PERFORMANCE WORK STATEMENT
MCRD UNIFORM ALTERATIONS
1.0 INTRODUCTION. The Marine Corps Recruit Depot (MCRD) Parris Island Recruit Depot Clothing Branch has a requirement for uniform tailoring services for all Marine Corps Recruits (male, female, active duty and reserve duty) and Drill Instructors Candidates training and stationed at Marine Corps Recruit Depot/Eastern Recruiting
Region, Parris Island (MCRD Parris Island). The estimated quantities of personnel represent the Government’s best estimate on an annual basis. The Government reserves the right to modify uniform tailoring service schedules based on mission requirements at MCRD Parris Island. There are four (4) Appendices discussed within and attached to this PWS: Appendix 1--Publications and Forms; Appendix 2--Historical Workload Data; Appendix 3--Uniform
Pictures; and Appendix 4--Performance Requirements Summary.
2.0 BACKGROUND. The Marine Corps Recruit Depot/Eastern Recruiting Region, Parris Island (MCRD Parris
Island) and Drill Instructor Candidate School, train Marine Corps Recruits, and Drill Instructors Candidates. During training, these Recruits and Marines are issued a variety of uniforms for wear throughout their Marine Corps career.
The uniforms they receive must be tailored to meet Marine Corps standards as set forth in the Marine Corps
Uniform and Alterations Manual (TM 10120-15/1B) and the ASTM-D6193 Standard Practice for Stitches and
Seams. This requirement is for tailoring services of Marine Corps uniforms to comply with TM 10120-15/1B as set forth in the schedule and this Performance Work Statement (PWS). Fitting, marking, and tailoring are conducted at
MCRD Parris Island Building 6007 (male recruits) and Building 927 (female recruits).
3.0 ALTERATION SERVICES. The alterations of uniforms by the Contractor shall be accomplished in accordance with strict time frames dictated by training schedules from the Recruit Training Command and Drill Instructor
Candidates School. The Government, along with the Contractor, must work closely to ensure all uniforms are fitted, tailored, and returned to the individual within the time frames established by the training schedules.
3.0.1 The issue and fitting process for all uniforms altered under this contract has evolved over the years into a streamlined operation, considering the volumes of personnel fitted for uniforms. The following provides an overview of the initial issue and fitting of uniforms prior to actual alteration by the Contractor.
3.0.2 Government personnel are responsible for the issue, initial fitting (O-2 Appointment) and follow-on fitting appointments (O-3 and O-4 Appointments) of all individuals receiving uniforms.
3.0.3 During the “O-2, O-3, and O-4 Appointment, the government fitters shall identify discrepancies in the fit of the garments that do not meet the requirements of the TM 10120-15/1B. The Contractor’s tailor will mark, as appropriate, all alterations required to correct the discrepancies.
3.1 SCOPE OF WORK
3.1.1 Performance-based Outcomes: The Contractor shall provide MCRD Parris Island (on a continual schedule) with properly fitted military uniforms for all Marine Corps Recruits, and Drill Instructor Candidates. Additionally, the Contractor shall provide MCRD Parris Island (on a scheduled and unscheduled basis) with supplemental alteration services upon request, including Accelerated Delivery, and Emergency Delivery, as required under this
PWS. The Contractor shall develop and provide the transportation logistics to move tailors and uniforms between their location of operation within building 6007 (top floor room 202), to the Male Recruit Clothing Section (bottom floor of building 6007 room 121) and Female Recruit Clothing Section (building 927) satisfying strict timelines stated in the delivery schedules within this PWS.
3.1.2 Performance-based Objectives, Standards, and Measures: To determine whether performance-based outcomes have been met and what is considered acceptable performance, the Contractor service requirements are summarized into performance objectives and standards that relate directly to mission essential items. Attached to this PWS is
Appendix 4 Performance Requirements Summary (PRS) describing objectives, standards, and measures. An
Acceptable Quality Level (AQL), described in the PWS is the method the Government will use to measure and assess Contractor performance against performance standards within the PRS. The performance thresholds stated in the PRS describes the minimum AQL of service required for each performance requirement. Procedures that address how the Government will manage performance that does not meet performance standards as set by the AQLs.
3.1.3 The Contractor shall furnish all required labor, tools, equipment, management, and supervision necessary for the performance of all operations incidental to the marking, fitting, and alterations of male and female military uniform clothing. The Contractor shall furnish all materials except those items listed in paragraph 3.3.3 of this PWS.
3.1.4 Operating Hours: Normal working hours for the Recruit Depot Clothing are 0630 (6:30 A.M.) to 1700 (5:00
P.M.) Monday through Friday. The Contractor may be required to work on Federal Holidays.
