order to ensure project timeline, objectives and estimated costs are consistent with the needs of the Marine Corps. Once technically approved by MCRC, and the Contracting Officer determines the proposed cost is fair and reasonable, the Contracting Officer will issue a delivery/task order. Funding will be provided on this contract modification for the work to be performed.
G.5.4 Task Order Deliverables. The deliverables for each of these task orders will be specified in each TO. Inspection and acceptance of deliverables shall be accomplished by the COR, or delegated to the appropriate level Government manager. In accordance with the operating provisions specified in the QASP, the COR shall perform the requisite inspection and acceptance of work to ensure quality is consistent with task requirements.
G.5.5 Implementation of Limitation of Funds. Pursuant to the clause FAR 52.232-22 in Section I, entitled, " Limitation of Funds", the total amount available for payment and allotted to this contract for the Section B Contract Line Items Numbers (CLINS) will be established on the individual Task Orders.
Section H - Special Contract Requirements
SPECIAL PROVISIONS
H-1 WORKING ON GOVERNMENT INSTALLATIONS
H-1.1 The Contractor shall provide each employee with an identification badge, which identifies by photograph the individual as an employee of the Contractor. These badges shall be worn at all times and presented for examination upon the request from the KO, COR, QA Personnel, Military Police or any other Government official with a need to see the badge.
H-1.2 The Contractor and his employees shall be subject to all traffic, security and registration regulations for personnel and vehicles. Copies of current regulations may be obtained from the KO.
H-1.3 All contractor personnel attending meetings, answering Government telephones, working on site, where their contractor status is not known to third parties, must identify themselves as contractors, to include wearing…
