SOW

Statement of Work Large Format Printers/Scanner Procurement and Maintenance

Combat Camera Division (COMCAM) Marine Corps Recruit Depot, Parris Island, SC (MCRDPI)

Background

MCRDPI COMCAM currently has two total large format production printers: (1) Canon OCE Colorwave 600,

(1) Canon Image PROGRAF 9000 and (1)Contex Magnum G600 Large Format Scanner within our reproduction section. These machines are government owned and have surpassed their expected performance life-cycle and must be replaced. The Canon OCE is currently in use by COMCAM. The Canon Image PROGRAF 9000 and the (1) Contex Magnum G600 Large Format Scanner are both inoperable and are being processed for disposal.

Scope of Work

Purchase two (2) new large format printers and one (1) large format scanner with a minimum one (1) year warranty for parts and service (Base Year). In addition, the government has a requirement for four (4) option years of on-site service. Toner is only required for the base year.

Tasks

CLIN 0001 Provide two large format printers with the following salient characteristics:

1. Must offer color and monochrome printing with zero dry time and should be capable of producing (toner based) prints on coated and uncoated Tyvek, polypropylene, instant dry photo paper and matt bond.

2. Be able to output no less than 1200 square feet per hour.

3. Be able to output up to 40 pound media at 42 inches wide.

4. Must offer resolution quality up to 800 X 600 dots per inch.

5. Must be capable of loading and handling up to four rolls at once.

6. Minimum one (1) year warranty parts and service.

7. In accordance with FAR 52.223-13 Acquisition of EPEAT® - Registered Imaging Equipment (Jun 2014), this item must be EPEAT® bronze-registered or higher at the time of quote submission and at the time of award.

CLIN 0002 Provide one large format scanner with the following salient characteristics:

1. Must utilize a contact image sensor.

2. Must offer a 600 X 600 dots per inch scan resolution.

3. Must offer TIFF, PDF, JPEG scan formats.

4. Must be able to scan up to 36 inches wide X 200 inches long at .03 thickness.

5. Must offer both scanning and copying modes.

6. Minimum one (1) year warranty parts and service.

7. In accordance with FAR 52.223-13 Acquisition of EPEAT® - Registered Imaging Equipment (Jun 2014), this item must be EPEAT® bronze-registered or higher at the time of quote submission and at the time of award.

CLIN 0003 Provide toner for the base year only: 6 cases (4 cartridges per case) of each color

(CMYB) .

CLIN 0004 and CLIN 0005 and Option Year CLINS: Monthly Maintenance & Service. The base year CLINs are no cost warranty CLINs. Period of performance for the FFP Option Year CLINs shall commence after end of warranty period for printers and scanners. Equipment maintenance/service shall be performed by factor trained, certified and authorized technicians during the term of the contract.

Maintenance/Service Requirements:

1. Telephone response times are not to exceed one (1) working hours after notification.

2. On site response times are not to exceed four (4) working hours after notification, if problem resolution is not successful via telephone support. The contractor shall provide a qualified on-site technician for analysis and correction of the problem.

a. Following a technical analysis, should the contractor find that the equipment is the cause of the degraded operational performance, then the contractor shall provide back-up equipment

b. In the event a machine is removed from user location for repair or in the event a machine is inoperable 72 hours after diagnosis, offeror will provide a similar machine of equal quality and capability within two (2) working days

c. If a part fails and is not readily available (backordered), vendor must provide a written notification of the part number ordered, the expected delivery date, and installation date within 24 hours of the repair visit

3. All Maintenance Services must be; available (8) hours per day, (5) days per week within the Beaufort Area for equipment located in Building 287, Parris Island, SC (Combat Camera).

4. For the Government's records, maintenance/service technician must submit a written explanation of what was done to the machine, what parts were replaced and when the maintenance/service took place, after the completion of each on-site service call via email to designated Combat Camera Government point of contact and the assigned Contracting Specialist.

5. In the event a machine is removed from user location for repair or in the event a machine is inoperable 72 hours after diagnosis, offeror will provide a similar machine of equal quality and capability within two (2) working days.

6. Each printer system must be maintained at a minimum of seventy-five percent (75%) full operational readiness; based on a five (5) day, forty (40) hour Combat Camera work week.

7. If the back-up equipment fails to meet the requirements within any 15 day timeframe, the agency shall require new replacement equipment.

8. If a part fails and is not readily available (backordered), vendor must provide a written notification of the part number ordered, the expected delivery date, and installation date within 24 hours of the repair visit

Travel

All travel related expenses necessary to maintain the equipment in accordance with original equipment manufacturer specifications, and satisfy all the requirements of the maintenance and service portion of this requirement shall be the responsibility of the offeror.

Special Material Requirements

Copier Technicians must be certified on the above printer systems.

All supplies/consumables (excluding paper and toner) for the equipment must be provided during the term of the contract and any extensions thereof.

Other Unique Requirements

Accessories may be added to the printing system and maintenance contract by contract modification after the initial placement of the systems.

