PO BOX 5069

PARRIS ISLAND, SOUTH CAROLINA 29905-5069

IN REPLY REFER TO

RCO

25 May 2011

DETERMINATION

FOR THE PURCHASE OF A NONDOMESTIC ITEM

Upon the basis of this determination, the proposed contract action for the procurement of a nondomestic item is determined to be in order, pursuant to the authority of FARS Subpart 25.103(b).

DISCUSSION

1. Marine Corps Recruit Depot, Parris Island, SC has a requirement for the procurement of electrical supplies on a multiple year contract. One of the items maintained in the pre-expended bins (stocked items) at building 864 are compact fluorescent lamps (CFL) and regular fluorescent bulbs. Facilities Maintenance Department maintains required stock levels to support the units aboard the depot.

2. Market research was conducted in the recent past to purchase these bulbs. In the recent past Request for Quote (RFQ) were posted to GSA e-buy, with the results of the US Government’s inability to identify a domestic source. Further action was taken to advertise for sources sought via NECO/FedBizOpps. All responses confirmed that this item is manufactured solely by manufacturers located in China.

RECOMMENDATION

Based on the above discussion, it is in the US Government’s best interest to waive the Buy American requirement and purchase via a nondomestic source.
