FOR

EDUCATOR’S WORKSHOP LODGING SUPPORT SERVICES

1.0 Background

1.1 The Marine Corps Recruiting Command (MCRC) Headquarters, located at Marine Corps Base Quantico, Virginia annually hosts three (3) Educator’s Workshops. In addition to the Educator’s Workshops that have been held in the past, MCRC intends on hosting one (1) new workshop for coaches. Authorized by Title 10 USC Sections 503 and

520c, the Educator’s Workshop Program is a recruiting campaign designed to increase awareness of the Marine Corps’ officer accession and development process by informing college and university educators impressions of the Marine

Corps. This is accomplished primarily by providing the MCRC’s guests with firsthand knowledge of the Marine

Corps’ Officer Candidate School, The Basic School and Advanced Professional Military Education opportunities. The desired end state is to positively affect mission attainment via improved access to key personnel (e.g. potential prospects, educators, coaches, college/university leadership, and community leaders), college/university properties and prospecting opportunities. To that end, specific lodging requirements must be met to support the Educator’s

Workshops.

2.0 Procurement Approach

2.1 This procurement was conducted under the provisions of Federal Acquisition Regulations (FAR) Part 12

Commercial Items and Part 13 Simplified Acquisition Procedures. This is a fixed price (FP) contract for leasing of lodging (single-occupancy rooms) with the ability to provide adequate sustenance for Educators, Coaches and the

MCRC recruiting personnel in support of three workshops: Coaches, Musicians, and Educators. All events will take place at Marine Corps Base Quantico, VA, or nearby. The Government will receive 50 rooms per night for each event.

The base year lodging price will be competitively set, but cannot exceed the Federal Government Lodging per diem rate for Quantico, VA.

2.2 The awardee’s offered price per room (for the base year), will be divided by the current per diem rate to arrive at a percentage. When the new per diem rate for Quantico, VA is published for each succeeding fiscal year, the awardee’s percentage will be multiplied against the new rate to determine that respective option period’s rate. The ceiling price for each option period shall not exceed that current year’s Federal Government Lodging Per Diem rate for the

Quantico, VA area, and will be locked in for 12 months for each period of performance that it covers, even if the rates increase during that 12-month period. The rates cannot exceed the Federal Government per diem rate for one (1) base year, plus three (3) one-year option periods. See paragraph 3.1.3 for additional details regarding Option Years. 3.0 Scope:

3.1 The lodging facility shall provide up to the required number of rooms and shall have the ability to provide adequate sustenance, as projected in paragraph 3.1.2 listed below, for the base period and three (3) option periods. There will be three (3) events per period of performance, with the number of rooms specified in the CLINS for each designated event. The event dates for the option periods will be identified at the time of negotiations for the predetermined periods:

3.1.2.1 Meals. No charges will be paid against the resultant contract for the breakfast or dinner meals, the meal facilities, or services associated with the meals. Participating offerors simply must have the ability to support the meal requirements. Payment for meals consumed shall be coordinated by the Government Point of Contact. The ceiling price for the option period’s meals shall not exceed that current year’s Federal Government Meal Per Diem rate for the area.

3.1.3 Option Years. Option Years I-III each have the same three (3) events, with the same lodging and meal requirements as for the base year. The precise dates for each event will be set within 30 days of the beginning of each option period. In addition, the lodging rates for the option years will be recalculated by multiplying the fixed percentage (established in accordance with paragraph 2.2 of this PWS) with the new per diem rate for that respective option year, to arrive at the contracted lodging rate for that option year. At no time will the lodging rate in this contract, exceed the applicable Government per diem rate. The recalculation shall be initiated within 30 days of the publication of the per diem rates for their respective fiscal year. The lodging rate for each of the option years shall be locked in for the full option year period of performance. The per diem rates can be located on the General Services

Administration (GSA) website at www.gsa.gov.

3.2 Additional Lodging Support Requirements

3.2.1 No advance room deposit required for reservations.

3.2.2 The lodging facility shall have a dedicated front desk person for Tuesday night and Saturday morning to accommodate large group check-in and check-out.

3.2.3 Rooms cancelled for any reason (e.g. Guest Cancels, No-Show Guests, Delays due to flight problems, etc.) shall not be subject to any cancellation fees or penalties. Additionally, the lodging facility shall not charge any up front deposits for this event.