Additional costs:

The purchase cost of the accessories will be handled via separate purchase contract, but be allowed to enter and modify existing maintenance and service contract if required costs occur. (example: glue for a tape binder etc…)

If an accessory, that does not require or use consumables and does not incur additional costs to the vendor (such as an additional drawer or software upgrade), is added to the machine during the maintenance period, it will then be treated as part of the original contracted system and will be provided maintenance/service as needed without additional cost to the government.

Place of Performance

All service and maintenance will be performed at building 287, Combat Camera, aboard Marine Corps Recruit Depot, Parris Island, SC 29905. If any machine needs to be removed from this facility, then a replacement will be put in place within two (2) calendar days.

Period of Performance

The period of performance will be for five (5) full years, starting the date of award of the contract.

Contractor Base Access

A. INTRODUCTION

The Marine Corps Recruit Depot/Eastern Recruiting Region policy allows no weapons or illegal drugs to be brought aboard our military installations. Individuals operating a vehicle aboard our military installations are required to have a valid, U.S. Driver’s License, registration, and insurance.

If an individual has a foreign driver’s license, said individual must also provide a valid Passport.

The contractor shall understand and comply with Depot Order 5512 Access Control Regulations.

The contractor shall obtain vehicle pass, if required, for all contractor personnel who perform work on the Marine Corps Recruit Depot Parris Island, SC (MCRDPI) cited in the contract.

B. RAPIDGATE ACCESS

RAPIDGate is a standard identity management and perimeter installation access control solution for the access management of vendors, contractors, suppliers and service providers who are not authorized a Common Access Card (CAC). Any and all costs associated with RAPIDGate access is the sole responsibility of the contractor. Information regarding RAPIDGate enrollment and costs can be found at http://www.rapidgate.com.

A new protocol being implemented to fulfill this NCACS requirement is the RAPIDGate system. The system meets Presidential Directive HSPD-12- Policy for a Common Identification Standard for Federal Employees and Contractors and Public Law 110-181 (FY 2008) SEC 1069 Standards for Entry to Military Installations in the United States requirements by providing background checks of contractor personnel. The rationale for implementation of this system is to increase security while reducing impacts to the contractor community by improving efficiencies for base entry.

For contractor employees that meet the background check criteria, a personal badge that affords base access (and/or multiple base access) for one year will be issued to each. Alternatively, a contractor may elect for the 90-day RAPIDGate program option. While Contractors are not required to participate in this program, those Contractors who choose not to participate will be required to obtain a separate pass through the MCRDPI Security Manager. This process is outlined below in Section C.

The Government does not guarantee the contractor’s successful enrollment or the successful enrollment of any contractor employees in the RAPIDGate program. Delays may result from choosing to access the installation by obtaining a one day pass each day required for access to MCRDPI. The Government will not be held responsible for any access delays associated with using the RAPIDGate Program or the Non-RAPIDGate Process listed below.

C. NON-RAPIDGATE ACCESS

The contractor shall submit a written request on company letterhead to the contracting officer listing the following: contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base if choosing not to use RAPIDGate. The format for the letter must be in compliance Depot Order 5512.

In addition to the aforementioned letter, the contractor must also submit a contractor information sheet on each employee. A template for the letter and contractor informational sheet template will be provided upon contract award. The contracting officer will endorse the request and forward to the Depot Security Manager Office for processing. This information must be provided to the assigned Contract Specialist and/or Contracting Officer for the contract at least two (2) weeks prior to start of the contracts period of performance.

A criminal background check conducted by the Depot Security Managers Office shall be required for all contractor personnel not using RAPIDGate who make frequent visits to or perform work on the Marine Corps Recruit Depot cited in the Contract, prior to the start date of the contract. Contractors are required to review any proposed employee prior to submitting their names for the background check. Depot access maybe denied if it is determined that the employee(S):

1. Is on the National Terrorist Watch List.

2. Is illegally present in the United States.

3. Is subject to any outstanding warrant.

4. Been issued a debarment order and currently ineligible to enter any military installation.

5. A habitual criminal offender.

6. Been convicted of a felony within the past ten (10) years.

7. Been convicted of a crime involving drugs or drug paraphernalia within the past five (5) years.

8. Knowingly submitted a false of fraudulent information in connection with an employment questionnaire.

9. A registered sex offender.

10. Displays or has displayed conduct that the Commanding General deems prejudicial to the good order and discipline of this installation.

No physical badge will be issued. If a contractor’s proposed employees requiring access meet the required criminal background check, a one (1), 30 day vehicle pass will be provided to the contractor upon arrival at MCRDPI. After thirty (30) days, passes of no more than four (4) days will be issued thereafter for up to one (1) year from when the background check was conducted or when the contract ends, whichever is sooner. Upon arrival at Parris Island, the contractor must provide Driver's License, valid registration, and current insurance. The contractor requesting access must be on the MCRDPI RAPIDGate alternate list. Contractors not using either the RAPIDGate or this process will be denied access to MCRDPI.
