ROM 2.0 LODGING FACILITY
RFP QUESTIONS
1. What is the start date of this requirement?
Answer: As noted in the Delivery Information of the RFP (Section F) the projected start date is 19 January 2021. Current Shipping estimated date (Attachement 1) may adjust the start date to 10 January 2021 to adjust logistical setup of the facility.
2. Is the MPP (Attachment 1) true numbers or just estimates?
Answer: The MPP is an estimate. The exact numbers arriving each week will be provided by the assigned onsite Contracting Officer Representative (COR).
3. Will we accept a proposal of a facility that is less than 250 rooms?
Answer: No. As noted in the PWS section 1.3.1 (2) - …meet a minimum of 250 double occupancy capable rooms with two beds per room.
4. Will we accept a ‘Cruise Ship’ as a ‘Facility’?
Answer: Yes, as long as it meets the minimum requirments outlined in the PWS.
5. Is this a small business set-aside?
Answer: No. As noted on the 1449 RFP page 1 block 10 this requirement is Unrestricted.
6. Can a facility section off a portion of rooms/floor for civilian guests if there are more than 750 double rooms in proposed facility?
Answer: No. It does not matter what size the facility is, the RFP states in the PWS section 1.3.1 “…for the exclusive use of MCRDPI…”.
7. Should a vendor quote based on a ‘per room charge’ or ‘per facility charge’.
Answer: As noted in the PWS Section B CLIN 0001 and 1001, the vendor should be offering a ‘facility’ per day. So each proposal should annotate a daily charge for the whole facility, not per room.
8. Do all meals have to be boxed and delivered to each room?
Answer: No. See PWS paragraph 3.2.1. It states that the meals have the ability to be packaged…if required. Currently all meals will be delivered to rooms using government personnel.
9. Does the facility have to provide Audio Visual Equipment?
Answer: No. The only Information Technology requirment is addressed in the PWS section 1.3.9 for ‘Site TV’ access.