3.2.4 The lodging facility shall accommodate parking for two (2) 50 passenger buses with safe and convenient passenger loading and unloading. (e.g. personnel must not be required to cross any major streets or traffic lanes to board a bus; and parking shall be within 100 yards of the lodging facility’s main entrance/exit).

3.2.5 The lodging facility shall be within a 15 mile radius south and 25 mile radius north of Marine Corps Base

Quantico due to the heavy daily commuter traffic volume along the Northern Virginia Interstate 95 corridor.

3.2.6 A Full Service Restaurant shall be on the lodging facility premises.

3.2.7 The lodging facility shall accommodate up to 75 people in private banquet room on site for each evening meal for all (3) events.

3.2.8 The lodging facility shall have the ability to accommodate up to 50 people for all three (3) events and have the ability to support the sustenance requirements: breakfast to be completed by 7:15 a.m. and dinner daily. The combined cost of the breakfast and dinner meals shall not exceed the applicable federal per diem rates which apply. The per diem rates can be located on the General Services Administration (GSA) website at www.gsa.gov.

3.2.9 The Government shall provide a meal headcount and meal preference of attendees no less than seven (7) calendar days prior to each event. The government shall only pay for meals actually consumed.

3.2.10 The lodging facility shall have adequate on-site complimentary parking for local Marine Corps Government vehicles and rented vehicles. Adequate parking is defined as up to ten (10) spaces available for each event, at a distance of no more than .25 miles from the lodging facility.

3.2.11 The lodging facility shall ensure single occupancy rooms are designed to accommodate one (1) person, without the use of temporary bedding, including cots, hideaway beds, etc. Square footage shall be within industry standards.

3.2.12 The lodging facility shall be located in a safe location in accordance with industry standards

3.2.13 The quality of accommodations (to include appearance and cleanliness) and meals shall meet industry standards, and be of the quality considered acceptable by frequent business travelers.

3.2.14 Meals shall consist of, at a minimum, a full service continental breakfast and a dinner consisting of at least two vegetables and a protein source. Options for participants with dietary restrictions, such as vegans and vegetarians, shall be made available at each meal upon request.

3.2.15 Dining area for participants shall be set aside and reserved for the duration of each meal with the ability to view media videos.

3.3 AMENITIES. The lodging facility shall have the following amenities:

3.3.1 Provide access to high speed internet service in guest rooms and common used areas.

3.3.2 Business Center desk for guests to check email, fax or print.

3.3.3 Workout facility (desired, not required).

3.3.4 Swimming pool (desired, not required).

3.3.5 Refrigerator in room.

3.3.6 Hairdryer in room.

3.3.7 Complimentary coffee maker and coffee in each room.

3.3.8 Iron and ironing board in room.

3.3.9 Television with cable access in room

3.3.10 Complimentary Coffee Station in lobby on Wednesday to Saturday mornings prior to the groups early morning departures.

3.4 Responsibility for Room Expenses

3.4.1 Items such as beverages, snacks and phone calls that are provided at additional cost are the sole responsibility of the occupant and shall be charged to that lodging guest’s credit card. If the guests do not possess a credit card, alternate payment methods (i.e. check or cash) shall be coordinated with the respective individual(s).

3.5 Damages

3.5.1 In the event of any damage to the lodging facility’s rooms or surrounding property, the Contractor shall make every attempt to obtain direct recourse from the individual responsible for such damages. If unable to resolve the issue directly, or if the identity of the individual responsible for the damages is unknown, the Contractor shall submit a

Request for Equitable Adjustment, in accordance with the Disputes Act (FAR 52.233-1) and provide as much information as possible to ascertain the identity of the individual(s).

3.6 Payment

3.6.1 Payment shall be made by electronic funds transfer. As a result, offerors and quoters are required to be registered in the System for Award Management (SAM) at the time an offer or quotation is submitted. See https://www.sam.gov/ for additional details.

3.7 Taxes

3.7.1 This requirement is for official Government purposes and is therefore exempt from all state and local taxes in accordance with the U. S. Tax Code Section 501 (C)(1). The contract shall serve as sufficient documentation to support an exempt sale to the United States Government. The Government shall provide reasonable additional documentation upon timely request.

3.8 Invoices

3.8.1 Invoices shall be processed through Wide Area Workflow Receipt and Acceptance (WAWF-RA). See DFARS

Clause 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports and DFARS Clause

252.232-7006 for Wide Area WorkFlow Payment Instructions .