3.1.5 Overtime and Other Special Requirements: The Government expects that the Contractor shall comply with all requirements of this contract within normal working hours. Any overtime determined necessary by the Contractor to accomplish the work load shall be considered Contractor’s management decision, and will not be approved for additional payment to the Contractor by the Government.
3.1.6 Uniform Issues per Recruit/Student: The following list indicates how many of each uniform garment is issued per individual, which is categorized by type of military personnel. All garments may require tailoring services with the exception of male short/long sleeve shirts, which may only require Chevrons, as indicated below. All female shirts, however, may require alterations along with chevrons. Uniform Pictures Appendix 3 contains all uniforms that require tailoring.

3.2 CONTRACTOR PERSONNEL
3.2.1 The Contractor shall be required to furnish a sufficient number of qualified personnel to accomplish all work required within the time frames set forth in the delivery schedule of this contract. The number of Contractor personnel required at any given time may vary due to changes in Recruit training schedules. However, a program/project manager with a minimum of four years of experience in managing high volume service related production environment, must be on site to manage the day to day operations of this contract.
3.2.2 The Contractor shall be required to provide continuous and uninterrupted tailoring service during the conduct of any scheduled clothing appointment. In the event the contractor's employees require breaks or rest periods during a scheduled clothing appointment, the Contractor shall devise a system which provides uninterrupted tailoring service.
3.2.3 The Contractor shall develop and maintain a contingency plan, that outlines planned solutions (necessary to meeting all scheduled events) for unplanned events that includes but are not limited to; unscheduled work, steam and power outages, inclement weather, base closure, building renovation, surges in workload and shortened time frames for performance. The contingency plan will be reviewed by the Government at the time of award for updates. If requested by the Government, an updated contingency plan shall be submitted by the contractor within fifteen (15) calendar days from the time of notification for review and approval by the Contracting Officer. For each occurance of an unplanned event, the Government will review the possibility of extending the delivery time (when possible) if extending the delivery time will alleviate the contractor from incurring additional cost. However, if the delivery date cannot be extended, the contractor will not be entitled to compensation. There is a potential for an average of ten (10) hours of steam outages and eight (8) hours of steam & power outages per year.
3.2. Contractor's employees shall observe and comply with all MCRD Parris Island rules and regulations applicable to contract personnel (including those applicable to the safe operation of equipment and vehicles).
3.2.5 The Government may require the Contractor to remove from the job site any employee found to be under the influence of alcohol, drugs, or any other incapacitating agent. The removal from the job site of such person(s) shall not relieve the Contractor of the requirement to provide sufficient personnel to perform adequate and timely services.
3.2.6 Contractor personnel shall not loiter in or around the Government installation.
3.2.7 The Contractor shall establish a minimum dress standard to ensure that the attire of those personnel conducting business aboard MCRD Parris Island presents a neat and tidy appearance (i.e. no ripped, torn or soiled clothing).
3.2.8 The Contractor agrees it will not employ active duty military personnel or any career civil service employee to perform work under this contract.
3.2.9 In performing the services required herein, the Contractor shall conform to all safety rules and regulations applicable to buildings and facilities which are in effect during the time of performance of this contract, specifically the Depot Order 5100.16F and Marine Corps Order 5100.8F as well as the Federal Occupational Safety and Health
Administration (OSHA) Regulations as may be reasonably required for accident free performance. Appendix 1 lists the USMC orders.
3.2.10 The Contractor and his/her employees shall become acquainted with and obey all Depot regulations as applies to the operations of the functions described herein, and as applies to contract personnel employed and working aboard MCRD Parris Island.
3.2.11 The Contractor shall comply with all MCRD Parris Island security requirements. The Contractor shall submit the name and address of each employee hired for work on this contract and complete any forms required for security. Neither the Contractor nor any of his/her employees shall disclose or cause to be disseminated any information concerning the operations of the activity which could result in or increase the likelihood of the possibility of a breach of the activity's security or interrupt the continuity of its operation.
3.2.12 Depot Access: Contract personnel performing work under this contract who require access to the military installation shall obtain the appropriate vehicle passes and identification. Before services commence, the Contractor shall arrange to obtain identification passes for all employees and vehicles to be employed on the job site. This can be done by contacting the Command Security Manager on MCRD Parris Island. Privately owned and Contractor owned vehicles to be operated aboard the MCRD Parris Island must be registered within 48 hours after arrival at said installation. Evidence of compliance with Automotive Liability Coverage must be presented upon application for MCRD base vehicle registration of privately owned vehicles. Contractor owned vehicles must comply with insurance requirements set forth in FAR 52.228-5 Insurance – Work on a Government Installation.
