GOVERNMENT RESPONSES TO VENDOR SUBMITTED QUESTIONS
1. Please confirm the upgrade is to version 7.1. Paragraph 2.4.1 states: “Linux REDHAT Linux Enterprise 7.2
O.S”, however the rest of the document references version 7.1.
Government Response: Statement of Work (SOW) has been corrected to REDHAT Linux Enterprise 7.2
2. Please confirm FRCE is providing the Ethernet cards. Paragraph 2.4.2 states: “Install eight (8) Ethernet cards”.
Government Response: The eight Ethernet cards will be configured in accordance with the revised section 2.4.2 of the SOW. The Government will provide 8 Ethernet cards, of which, 4 Ethernet cards for NMCI connect will be configured by the Government and 4 Ethernet cards for the SSC communications would be configured by the

3. Who is responsible for configuring the PCs with the new OS and installing the Ethernet cards.
Government Response: See revised section 2.4.1 of the SOW.
4. Who is responsible for providing the Ethernet switch
Government Response: The Government will provide the Ethernet switch
5. The solicitation mentions 3 storage areas in 2 buildings, and that the FRCE will provide only one Digi
ConnectPort. Please confirm the number of storage areas needing upgrade, and how many Digi ConnectPorts will be provided by the FRCE, and how many need to be provided by the contractor. Additionally, confirm who will perform installation of the Digi ConnectPorts.
Government Response: There are four (4) storage areas in two (2) buildings. There are a total of three storage areas to be upgraded with DigiPort Servers, and one storage area to be upgraded with a DigiConnect Port Server.. All four storage areas/SSCs will be upgraded with new computers and REDHAT Linux Enterprise 7.2 and all four SSC software will be recompiled with the new O/S and computer. The contractor will provide one 16 DigiConnect Port
Server. FRCE will provide the remaining 4 port DigiConnect Port Servers.
6. Under paragraph 2.0 REQUIREMENTS, it states “The contractor shall upgrade communications methods from serial to Ethernet for the FRCE.” Upgrading from serial to Ethernet will increase cost. This would require upgrading all existing hardware to Ethernet based hardware, including PLC upgrades, and the
DigiBoards/ConnectPorts could be eliminated. please confirm this is what the FRCE requires.
Government Response: This paragraph is talking about the SSC communication software for the cranes – not hardware, see revised section 2.0 of the SOW.
7. The requirements of paragraph 3.1.1, 3.2, and 3.3 do not apply to the work scope described in section 2, and if required, will greatly increase the work scope. Please confirm this is a requirement of the FRCE.
Government Response: The requirements of 3.1.1, 3.2 and 3.3 are necessary to ensure that the upgrades made to the system and the communications will still operate the ASRS correctly which includes the movement, positioning, and movement along the length of the isle.
8. Section 4.0 TRAINING calls out more training than what would normally be called for an OS upgrade. This will also depend on the answers of questions 6 and 7. Please confirm this level of training is required.
Government Response: See revised section 4.0 of the SOW.
9. Please confirm if FRCE is providing ALL of the PCs (with OS configured and Ethernet cards installed).

Government Response: FRCE will provide all PCs, OS and Ethernet cards.
10. Delivery requirements are not obtainable. Paragraph 2.3.1.8 states: “The contractor shall engineer the software solution within 30 days after receipt of order.” We will need approximately 45 days to engineer the software solution. However, this cannot begin until after receipt of order, internal contract review, resource assignment, etc., which takes 3-4 weeks.
Government Response: SOW has been revised. See section 2.3.1.8.
11. Addendum to FAR 52.212-1, 2) a) 3) “for completion…within 90 calendar days from date of contract award.”
A more realistic schedule has a duration of approximately 17 weeks (119 calendar days). 90 calendar days is not achievable. Based on the needs stated in section 2 and 3 (pending answers to questions above), this is still not achievable as the duration would be extended past 17 weeks to meet the scope requirements. Please revise delivery requirements.
Government Response: Requirement has been updated, please see revised Addendum to FAR 52.212-1, 2) a) 3).
12. Page 24, section (h): “Certification Regarding Responsibility Matters (Executive Order 12689). (Applies only if the contract value is expected to exceed the simplified acquisition threshold.)” Please confirm what the “simplified acquisition threshold” is, and how we will know if we are going to exceed it.
Government Response: The simplified acquisition threshold, for the purpose of this requirement, is $150,000.00. If your quote is expected to exceed this dollar threshold, the requirements of this section (52.212-3(h)) will apply.
13. 1.0 SCOPE: “remove old components not currently part of the existing or upgraded…ASKARS”. Please clarify this paragraph. The contractor should only be responsible to remove components specifically relating to this work scope (obsolete DigiBoards), and FRCE will be responsible for decommissioning/removal of old 32 bit PCs.
Government Response: Requirement has been updated, please see revised Paragraph 1.0 of the SOW.
14. Paragraph 2.4.1 states: “Configure four (4) 64 bit PCs loaded and configured with 64 bit Linux REDHAT Linux
Enterprise 7.2 O.S.” Please clarify the responsibilities of the contractor and government. The vendor understands the statement to mean that it is the contractor’s responsibility to install/configure the upgraded SSC software on the
PCs, and the government is responsible for configuring the PCs with the new OS and installing the Ethernet cards.
Government Response: Correct. The Government will configure the OS and the Ethernet cards. Paragraph 2.4.1 has been revised to clarify this.
15. It is the contractor’s standard policy that labor is not provided as part of the standard warranty.
Government Response: The government requires that all offeror’s comply with the requirements or paragraph 5.0 of the statement of work. This requires any offeror to cover all parts and labor for the specified period of one year.