3.8.2 Government Technical Point of Contact. The below individual will serve as the primary contact for all technical questions you may have. However, only the Contracting Officer may, in any way, commit the Government financially or agree to alter, in any way, the content of any contract:

4.0 Government Quality Assurance

4.0.1 The Government will monitor the Contractor’s performance using a combination of inspection, and validated customer complaints in accordance with the Performance Requirements Summary (PRS) provided below. A

Government Technical Point of Contact will be designated to represent the Contracting Officer for the purpose of coordinating with the contractor in administering the technical aspects of contract performance. The Contracting

Officer may issue written instructions to fill in details in the scope of work set forth in this contract via the Government

Technical Point of Contact. The Government Technical Point of Contact is not authorized to make any changes which affect the contract amount, terms or conditions. The Contracting Officer is the only party authorized to bind the

Government.

4.0.2 The Government will inspect the Contractor's efforts for compliance with the contract terms to the standards set forth in the PWS.

4.0.3 Unsatisfactory or Non-performed Services: The Government shall provide the Contractor written or oral notice of deficiencies when discrepancies are noted. The Contractor shall be held to the full performance of this contract.

Contractor shall only invoice for lodging support provided/completed.

4.0.4 This contract is subject to Government inspection during any phase of performance.

4.0.5 Acceptance acknowledgment that the Contractor services conform with applicable contract quality-standards ordinarily occurs after delivery of service and completion of quality assurance actions in accordance to the PRS.

4.0.6 Random Inspections: The Government Technical Point of Contact will conduct random quality inspections on completed lodging support outlined in Section 3 of the PWS. The quality inspection shall also be used to ensure that all lodging support is made in accordance with the requirements contained in this contract.

4.0.7 Performance Evaluation Meetings: Meetings shall be as often as necessary, at the discretion of the Government

Technical Point of Contact. A mutual effort will be made during these meetings to resolve all issues identified. The written minutes of these meetings, prepared by the Government, shall be signed by the Contractor. If the Contractor does not concur with the minutes, the Contractor shall state any areas of disagreement to the Contracting Officer, in writing, within three (3) days.

5.0 EQUIPMENT, MATERIAL, AND PERSONNEL REQUIREMENTS.

5.1 Contractor Furnished Materials: All labor, equipment, materials and supplies, unless otherwise specified, shall be provided by the Contractor.

5.2 The Contractor shall have all required equipment, material and personnel available for full performance of all services required under this contract on the effective date of the contract.

52.212-1 ADDENDUM INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (OCT 2018)

1. SPECIAL NOTICE TO OFFERORS

The Government intends to evaluate quotes and award a contract without discussions with Offerors. However, the

Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. If the Contracting Officer determines that the number of quotes that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of quotes in the competitive range to the greatest number that will permit an efficient competition among the most highly rated quotes. Therefore, the offeror’s initial quote should contain the offeror’s best terms from a price and technical standpoint.

1.1 Failure to submit any of the information requested by this solicitation may be cause for unfavorable consideration.

1.2 Upon receipt, all quotes become Government property.

2. CONFIDENTIAL INFORMATION

The Freedom of Information Act (FOIA) and its amendments have resulted in an increasing number of requests from outside the Government for copies of contract qualifications and quotes submitted to federal agencies. If an offeror’s submissions contain information that he/she believes should be withheld from such requestors under FOIA on the grounds that they contain “trade secrets and commercial or financial information” [5 USC§552(b)(4)], the offeror shall mark its submissions in the following manner:

The following notice shall be placed on the title page: “Some parts of this document, as identified on individual pages, are considered by the submitter to be privileged or confidential trade secrets or commercial or financial information not subject to mandatory disclosure under the Freedom of Information Act. Material considered privileged or confidential on such grounds is contained on page(s) _______.”

Each individual item considered privileged or confidential under FOIA shall be marked with the following notice:

“The data or information is considered confidential or privileged, and is not subject to mandatory disclosure under the Freedom of Information Act.”

3. SOLICITATION RESPONSE REQUIREMENTS

3.1 GENERAL

The offeror shall submit documentation illustrating their approach for satisfying the requirements of this solicitation.