3.2.13 During performance under this contract, if the KO notifies the Contractor, in writing, of any noncompliance in the performance of this contract regarding safety and health rules and requirements prescribed by applicable federal, state, and local laws, ordinances, and codes, and the Contractor fails to take immediate corrective action, the
KO may order the Contractor to stop all or part of the work until satisfactory corrective action has been taken. Such an order to stop work shall not entitle the Contractor to an adjustment of the contract price, reimbursement for resulting increased costs, or an adjustment of the delivery or performance schedule.
3.2.14 Insurance: Within fifteen (15) days after the award of this contract, the Contractor shall furnish the contracting officer and the COR a Certificate of Insurance as evidence of insurance coverage as specified in accordance with FAR 52.228-5 Insurance – Work on a Government Installation. At a minimum, the contractor shall be responsible for all garments in its possession; for insurance purposes, the maximum value being approximately
$100,000 for any single day. Non-repairable articles of clothing that have been replaced by the contractor with new articles of clothing will become the property of the contractor.
NOTE: All Certificates of Insurance forwarded to the contracting officer must be identified by the applicable contract number.
3.2.15 Vehicle Insurance: Contractor owned vehicles must provide insurance coverage on each vehicle used in the performance of this contract as follows: $200,000.00 per person and $500,000.00 per occurrence for bodily injury, and $20,000.00 per occurrence for property damage. Contractor must submit evidence of the required liability coverage of each contractor vehicle to the Contracting Office prior to contract performance.
3.3 MATERIALS AND SUPPLIES
3.3.1 Contractor Furnished Materials: All labor, equipment, materials and supplies, unless otherwise specified, shall be provided by the Contractor. At no time will any material and/or supply be used which deviates from the original intended design, appearance, or standard required by the Marine Corps as specified in the latest TM 10120-15/1B.
3.3.2 The Contractor shall be required to furnish all equipment to accomplish all work required within the time frames set forth in the delivery schedule of this contract. At a minimum, the Contractor shall provide the
Government with the list of furnish equipment by make, model, and year. The list shall be divided into the following categories: 1) Equipment on hand, and 2) Equipment pending acquisition. This list shall be updated annually and furnished upon request of the Government.
3.3.3 In addition to the furnished equipment for this requirment the Contractor shall provide the following:
a. Zippers: Any zipper requiring replacement shall be provided at the contractor’s expense, and shall conform as closely as possible to the original zipper in appearance.
b. Clothing Carts: The contractor is responsible for maintaining the equipment required to transport garments.
The contractor shall maintain enough equipment (normally carts) capable of transporting the approximately
1800 uniform items per appointment.
c. Cleaning/Consumable Supplies: The contractor is responsible for maintaining a clean and sanitary workplace to include restroom facilities and employee lounge area. The contractor shall furnish all cleaning and consumable supplies required for the day-to-day maintenance and operation of the Bldg.#
6007 facility to include restroom facilities and employee lounge area.
d. Local and Long-Distance Telephone Service: All costs for these services, including installation, fees for local and long distance telephone calls, internet, equipment charges, maintenance fees and taxes shall be the contractor’s responsibility.
e. Office Equipment, Supplies, and Tools: The Contractor is responsible for furnishing any office equipment, office supplies, or tools necessary to meet the performance requirements stated in the contract. This includes administrative supplies and other products needed to perform the requirements of this contract.
3.3.4 Government Furnished Materials: The Government shall provide the following items for all Alterations:
Uniforms, chevrons, NCO stripes, name/service tapes, collars for blue coats, buttons for blue coats, service coats, long and short sleeve shirts, epaulets, belt loops, and pocket flaps (excluding snaps). Other items may be provided by the Government as circumstances dictate. The Government will provide water, sewer, steam (where applicable), heating and cooling, and electrical power services at Building 6007, MCRDPI for alterations. The fitting appointments shall be performed at designated areas on MCRDPI. The Government will provide approximately
8,563 square feet workspace, 600 square feet of office space, and 200 square feet of storage space in building 6007.
3.4 WORKMANSHIP
3.4.1 Alteration Markings: All alteration markings shall be made by qualified Contractor tailors who are both experienced and familiar with altering military uniform clothing. Alteration marking shall be performed while the garment is on the individual to be fitted and shall include all markings necessary to alter the garment to within the tolerances specified in TM 10120-15/1B. All alterations shall be in conformance with TM 10120-15/1B and shall include pressing seams and cuffs flat, and removal of any chalk markings, etc.
3.4.2 Sewing, Stitching, Cutting, and Tailoring: All sewing, stitching, cutting, and tailoring shall be performed by qualified Contractor personnel and shall conform to the original intended appearance of the garment within the tolerances permitted by TM 10120-15/1B.
