52.212-1 ADDENDUM
GENERAL INTENTION. Marine Corps Installations – National Capital Region (MCI-NCR) has a commercial requirement for Washer and Dryer Repair Services to support Marine Corps Base Quantico. In accordance with FAR Parts 12 and 13, the MCI-NCR Regional Contracting Office is issuing a commercial solicitation for the acquisition of such service. Required specifications are listed in the Schedule of Supplies/Services and Performance Work Statement within this solicitation.
CUSTOMER. Marine Corps Base Quantico G-4 Logistics Division 2011 Catlin Ave.
Quantico, VA 22134
PROCUREMENT APPROACH. The Contractor’s quoted service description shall reflect the characteristics and level of quality that will satisfy the Government’s need as described in the Schedule of Supplies/Services and Performance Work Statement. A Firm Fixed Price Contract/Order will be issued and it is the Government’s intent to award on an “all-or-none” basis to satisfy this requirement.
This solicitation is a total set-aside for small business concerns. Only quotes submitted by small business concerns will be accepted by the Government. Any quote that is submitted by a contractor that is not a small business concern will not be considered for award.
PAYMENT TERMS. NET 30. Invoices must be submitted via the Wide Area Workflow (WAWF) in accordance with DFARS 252.232-7006 which is included in this solicitation.
REQUIRED DELIVERY/PERIOD OF PERFORMANCE. The Period of Performance for this Indefinite Delivery/Indefinite Quantity contract will be for a five (5) year ordering period starting 10 February 2021 or date of award and run through 9 February 2026.
TECHNICAL COMPLIANCE. To ensure technical compliance:
a. To ensure technical compliance the quoter must clearly demonstrate that they can meet the solicitation requirements. The Offeror must provide demonstrated knowledge and understanding of the technical requirements outlined in the Performance Work Statement (PWS). The Offeror shall demonstrate specific capabilities and relevant experience to perform all tasks outlined in the PWS. A mere statement that the quoter will meet the Government’s requirement is NOT sufficient.
b. Clearly state whether the quoter can meet the requested period of performance. Vendors who cannot meet the required period of performance will not be considered technically acceptable.
c. All offerors must complete the Price List attached to this solicitation. Pricing must include the hourly labor rate and diagnostic fee (per day) for each ordering period.
d. All offerors must complete paragraph (d)(2) within the provision at 52.204-24 of the solicitation. It is recommended to copy and paste the provision in a separate Word document and include it with your quote.
SUBMISSION OF QUESTIONS. Questions shall be submitted no later than 11:00 AM EST on 1 February 2021.
Questions shall be submitted via electronic mail (e-mail) to Melissa Chabot at melissa.chabot@usmc.mil. An Amendment of Solicitation will be issued to provide responses to vendor questions.
SUBMISSION OF QUOTES. Quotes shall be submitted no later than the time and date specified on Block 8 of page 1 of the SF1449 solicitation. Quotes shall be submitted electronically via electronic mail (e-mail) to Melissa Chabot at melissa.chabot@usmc.mil. Vendors are responsible for ensuring their quotes have been received via email by the date and time specified in Block 8 on Page 1 of this solicitation. Delivery delays that cause a quote to be late are not the responsibility of the Government agency.
Quoters shall provide their full vendor name and any doing business as names as certified in the mandatory System for Awards Management at www.sam.gov. Quotes shall also include a vendor point of contact information (name, phone, and email), Cage Code, and Tax ID (TIN/EIN) number.
52.212-2 ADDENDUM
EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government reserves the right to award no contract at all, depending on the quality of offers submitted.
EVALUATION. Award will be made to the best overall quote, based on a comparative evaluation process between quotes in accordance with FAR 13.103-2(b)(2). When using the comparative evaluation methods IAW FAR 13.106- 2(b)(3), the Government is not required to identify relative weight of evaluation factors, hold discussions, or use other FAR Part 15 procedures under the comparative evaluation process. Direct comparisons are made by evaluating all quotes for technical acceptability, then comparing one acceptable quotation with another in a uniform and fair manner to determine which quoter provides the government what is needed as outlined in requirements listed in the CLINs, and then compare them to obtain the best quote. Award therefore might not be made to the Lowest Price Technically Acceptable (LPTA) quote.
The Government intends to evaluate quotes and award without discussions with vendors. Vendors should not expect requests for clarification or additional information from the Government. Award will be based on the initial evaluation of quotes received in response to the solicitation. Therefore, quoters are cautioned that their initial quotes should contain their best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions or clarifications with vendors if later determined by the Contracting Officer to be necessary.