Quotes shall be clear, coherent, and prepared in sufficient detail for effective evaluation of the offeror’s quote against the evaluation criteria. Also, this documentation shall cover all aspects of this solicitation and include the offeror’s capability to meet the sustenance and amenities requirement. Quotes shall clearly demonstrate how the offeror intends to meet lodging and sustenance requirements outlined in the PWS and shall include convincing rationale and substantiation of all claims. Unnecessarily elaborate brochures or other presentations beyond those sufficient to present a complete effective response to the solicitation are not desired.

The offerors shall describe their quotes, through the use of aides such as graphs, charts, diagrams or a narrative, in sufficient detail for the Government to understand and evaluate the offer. In its evaluation, the Government will consider the degree of substantiation of the offer in the quote.

The quote shall be accompanied by a cover letter (letter of transmittal) prepared on the company’s letterhead stationery. This cover letter shall contain:

1) The solicitation number.

2) Name (including CAGE, DUNS, and TIN), address, and telephone and facsimile number and electronic address of the offeror.

3) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and agreement to furnish any or all items upon which prices are offered at the price set opposite each item.

4) Names, titles, and telephone and facsimile numbers, and electronic addresses of persons authorized to negotiate on the offeror’s behalf with the Government in connection with this solicitation.

5) Name, title, and signature of person authorized to sign the quote. Quotes signed by an agent shall be accompanied by evidence of that agent’s authority, unless that evidence has been previously furnished to the issuing office.

3.2.2 Email

Note: Offerors submitting via email shall ensure that attachments do not exceed 5 MB; offerors with attachments larger than 5 MB shall split their response into multiple emails to meet the 5 MB attachment limitation. In addition, .zip files will be filtered and removed by the MCRDPI firewall. Offerors shall rename the .zip file or send in an alternate format.

3.2.4 Restriction of Disclosure/Proprietary Information. If the offeror wishes to restrict the disclosure or use of its quote, mark the title page with the following legend:

“This quote includes data that shall not be disclosed outside the Government and shall not be duplicated, used, or disclosed -- in whole or in part -- for any purpose other than to evaluate this quote. If, however, a contract is awarded to this offeror as a result of -- or in connection with -- the submission of this data, the Government shall have the right to duplicate, use, or disclose the data to the extent provided in the resulting contract. This restriction does not limit the Government’s right to use information contained in this data if it is obtained from another source without restriction. The data subject to this restriction are contained in sheets [insert numbers or other identification of sheets]; and Mark each sheet of data it wishes to restrict with the following legend: Use or disclosure of data contained on this sheet is subject to the restriction on the title page of this quote”

3.3 COMMUNICATION WITH THE CONTRACTING OFFICE

3.3.1 Questions and Answers: Solicitation information and amendments will be posted to the Contract

Opportunities website at www.beta.sam.gov. Offerors may e-mail written questions requesting clarification of the

RFQ to the Government via the Contract Specialists, Anthony Islas at anthony.islas@usmc.mil. The Government will answer questions received up to ten (10) days after release of the solicitation and will provide responses to interested parties via an amendment to the solicitation. Questions received after this date may not be answered.

3.4 PRICE FACTOR REQUIREMENTS

The offeror shall complete blocks 12, 17, and 30a, 30b, and 30c of the 1449 (1st page of this solicitation). The offeror shall submit acknowledgement of any amendments issued prior to the closing date of the solicitation. In addition, Offerors shall complete provisions and submit Offerors Representations and Certifications with their quote as identified in FAR Clause 52.212-3 in the SF 1449 solicitation

Section B “Pricing Schedule” shall be completed by the offeror in accordance with the following:

i. The offeror shall only complete pricing details for the base year; ITEM NO 0001AA, 0001AB, and

0001AC.

ii. All prices contained in the pricing schedule reflect total compensation for the services detailed therein and are fully inclusive of all costs including labor (workers, management, aids, assistants, and operators), overhead, general and administrative (G&A) expenses, and profit.

iii. Lodging (single-occupancy rooms) are considered commercial in nature. The service to be provided, in whole or in part, is a readily available service provided in the general competitive market place. Offeror shall submit its price quote in the following format:

a. Offeror shall propose a firm fixed price for each CLIN to include the base period and all option periods. The prices proposed will be the prices that Government will evaluate.

3.5 PAST PERFORMANCE REQUIREMENTS

The Contractor Performance Assessment Reporting System (CPARS) application (https://www.cpars.gov) will be used in the evaluation of the offeror’s past performance.

Offerors are also requested to provide information and references for three (3) previous Government contracts whose effort is recent and relevant to the effort required by this solicitation. If the offeror has not had three (3)

Government contracts within the last five (5) years, information on recent and relevant subcontracts and/or commercial contracts may be submitted:

a) Relevant: Emphasis should be placed on requirements similar to the requirements set forth in the PWS and anything that the offeror considers pertinent in demonstrating its ability to perform the proposed effort.

b) Recent: For all submittals, the performance on efforts identified shall be restricted to those with complete or ongoing effort during the past five (5) years from the issuance date of this solicitation. Include the following fields for each reference at a minimum:

i. Customer/Agency;

ii. Contract/Task Order number;

iii. Total contract value;

iv. Period of Performance

v. Description of service / relevance to this task, provided in ‘bullet’ format; and

vi. References: Names / telephone numbers / e-mail for the Contracting Officer and/or Contracting

Officer’s Representative (ensure information is current)

If the Offer does not have recent and relevant past performance experience within the last five (5) years, then the

Offeror must make an affirmative statement to this effect. If the offeror affirmatively states it has no references, such offerors shall be assigned a past performance rating of "Neutral-Unknown Confidence.” The offeror has both the duty and discretion to determine which of its prior contracts are most relevant to the currently described requirements.

3.6 OTHER FACTORS REQUIREMENT

Offerors shall submit a detailed quote in compliance with conditions of this solicitation. The technical quote shall contain sufficient information to make a thorough evaluation and a sound determination as to whether the proposed services are adequate to meet the Government requirements in the PWS. The Technical Approach shall be specific, detailed, and sufficiently complete to clearly and fully demonstrate the offeror’s total comprehensive knowledge and understanding of the requirements and technical problems inherent to the work required. Generalized statements within the quote, such as, “standard procedures will be employed”, or “well known techniques will be used,” will be considered technically inadequate. Paraphrasing any part of the solicitation will also be considered inadequate. The technical approach shall include the following information and plans that describe how the offeror will provide the required services:

3.6.1 Technical Approach:

a) The contractor shall provide an affirmative statement in regards to their ability to meet and reserve the room requirements as specified in paragraph 3.1.1 of the PWS for the base year and Option Years I-III.

b) The contractor shall provide the design and layout of the hotel, proposed room locations, and dining facility where individuals will be located.

c) The contractor shall provide detailed information in regards to their ability to meet the sustenance requirements as specified under paragraph 3.1.2 of the PWS. Detail should include a sample menu of proposed meals and pricing information. See paragraphs 3.1.2.1 and 3.2.14 for more additional information.

d) The contractor shall provide detailed information in regards to their ability to support

Additional Lodging Support requirements as specified under paragraph 3.2 of the PWS.

e) The contractor shall provide detailed information and specify the availability of amenities as described in paragraph 3.3 of the PWS.

Offeror’s should note that data submitted prior to the quote submission will not be considered in the Government’s evaluation. Therefore, such data should not be relied upon nor incorporated in the technical quote by reference. All offerors are encouraged to submit substantial detail in response to this factor.

SECTION M - EVALUATION FACTORS FOR AWARD

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

Comparative Evaluation/Basis for Award

a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price, past performance, and other factors considered. The following factors shall be used to evaluate quotes:

1. Price;

2. Past Performance: The apparent successful, prospective contractor must have satisfactory or neutral past performance. Past Performance shall be evaluated in accordance with FAR 13.106-2.

The Contractor Performance Assessment Reporting System (CPARS) application

(https://www.cpars.gov) and survey of provided references will be used in the evaluation of the offeror’s past performance.

3. Other Factors: Contractor’s quoted supplies or services shall, at a minimum, meet the salient characteristics, specifications, deliverables, or performance requirements outlined in the solicitation.

For price evaluation purposes, the Government will use the base year quoted price and apply that price to each option year, to arrive to a total 5 year proposed contract price.

In accordance with FAR 13.106-2(b)(3), the government will conduct a comparative evaluation of quotations based on price and other non-price factors. The Government will first eliminate unacceptable quotations; the remaining quotations will be arranged from lowest price to the highest price. If there are more than two (2) quotes, the Government will conduct a comparative assessment of at least the two (2) lowest price quotes. The award will be made to the offeror’s whose quote is determined to have both a fair

& reasonable price and to be the most advantageous to the Government.

b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