3.4.3 Original Design: No uniform alteration shall be made which will alter or change the basic design or appearance of the uniform. Further, no uniform alteration shall be made which will deviate from the normal alteration method specified in the Military or Federal Specification applicable to that altered garment.
3.4.4 Fitting: The Government fitters are responsible for providing the Recruits with the proper size uniforms. If the
Government Fitter determines the recommended alteration is not required, the alteration will not be performed.
3.4.5 Name and Service Tapes: The contractor will be provided the name and service tapes upon scheduled pickups of the Marine Corps Combat Utility Uniform (MCCUU) from the recruit companies.
3.4.6.1 Sewing on of name and service Tapes: Tapes shall be sewn on the Marine Corps Combat Utility Uniform
(MCCUU) blouse and trouser with the ends of the tape turned under and using a plain straight stitch with thread that matches the tape fabric in accordance with TM 10120-15/1B.
3.4.6.1.1 The Contractor shall sew on the name/service tapes and identify completion of work in accordance with the fitting dates listed in section 3.6.1 of this PWS. The schedule for pick-up of MCCUU’s for sewing on of tapes is accomplished Training Day (TD) 20 (first MCCUU pickup (2) sets) and TD 36 (second MCCUU pickup (3) sets).
The schedule for completion and delivery of MCCUU’s is accomplished on TD 28 (first MCCUU delivery (2) sets) and TD 46
(second MCCUU delivery (3) sets). Pickup of female recruit MCCUU’s will be from building 927 (Female
Clothing Section). Pickup of male MCCUU’s will be from the scheduled recruit companies. All deliveries will be sent to building 6007 room 102. The Contractor with Government approval will adjust schedule to accommodate for lost time as a result of inclement weather, etc.
3.4.6.1.2 Five sets of name/service tapes will be sewn on MCCUUs for DI school.
3.4.6.1.3 The Government will only provide MCCUUs that are new or have been laundered prior to pick up for sewing on of tapes. The Contractor is not required to accept uniforms that are not in new or laundered condition to attach tapes.
3.5 TRANSPORTATION OF UNIFORMS
Transportation of all garments, outlined in section 3.6.1 of the PWS that is signed for by the Contractor from the respective MCRD fitting decks, to or within building 6007, is at the Contractor's expense. The Contractor shall return all completed alteration garments to COR, located in building 6007 MCRD Parris Island.
3.5.1 Recruit Issues: Garments shall be separated by item and Recruit Platoon within a Battalion. Separation shall be accomplished using colored tags. The Contractor shall be responsible for providing, operating, and maintaining a vehicle capable of transporting clothing to and from various scheduled Company locations aboard MCRD Parris
Island, Bldg. 927, and 6007 as specified in 3.6.1 of the PWS. The following approximate quantities of clothing per
Recruit clothing appointment:

3.5.2 Drill Instructor Issues: Garments shall be separated by item and Drill Instructors School Class. 3.6 DELIVERY SCHEDULE
The following delivery schedule consists of issues to Recruits, and Drill Instructors School Marines. The Training days (“TD” days - Training Day(“M” days - Marine) listed provides a basic plan that is subject to change as a result of holidays, training commitments, or at Command discretion. Federal Holidays that fall on Mondays have a significant impact on fitting. Other holidays may affect the turnaround time. All changes shall be coordinated between the Contractor and the COR or his authorized representative. When the schedule states "Fitting," one or more tailors will be required to be on site at MCRD Parris Island. Each Recruit/Candidate will require up to three fittings with the first fitting being the largest volume of clothing.
3.6.1 Recruit Schedule: This schedule provides the general O-2 fitting appointment times for one company. Each company is divided into two series, “lead” being the first, and “follow” being the second series of the company. The schedule below will be valid for all companies within a Battalion and all Battalions within the Recruit Training
Regiment (RTR). Companies that are 300 Marines or less may be put on a "company track" at the discretion of the
RTR. When this occurs the company will operate on the "lead" schedule. The number, location, and times of fittings are subject to change at the Government’s discretion.

3.6.2 Drill Instructor School Students Schedule
Alteration fitting appointments furnished for all Drill Instructor (DI) Candidates shall be performed in building
#6007, MCRDPI. Clothing will normally be available for alterations on or around Training Day (TD) 40 of the DI
School schedule. The contractor shall have seven (7) days from the date of receipt to alter and return drill instructor clothing to Organizational Clothing in building #159. Under normal delivery schedules, garments shall be inspected by the COR.

3.6.3 Authorized Permanent Personnel Alterations: Contractor shall provide alteration services for authorized
Permanent Personnel recipients during their tour of duty on MCRDPI. Recipients who qualify for these alteration services shall deliver and pick up their uniforms at Depot Clothing, building #6007. The contractor shall have five
(5) working days from the date of receipt to alter and return the altered uniforms to Depot Clothing. Under normal delivery schedules, garments shall be inspected by the COR.
3.6.4 Expanded Hours: Approximately 12 times a year the Recruit Depot Clothing Branch is required to expand their hours 1-2 hours each instance (approximately 6-10 hours). In the event the hours of the Recruit Depot Clothing
Branch are expanded, the Contractor will be required to perform its work hours accordingly (usually no earlier than
0530 and no later than 1700), to support Marine Corps Recruit alteration appointments. Generally, tailor support will be the only service required after normal working hours should the Recruit Depot Clothing Branch temporary expand their hours of operation. 48 hours advance notice will be given to the Contractor prior to expanding hours of work.
3.6.5 Walk-in Tailoring of Recruits or Permanent Personnel: During normal operating hours the Contractor shall have a tailor available for the tailoring of uniforms. All alterations shall be charged at the amount specified in the corresponding SUBCLIN. The tailor will be expected to arrive to perform tailor services no later than 30 min after notified. Items shall be returned within three working days following the fitting. This is expected to happen approximately 50 times per year. This number can increase at the discretion of the COR. A single event will include one to several personnel requiring tailoring services at one unscheduled time period. These events are required when Recruits or Students miss their original fitting appointment and subsequently need prompt tailoring services. Walk-ins will be scheduled between the hours of 0700 to 1600. This time may be changed at the discretion of the COR. During these hours, the Government will intermittently provide a small working space for the Contractor at the Recruit Depot Clothing Branch with enough room for a desk and chair for a tailor to remain onsite between walk-in appointments.
3.6.6 Emergency Tailoring: Emergency clothing appointments may occur, approximately 12 times per year, which require complete alteration services for Recruit personnel. When an emergency clothing appointment is directed by the COR, the Contractor shall alter and provide delivery of the garment altered within two hours of receiving the garments. The Contractor shall not receive additional compensation for emergency clothing appointments other than the Emergency Appointments that occurs as a result of the following circumstances:
3.6.6.1 Clothing articles not previously available to recruit personnel during normal clothing appointments (Special order and/or Due Members).
3.6.6.2 Recruit personnel who were unavailable at the normal clothing appointment; or
3.6.6.3 Recruit personnel required to depart the Depot under emergency leave.
3.6.7 Time of Delivery: Uniforms will be returned during normal working hours, 0630-1700.
3.6.7.1 Contractor Notice Regarding Late Delivery: In the event the Contractor anticipates or encounters difficulty in complying with the contract delivery schedule or in meeting any of the other requirements of the contract, the
Contractor shall immediately notify the COR and follow up, in writing, indicating the reason(s) for late delivery.
The information shall not be construed as a waiver by the Government (i) of any delivery schedule or date or (ii) of compliance with any other contract requirement by the Contractor or (iii) of any other rights or remedies provided to the Government by law under this contract.
3.6.7.2 Early Deliveries: The Contractor is authorized and encouraged to deliver earlier and/or exceed the delivery rate set forth in the schedule. Such accelerated delivery shall not obligate the Government to any additional costs.
3.8 TRACKING REQUIREMENTS: The Contractor shall record and maintain all uniform alterations completed under the contract electronically with the ability to export into a spreadsheet. At a minimum, this spreadsheet shall include data categorized by: (1) number of individuals serviced under Company name for Recruits or the School name for Students; (2) CLIN used for individual alteration types of services performed, and; (3) the calendar date of services performed. The Government shall have full access to these Contractor records and will review and monitor these records at any time during work hours upon request.
3.9 FORECAST OF PERSONNEL
3.9.1 The following list provides an estimated forecast of anticipated Recruit and Drill Instructor School input scheduled during the contract period. This is a forecasted estimate only and shall not constitute a basis for price adjustment or claim under this contract in the event the estimated Recruit input should vary. Alteration services furnished herein for clothing shall be performed at building 6007. There are approximately 300 to 600 male Recruits and 150 to 200 female recruits per week, who will require uniform alterations. Appendix 2 contains historical monthly workloads.
3.9.2 Yearly estimated quantities may have a +/- 15% variation depending on the needs of the Marine Corps.
Estimates for the base year and each option year are as follows:
3.9.2.1 Male/Female Recruits: 20,000
3.9.2.2 D.I. School (Male and Female): 285
3.10 PACKAGING AND MARKING
3.10.1 The Contractor shall be responsible for all garments in Contractor’s custody. Upon receipt of garments, the
Contractor's custodial responsibility shall remain in effect until such time as the altered garments are returned and receipted for, on the appropriate form, by the COR or his designated representative. The Contractor will provide forms to account for the receipt of uniform articles from the Government and returned uniform articles to the
Government.
3.10.2 Identification of Garments: The Contractor shall provide a color-coded tags approved by the COR as a means of marking or identifying all garments requiring alterations. A different color shall be used to identify each recruit, and Drill Instructor’s School. The Contractor shall provide color tags for purposes of distinguishing between
Battalions and Drill Instructor Schools and for special circumstances for Recruit uniforms. Garments shall be tagged to ensure that each garment receipted for by the Contractor can be readily identified to the individuals for whom the garments were originally issued. Marking must not be of a permanent/ indelible nature.
3.10.3 Damaged or Missing Garments: The following action shall be taken upon determination by the COR that an article of Government clothing in the Contractor's custody has been damaged or is missing:
3.10.3.1 The COR will attempt to resolve any issue that does not involve providing additional funds. If the COR cannot resolve the issue or if additional funds are required, the COR will notify the KO, in writing, setting forth an itemized list of damaged or missing Government clothing. The status, supported by details (i.e. Platoon number, individual alteration number, description of garment, and present status of garment), shall also be included. The KO will notify the Contractor, in writing, of the damaged or missing garments.
3.10.3.2 Within five (5) calendar days (or before graduation, whichever is earlier) after receipt of the COR’s notification of damaged or missing garments, the Contractor shall repair, correct, and tailor to fit the damaged articles at no additional cost to the Government. If the contractor disagrees with the COR’s assessment, the contractor may appeal to the contracting officer. In the case of lost garments, the Contractor shall replace missing articles by means of a purchase from the Marine Corp Exchange (MCX) through the COR at the current price (the price is subject to change). All replacements shall be provided to the COR with ample time to tailor, as appropriate, prior to the respective graduation ceremony. Tailoring of replacement items shall be at no additional cost to the
Government.
3.10.3.3 The Contractor shall be responsible for all garments in its custody.
3.10.3.4 Articles subsequently found relative to the provisions of 3.10.3.1 and 3.10.3.2 above shall not become the property of the Contractor and shall be returned to the COR. Any non-repairable or damaged articles of clothing replaced by the Contractor will be returned to the COR.
3.11 PRESSING: Coats and trousers will be pressed utilizing commercial quality, steam powered equipment after alteration. This shall include: pressing altered seams flat, pressing cuffs flat, removal of any chalk marking after hemming etc.
4.0 CONTRACTOR QUALITY CONTROL PLAN. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Quality Control Plan (QCP) will be reviewed by the Government at the time of award for updates. If requested by the Government, an updated QCP shall be submitted by the contractor within fifteen (15) calendar days from the time of notification for review and approval by the Contracting Officer. The plan shall be in sufficient detail to demonstrate commitment to quality control across the entire spectrum of this contract. Records of all inspection work performed by the Contractor should be documented and maintained. Those records shall be made available to the Government upon request. The Contractor shall develop corrective action plans designed to correct any deficiencies noted during their Quality Control inspections. Corrective action plans shall be effective at preventing repeated defects. The plan shall include, at a minimum: 1) Controls to ensure timely and complete accomplishment of all scheduled actions. 2) Procedures for accomplishing and verifying corrective action on noted deficiencies. 3) Maintenance of records that identify time frames for noted discrepancies and corrective actions taken. This document shall be updated periodically to reflect operational, requirements
4.1 ENTERPRISE-WIDE CONTRACTOR MANPOWER REPORTING APPLICATION (ECMRA).
The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for Uniform Alteration Service via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are:
(1) W, Lease/Rental of Equipment;
(2) X, Lease/Rental of Facilities;
(3) Y, Construction of Structures and Facilities;
(4) S, Utilities ONLY;
(5) V, Freight and Shipping ONLY.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year
(FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk, linked at https://doncmra.nmci.navy.mil.
4.2 CONTRACTOR BASE ACCESS INFORMATION
A. INTRODUCTION
The Commanding General (CG), MCRD/ERR PI grants the privilege to gain access to the Depot, conditionally, to those individuals or organizations that meet the minimum qualifications and conform to regulations. CG, MCRD/ERR PI retains the responsibility to suspend or revoke access privileges if necessitated by and action deemed contrary to maintaining good order and discipline aboard this installation. In order to gain access to Marine
Corps Recruit Depot, Parris Island (MCRDPI), SC, non-Federal Government and non-DoD issued ID cardholders require identity proofing and vetting to determine fitness and eligibility for access.
All contractor personnel, to include delivery personnel, who perform work on Marine Corps Recruit Depot Parris
Island, SC (MCRDPI) for the cited contract must adhere to the Defense Biometric Identification System (DBIDS) process to gain access MCRDPI provided in paragraphs B and C. Individuals operating a vehicle aboard our military installations are required to have a valid, U.S. Driver’s License, registration, and insurance. If an individual has a foreign driver’s license, said individual must also provide a valid Passport. The contractor shall understand and comply with Depot Order 5512.12A Access Control Regulations.
Marine Corps Installations across the region are transitioning to a new government-owned access control system called Defense Biometric Identification System (DBIDS). This new and enhanced system replaces RAPIDGate and MCESS for contractors and other non-DoD-affiliated personnel requiring installation access. DBIDS is already installed at more than 320 sites with over 5 million registered personnel and unlike previous systems, this one is a free service.
In order to reduce wait time when exchanging your RAPIDGate/MCESS credential, it is highly recommended each applicant pre-register at https://dbids-global.dmdc.mil/enroll#!/.
B. DBIDS ACCESS
DBIDS credentials is now being issued as of October 1, 2018. If you currently hold a valid Common Access Card
(CAC), dependent ID card, reserve ID card, or retiree ID card, issued by the Defense Enrollment Eligibility
Reporting System (DEERS), no further action is required.
You will be automatically enrolled in DBIDS when your ID card is initially scanned at the gate. Expect a one-time delay of 3-6 seconds as the DBIDS system initially registers your information.
CURRENT CONTRACTORS
- DBIDS credentials will be valid for the duration of your contract, not to exceed five years; however, re-vetting of individuals’ information will occur each year.
- RAPIDGate/MCESS credentials are still being accepted at Parris Island Depot. An exact termination of
RAPIDGate is 31 December 2018.
NEW CONTRACTORS
The contractor shall submit a written request on company letterhead to the Contracting Office listing the following:
contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base. The format for the letter will be provided by the Contracting Office. In addition to the aforementioned letter, the contractor must also submit a contractor information sheet on each employee. A template for the letter and contractor informational sheet template will be provided upon contract award. The Contracting
Office will endorse the request and forward to the Depot Security Manager Office for processing. This information https://doncmra.nmci.navy.mil/ https://dbids-global.dmdc.mil/enroll#!/ must be provided to the assigned Contract Specialist and/or Contracting Officer for the contract at least two (2) weeks prior to start of the contracts period of performance.
Contractors must do the following in order to obtain a base access card:
- Submit Contractor Application Form and cover sheet to the Contracting Office
- The Contracting Office will send the form to G3 Security
- Once cleared (weekly list sent out), pre-register at DBIDS o Google DBIDS (1st link) o https://dbids-global.dmdc.mil/enroll#!/
- Take QR code to PMO for badge
- If cleared with the Air Station, an application still needs to be submitted to Security at Parris Island but we will reciprocate off of their cleared/not cleared for base access.
- New contractors requiring access for over 60 days will receive a credential valid for up to one year.
- New contractors requiring access for less than 60 days will receive a temporary paper pass.
Pending means that there were issues that our office needs to review to determine if the individual will or will not be denied base access.

C. Contractor’s Responsibility
A criminal background check conducted by the MCRDPI Security Manager’s Office shall be required for all contractor personnel who make frequent visits to or perform work on the MCRDPI cited in the Contract, prior to the start date of the contract. Contractors are required to review any proposed employee prior to submitting their names for the background check. Depot access will be denied if it is determined that the personnel requesting access are within one of the following categories:
1. On the National Terrorist Watch List.
2. Illegally present in the United States.
3. The subject to any outstanding warrant or criminal summons.
4. Has knowingly submitted an employment questionnaire with false or fraudulent information.
5. Has been issued a debarment order and is currently banned from any military installation.
6. A prisoner on work-release program or currently on felony probation/parole.
7. A registered sex offender.
8. Membership within the previous 10 years in any organization that advocated the overthrow of the U.S. Government or affiliated with any active gang.
9. Is pending any felony charges.
10. Has been convicted of a felony within the last ten (10) years.
11. Has multiple (three or more) misdemeanor criminal offenses to include, but not limited to:
a. Drug Offenses
b. Offenses of violence
c. Weapons offenses including those where the weapon was used as either the means of the violence or threat of violence
d. Larceny/theft
12. Any reason the Installation Commander deems reasonable for good order and discipline.
No physical badge will be issued. If a contractor’s proposed employees requiring access meet the required criminal background check, upon entry, each contractor employee must present a valid form of identification (Driver’s
License). At the front gate, the Provost Marshall’s Office will screen each contractor employee against MCRDPI
Security Manager’s Office listing of approved contractor employees. The operator of the motor vehicle must also provide valid registration and current insurance.