The Government may reject any or all quotes if such action is in the public interest; and may waive informalities and minor irregularities in quotes received.
The following ratings/definitions will be utilized:
RATING DEFINITION
Acceptable Quote meets the requirements of the solicitation.
Unacceptable Quote does not meet the requirements of the solicitation.
The Government may use information such as DoD PPIRS, SPRS and FAPIIS data available from Government sources to evaluate a Quoter's past performance.
PRICING. The price quote should avoid ambiguities of inclusion, exclusion, or content.
The Government will evaluate Quoter’s quoted prices, but this factor will not be given an adjectival rating. Quotes will be evaluated on completeness, accuracy, and reasonableness. Evaluation of the quoted prices for the Washer and Dryer Repair Services will be based on a comparison of quoted Diagnostic Fee and Hourly Labor Rates listed on the Price List received in response to the solicitation and may also be based on a comparison to the Independent Government Cost Estimate (IGCE) along with any other relevant price analysis techniques as appropriate. Due to the unknown nature of future repairs, prices for parts will not be evaluated prior to award.
Once award is made, the vendor shall provide manufacturer numbers for all parts needed for repairs and a price reasonableness determination will be made at the task order level.
Reasonableness. For the price to be reasonable in its nature and amount, it should not exceed that which would be incurred by a prudent person in the conduct of a competitive business. Reasonableness takes into account the context of a given source selection, including current market conditions, general economic conditions, and other factors that affect the ability of a Quoter to perform the contract requirements.
Normally, adequate price competition establishes a fair and reasonable price.
Completeness and Accuracy. The Government will review the quotes for completeness and accuracy. A determination will be made as to whether the Quoter properly completed the pricing tables. The Quoter’s quote will be checked for mathematical correctness to include the following:
1) Checking arithmetic in all computations;
2) Ensuring all prices are summarized correctly; and
3) Pricing shall not exceed two decimal places for cents.
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(End of provision)
PERFORMANCE WORK STATEMENT
WASHER/DRYER REPAIR SERVICES
for
MARINE CORPS BASE, QUANTICO, VA
1.0 BACKGROUND.
1.1 The Materiel Support Branch (MSB), G-4 Logistics Division, Marine Corps Base, Quantico, VA has a minimum of 1315 government-owned commercial washers and dryers, including combo units (e.g., appliances) currently installed at various locations (e.g. barracks, fire stations). The appliance population is comprised largely of commercial Maytag and Kenmore equipment. For estimating purposes, the government has developed their life cycle usage projections based upon a population of 40% washer/dryers and 60% combo units, using a nominal new appliance value of $1,250.00 and assuming a five-year life cycle per appliance. During the contract performance base year, 400 combo units are anticipated to be installed in new barracks locations aboard the base. Thereafter, additional units deployed will largely be accomplished as a replacement action for existing appliances. The government further assumes that 50%, or more, of appliance failure in years 4 and 5 will result in replacement of appliance rather than repair, given the anticipated levels of usage. The government’s amortization model projects the final salvage value of an appliance at the end of its life cycle to be $700.00.
Assuming a total requirement of 1315 over a five-year period, the percentage of appliances in each of their service years is provided at Figure 2. These percentages are constant over the anticipated life cycle of the effort as older appliances are replaced and additional appliances are added to arrive at the total figure. Most appliances are <3-years old and most of the new combo units projected for 2021 deployment will initially be under manufacturer’s warranty.
For purposes of developing a viable service model, the Contractor should use the figures provided by the government as ‘good faith’ high confidence estimates intended to establish and maintain a standard of service over the entire five year performance period. As such, while service requirements and parts failures may rise and fall over the years, the constancy of the population of appliances should mitigate the significance of anomalies.
The government intends to award a Firm-Fixed Price, Indefinite Delivery, Indefinite Quantity service contract in support of this requirement to accommodate repairs to the appliances over the life of the contract.
2.0 BASIC REQUIREMENT.
2.1 The Contractor shall provide all labor, transportation, supplies, materials, tools and any other items or services required to repair the washers and dryers (e.g. appliances) aboard MCB, Quantico, VA. All repairs shall be completed in accordance with the manufacturer’s instructions or best industry practices. Where possible, manufacturer warranty provisions shall be enforced. The Contractor is responsible for all parts and services required to restore the appliances to a full operating state.
2.2 When necessary, at no additional cost to the government, the Contractor may work weekend hours to alleviate backlog repair orders. There may be occasions where emergency services will be required for same day, after hours, or holiday servicing. As Marine Corps Base Quantico is considered one (1) site, the government shall be billed for only one (1) trip charge per day, regardless of the number of units and locations serviced on that day.
