The set aside percentage 100.00% has been deleted.

The required response date/time has changed from 05-Apr-2019 10:00 AM to 24-Apr-2019 10:00 AM.

The Acquisition Set Aside has changed from Small Business to No Preference / Not Listed.

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

The following have been modified:

ADDENDUM TO 52.212-1

L.1. Procurement Approach This procurement is being conducted pursuant to FAR Part 12 & 13 procedures under the NAICS code 721110 . The incorporated provisions and clauses listed in the solicitation are those in effect through Federal Acquisition Circular 2005-87 and effective 7 Mar 2016 and DFARS Publication Current to DPN 20160226 Effective 26 Feb 2016 Edition. Definitions can be obtained at the following web-site www.acquisition.gov. The government intends to issue one (1) firm fixed price contract for parking. The Service Contract Labor Standards statue is not applicable pursuant to FAR Part 22.1003-4 (C)(1)(iii).

L.1.1 NAICS CODE

Interested parties shall have this solicitations’ NAICS code 721110, Size Standard in $32.5M listed on their respective SAM.GOV (https://www.sam.gov/portal/public/SAM) profile prior to award being made. Failure to have this NAICS code listed on their SAM profile will result in not being considered for award.

L.2. QUESTIONS AND CLOSING DATE/TIME

Discussions: If during the evaluation period it is deemed to be in the best interest of the Government to hold discussions, Offeror responses to clarifications/discussion notices will be considered in making the source selection decision.

The closing date for quote submission is April 24, 2019 at 10:00 AM EST. Offers received after this date and time will be deemed ineligible for award. Quotes shall be submitted by one of the following methods:

L.3. Offerors must provide their technical quote with no company identifying information on any page except the first page. Failure to follow this instruction may result in rejection of your quote.

L.3.1. The following information/items shall be submitted with the quote:

1. Completed Offerors Representations and Certifications in accordance with FAR 52.212-3 Alt 1 if not registered in SAMS.

1. FOB destination delivery annotated.

1. Provide Offerors Tax Identification number and Cage Code.

1. Complete and signed the DD 1449 (Blocks 30a, 30b, and 30c); with company’s information (1st page of this RFQ).

52.252-1 SOLICITATION PROVISIONS INCORPORATED BY REFERENCE (FEB 1998)

This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer. In lieu of submitting the full text of those provisions, the offeror may identify the provision by paragraph identifier and provide the appropriate information with its quotation or offer. SECTION M - EVALUATION FACTORS FOR AWARD

The following have been modified:

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

The following evaluation factors will be used to evaluate each proposal. The basis for this award will be best value. Award will be made to the Offeror proposing the combination most advantageous to the Government based upon an integrated assessment of the evaluations factors described below:

Technical Capabilities

Ability of vendor to meet or exceed (via supplementary offerings) requirements provided in support of section 3.1.a of the Performance of Work Statement.

Amenities

Ability of offeror to meet or exceed amenities identical or similar to those listed at section 3.2 of Performance Work Statement.

Factors Three (3) Price

The evaluation criteria are listed in descending order of importance. Collectively, the non-price evaluation criteria are significantly more important than price.

Past Performance-- Successful, awardee shall have satisfactory past performance. Contractor must provide two (2) past performance shall be references for similar type support with the last three (3) years. Similar type support will be similar to this acquisition in terms of number of rooms provided, duration of lodging period, number of conferences per years and Mandatory Specifications as described in RFQ section 3.1

The apparent successful, prospective contractor shall have satisfactory past performance. Past performance shall be evaluated in accordance with FAR 13.106-2. Governmentwide Supplier Performance Risk System (SPRS) at (https://www.sprs.csd.disa.mil) will be considered as part of the past performance evaluation process.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
