RFQ INDUSTRY Q&AS

U.S. Marine Corps Recruiting Command VoIP Equipment

RFQ Questions and Government Responses

Ref. No. M00263-20-Q-1001

Q1: In discussing with the OEM, Ribbon/SONUS, they indicated some of the part numbers/SKU’s may not be complete or fully accurate. Can you please clarify information pertaining to this part of the quote?

GOVERNMENT RESPONSE: This is correct, some SKUs were indeed changed by RIBBON since the Government’s market research was completed and equipment budgetary estimates were obtained. Your quote for this RFQ must reflect the new SKUs RIBBON has provided as the direct replacement of the SKUs originally listed in the RFQ CLINs; these new SKU’s represent RIBBON’S next generation of the SKU’s originally stated in the RFQ CLINs. The SKU’s/descriptions have been updated in the RFQ CLINs via Amendment 1 (along with the addition of CLIN 0028)-please see Amendment 1 details.

Q2: In reading the RFQ and the requirements, we noticed there is no implementation included with the requirement. Are you expecting drop shipment at all sites or will there be some sites, maybe the larger sites, that could potentially require implementation services?

GOVERNMENT RESPONSE: Drop shipments to the potential site addresses listed in the shipping addresses attachment is required, with specific sites/shipping locations to be idenified in each Delivery Order. Implementation services are not required at any site.

Q3: In paragraph 6.1, it states that the initial day 1 status report is due 14 days after award and is to include serial numbers, delivery schedule and shipment tracking numbers to be included. Due to lead times in ordering equipment and delivery of equipment, we are concerned with providing this level of detail that quickly after award. Can the Government please clarify what is to be provided specifically, or will latitude be given for information unavailable due to OEM and processing constraints?

GOVERNMENT RESPONSE: An initial Delivery Order will be placed simultaneously with award of the IDIQ contract. This initial Delivery Order will be in an amount that at least satisfies the minimum guarantee for the contract ($100,000). The only status information required during this initial post-award status report is for items ordered via this initial Delivery Order. Section 6.1 has been revised via Amendment 1 to change this initial post-award status report requirement from 14 days to 30 days for this initial order.

Please keep in mind that delivery on this initial order still must be completed in the required 30 day lead time (this lead time is required for all orders placed under the IDIQ).

Orders which will be placed at a later date are obviously are not subject to this initial post-award reporting requirement.

SECTION A - SOLICITATION/CONTRACT FORM

The required response date/time has changed from 13-Mar-2020 12:00 PM to 23-Mar-