3.0 TASKS.
3.1 The Contractor shall maintain appliances covered under this IDIQ and resulting task orders at no less than .95 availability of appliance at each location at all times. The performance target for appliance availability is .95 of the total deployed units (e.g., 1249 of the current 1315 units maintained as fully operational). Availability of the units shall be reported monthly.
3.2 Repairs requiring parts not readily available shall be ordered by the Contractor in the most expeditious manner to ensure appliances have minimal down time. If an application is to be down more than 48 hours, the Contractor shall notify the COR with an explanation of the problem and projected date for restoration of service, or recommendation for other action (e.g., replace the appliance).
3.3 The Contractor shall make recommendation to the COR as to which appliances are “beyond economical repair.”
If an appliance is deemed “beyond economical repair,” the COR will coordinate actions to remove the appliance from service. For planning purposes, based upon the population of appliances currently in service, the government has provided an amortization schedule. If a repair exceeds the residual value percentage of the appliance based upon its associated service life, the COR shall make a determination, as to whether repair, or replacement shall be accomplished. Figure 3 provides the associated amortization schedule based upon the date placed into service (ref:
Figure 2).
3.4 In the event emergency services are required, the Contractor shall respond within 24 hours, or less. The Contractor will service units after-hours, holidays and weekends if necessary. The COR shall advise the Contractor when emergency services are required.
3.5 The Contractor is responsible for leaving the work area free of all repair debris, grease, dirt, oil, etc. when the job is completed or at the end of the day.
3.6 The Contractor shall be responsible for all breakage and damage that may occur inside and/or outside the immediate building due to the fault or negligence of personnel during the performance of contract services.
3.7 The Government will not be responsible for the Contractor’s personal supplies, equipment, materials, or belongings brought into the buildings or on the grounds to perform services. This includes but is not limited to loss or damage caused by fire, theft, accident or other disaster.
4.0 WARRANTY.
4.1 Each repair accomplished by the Contractor shall be warranted for six (6) months from its date of completion.
Factory warranties for parts will apply and the Contractor shall be responsible for ensuring compliance when a repair action falls under the warranty provisions. The COR will be responsible for providing proper documentation of manufacturer warranty items to the Contractor.
4.2 The Contractor shall be responsible for replacing warranted parts from the manufacturer under the service terms of this agreement.
5.0 LOCATION.
5.1 Washers/dryers may be located in two or three deck buildings, for Bachelor Enlisted Quarters (BEQs) and Bachelor Officer Quarters (BOQs), which have laundry rooms in designated areas on each deck. Some washers/dryers will be located in single deck buildings and other areas, and have designated areas for machines.
Buildings do not have elevators and some have outside stairwells.
5.2 The location, make, and model for all machines will be provided at time of award.
6.0 PERIOD OF PERFORMANCE.
6.1 The Period of Performance for this Indefinite Delivery/Indefinite Quantity contract will be for a five (5) year ordering period.
7.0 PARTS INVOICED.
7.1 Due to the unknown nature of future repairs, prices for parts will not be evaluated prior to award. Once award is made, the vendor shall provide manufacturer numbers for all parts needed for repairs and a price reasonableness determination will be made at the task order level.
8.0 REPAIR RECONCILIATION AND REPORTS.
8.1 The Contractor shall provide confirmation of repairs via email to the COR at the time of completion, as well as provide a monthly report that aggregates the repairs within five working days of the end of the previous month at the time of invoice submission. At a minimum, the report shall include:
(a) Location of appliance;
(b) Type of appliance, model, and serial number;
(c) Duration of time to complete repair (Rounded to the nearest hour);
(d) Parts and prices; and
(e) Estimated completion date for backlog repair orders crossing monthly reporting periods.
9.0 MANAGEMENT.
9.1 Role of Contracting Officer’s Representative (COR) for Inspection, Acceptance, and Other Duties.
9.1.1 The COR will execute all government responsibilities for performance oversight, inspection, invoice certification, and coordination of work efforts with the Contractor. The COR reserves the right to conduct periodic inspections of repairs and workmanship, and to direct corrective action if required. The Regional Contracting Office (RCO) Procuring Contracting Officer (PCO) will interface with the prime contractor’s representative for payment and administration issues. The Contractor shall be fully responsible for all facets of performance quality. The Contractor shall identify relevant staff points of contact and ensure their availability throughout contract execution to ensure effective coordination, communication, and management. The COR cannot authorize deviations from contract requirements and specifications. The Contracting Officer is the only person authorized to approve changes in any of the requirements of this order.
The following individual will be appointed as the Contracting Officer’s Representative:
