1) Does the quote for this project need to include all of the accessories listed or are these suppled by the goverment?

The new trailer will also require interior display cases with hooks to display swords and pistols and rifles, interior flat screen TV’s of 60” to 80” with Bluetooth capability, a stormproof exterior flat screen of 60” to 80” TV with Bluetooth capability, retractable outdoor awning cover between 10 to 14 ft. , a Slide out room extension on roadside front aft of drop for PUGIL VR Experience of (1’-13’ Wide X 5’-7’ Deep),wall mounted Retractable projector screen in the rear of the trailer, a winch to load the F-150, a rear hatch winch for lowering the rear door-ramp, aluminum sub-floor, air suspension, anti-lock brake system and standard, Department of Transportation approved lights."

Response: The government is supplying the above supplies. The capability needs to be built into the trailer to allow those supplies work inside the trailer.

4MCD Marketing Trailer Statement of Work

1. Background – 4th Marine Corps District is requesting a new trailer for marketing and advertising. The current trailer is damaged and does not provide a safe environment for our newest marketing asset of battle positions virtual experience. The interior of the trailer is damaged becoming unsuitable for recruiting purposes. A contract issued pursuant to this statement of work will provide 4MCD with a source/vendor for use as the solution for satisfying this service requirement.

1. Requirements – The vendor or contractor for this request shall fully comply with all specifications, clauses, and terms and conditions contained in this SOW.

1. Services/Supplies – All tools, supplies, parts, materials and equipment required for this service will be provided by the contractor. Due to the current status of the 53-foot trailer currently used by 4MCD, the contractor will need to provide a standard trailer with two foot-traffic entry and exit doors, one loading door and ramp for the branded F-150 vehicle, and an escape hatch for a driver to exit the trailer after loading the F-150. The interior of the trailer should be basically equipped for further branding and should include storage space for enhanced area canvassing (EAC) support materials to include branded tents, collapsible tables, a pull up bar, three generators, inflatable drill instructors, banners, flags, and medallions, all of which are part of the current EAC set up for the District. The new trailer will also require interior display cases with hooks to display swords and pistols and rifles, interior flat screen TV’s of 60” to 80” with Bluetooth capability, a stormproof exterior flat screen of 60” to 80” TV with Bluetooth capability, retractable outdoor awning cover between 10 to 14 ft. , a Slide out room extension on roadside front aft of drop for PUGIL VR Experience of (1’-13’ Wide X 5’-7’ Deep),wall mounted Retractable projector screen in the rear of the trailer, a winch to load the F-150, a rear hatch winch for lowering the rear door-ramp, aluminum sub-floor, air suspension, anti-lock brake system and standard, Department of Transportation approved lights.

0. Scope – To provide 4MCD with a new trailer to satisfy the requirements outlined in this SOW.

0. Point of Contact - The contractor shall provide 4MCD Supply a central point of contact to act as a liaison for this request.

0. Costs – The pursuant contract will be firm fixed price.

Location of Service – The service/maintenance will take place at the contractor’s facilities and be delivered to 4MCD, 54 M Avenue, New Cumberland, PA 17070-5012. The contractor shall make every attempt to perform the service prior to the expiration of the quote provided.

0. Customer Service - The contractor shall provide a toll free customer service and help desk telephone line during the hours of 8 A.M. to 5 P.M., Monday through Friday. The hours of operation shall be those of the location of the servicing area of the contractor.

0. Trailer requirements. The trailer must be completely ready for marketing modifications and meet the hauling requirements of moving stored EAC gear and the branded F-150.

0. Delivery: Contractor shall complete work on the new trailer 180 days after contract award.

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

The following have been modified:

ADDENDUM 52.212-1

The instructions contained in FAR 52.212-1 Instructions to Offerors-Commercial Items are applicable to this solicitation, but are tailored as follows:

Paragraph (b) (10) is not applicable.

Paragraph (c) is modified to require the offeror to agree to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers.

Paragraph (e) “Multiple offers” is not applicable.

Paragraph (l) Debriefing is not applicable. As this award will be made under FAR Subpart 13, formal debriefings will not be conducted. In accordance with FAR 13.106-3(d), a brief explanation of the basis for the award decision shall be provided upon request.

This addendum contains the additional instructions below applicable to this solicitation:

GENERAL INSTRUCTIONS

1. The Regional Contracting Office, Paris Island (RCO-PI) intends to award a single Firm Fixed Price (FFP) award. This Solicitation number M00263-23-Q-1005 is issued as a Request for Quote (RFQ) using the commercial procedures in accordance with FAR Part 12 and Simplified Acquisition Procedures FAR Part 13. This is a 100% HUBZone small business set-aside acquisition and the North American Industrial Classification System (NAICS) code for this requirement is 336212 with a size standard of 1000 employees.

2. Quotes must be prepared in accordance with these instructions. Failure to do so may result in the offeror’s submission being determined unacceptable and ineligible for award. Each offeror’s submission shall be screened by the Contract Specialist upon receipt to ensure completeness and compliance with the instructions contained in this solicitation. Offerors must include the following with their quotes:

a. Offeror shall complete all required Representations and Certifications provided in Section K of the Solicitation, and the certification at 52.204-24 if required. Required certification at 52.204-24 is contingent upon response to paragraph (v)(2)(i) of 52.212-3 offeror representations and certifications-commercial items.

b. Offeror shall provide Country of Origin for all quoted items. The country of origin documentation must include, at a minimum, all information in a Buy American Certificate.

c. Offeror shall provide the trailer 180 days after receipt of order.

d. The offeror shall provide documentation, such as product literature and other material that clearly demonstrates in detail the item quoted meets all the requirements and specifications of Section C as will be evaluated by the Government. The maximum page limit for the Technical Capability is twenty pages.

OFFEROR TO COMPLETE BLOCKS 12, 17 (include Offeror name, Point of Contact, Cage code, Duns code, and Tax ID #), 23, 24, AND 30(30a through 30c) on page 1 of the SF 1449. The completed and signed SF1449, price quotes, and all other requirements requested in the RFQ must be received in its entirety by the date and time specified in Block 8 of the SF 1449. Quotes must be submitted electronically via email. Your email subject line should read “RFQ M00263-23-Q–1005 QUOTE SUBMISSION, from insert contractor name.”

Note: Offerors submitting via email must ensure that attachments do not exceed 5 MB; offerors with attachments larger than 5 MB must split their response into multiple emails to meet the 5 MB attachment limitation. In addition, .zip files will be filtered and removed by the MCRDPI firewall.

Offerors must rename the .zip file or send in an alternate format. For ease of submission files should be in PDF format:

f. Offeror must acknowledge all solicitation amendments.

g. Quotes must be good for 30 days from the closing date of the solicitation.

3. Any/all questions regarding this RFQ shall be received by this office NLT 15 July. Questions received after that date/time may not be answered.

Offerors shall e-mail written questions or clarification of the Request for Quote to the Contract Specialist Captain Joseph Reese (joseph.t.reese@usmc.mil). Late submissions will not be considered for evaluation. Telegraphic and Facsimile offers are not authorized for this solicitation and will not be considered for evaluation.