5.0 GOVERNMENT QUALITY ASSURANCE
5.0.1 The Government will monitor the Contractor’s performance using a combination of inspection, and validated customer complaints in accordance with the Quality Assurance Surveillance Plan (QASP), which will be provided to the contractor upon award of the contract. A Contracting Officer’s Representative (COR) will be designated to represent the Contracting Officer for the purpose of coordinating with the vendor in administering the technical aspects of contract performance. The Contracting Officer may issue written instructions to fill in details in the scope of work set forth in this contract via the COR. The COR is not authorized to make any changes which affect the contract amount, terms or conditions. The Contracting Officer is the only party authorized to bind the Government.
5.0.2 The Government will inspect the Contractor's efforts for compliance with the contract terms to the standards set forth in TM10120 15/1.
5.0.3 Contractor Discrepancy Reports (CDR): When the Contractor's overall performance is unsatisfactory, a CDR will be issued by the COR via the KO. The Contractor shall reply, in writing, within ten days following receipt of the CDR, identifying the reason(s) for unsatisfactory performance and discussing the corrective action to be taken to prevent recurrence. A meeting between the Government and the Contractor may be called whenever a CDR is issued for discrepancies or Contractor non- responsiveness discovered during the evaluation/surveillance period. The written minutes of this meeting will be prepared by the Government and signed by the Contractor.
5.0.4 This contract is subject to Government inspection during any phase of fitting and final delivery. Only those alterations not in compliance with TM 10120-15/1B will be considered and counted as a defect.
5.0.5 Acceptance acknowledgment that the Contractor services conform with applicable contract quality-standards ordinarily occurs after delivery of the altered uniforms and completion of quality assurance actions in accordance to the PRS and the QASP. MCRD Battalion Commanders or Directors of Schools will conduct final inspections prior to graduation. If any uniform garments are deemed defective at the Commanders/Directors’ inspection, the
Contractor shall rework those defective garments and deliver them to the COR for final inspection and acceptance.
5.0.6 Following the initial fitting by a Government employee, the Recruit or Marine is seen by a Contractor tailor.
The Contractor tailor shall follow standard industry practices and TM 10120-15/1B for marking uniforms that require alteration. Any discrepancies shall be addressed to the COR. If an agreement cannot be reached, the issue shall be referred to the KO. The KO will consider and evaluate all information, and will be the deciding authority.
The decision rendered by the KO shall be final.
5.0.7 Random Inspections: The COR will conduct random quality inspections on delivered altered uniforms to ensure that the alteration services performed are satisfactory. The quality inspection shall also be used to ensure that all alterations are made in accordance with TM 10120-15/1B and the requirements contained in this contract.
5.0.8 Performance Evaluation Meetings: The Contractor's representative shall meet with the Government's COR weekly during the first three (3) months of the contract. Thereafter, meetings will be as often as necessary, however, no less than monthly, at the discretion of the COR. A mutual effort will be made during these meetings to resolve all issues identified. The written minutes of these meetings, prepared by the Government, shall be signed by the
Contractor. If the Contractor does not concur with the minutes, the Contractor shall state any areas of disagreement to the KO, in writing, within three (3) days.
5.0.9 Unsatisfactory or Non-performed Work: The Government will give the Contractor written or oral notice of deficiencies when discrepancies are noted. The Contractor will be held to the full performance of this contract.
Contractor shall only invoice for authorized work completed.
5.0.9.1 In the case of non-performed work, the Government:
5.0.9.1.1 Will verify that this work is not in the Contractor’s invoice. Any invoices containing non-performed work will be returned to the Contractor for correction.
5.0.9.1.2 May, at its option, afford the Contractor the opportunity to perform the non-performed work within a reasonable period, subject to the discretion of the COR, but in no event longer than 24 hours. Upon notice to the
Contractor of such nonperformance, the nonperformance shall be completed at standard rates, with no additional cost to the Government, i.e., Accelerated Delivery charge; or
5.0.9.1.3 May, at its option, perform the services by use of Government personnel or some other means.
5.0.9.2 In the case of unsatisfactory work, the Government:
5.0.9.2.1 May, at its option, afford the Contractor the opportunity to correct the unsatisfactory work within a reasonable period, subject to the discretion of the COR, but in no event longer than 24 hours. Unsatisfactory performance shall be corrected at no additional cost to the Government;
5.0.9.2.2 May, at its option, perform the services by use of Government personnel or some other means; or,
5.0.9.2.3 Will verify that this unsatisfactory work is not in the Contractor’s invoice. Any invoices containing unsatisfactory work will be returned to the Contractor for correction unless the Contractor is afforded an opportunity to and has re-performed and satisfactorily completes the work.
6.0 EQUIPMENT, MATERIAL, AND PERSONNEL REQUIREMENTS. The Contractor shall have all required equipment, material and personnel available for full performance of all services required under this contract on the effective date of the contract.
