QUESTIONS AND ANSWERS

The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

1. Will the award be made by September 30 th at the latest?

Answer: Yes, award must be made by 30 September 2015.

2. Can you please provide quoters with the following:

Design drawings;

A complete figure list with descriptions of what they will be doing and a hand held weapon list (which figure is using what weapon); and

The current location of the macro artifacts.

Answer: Yes, these items will be provided to potential quoters upon written request to Ms. Jessica Harker

(jessica.harker@usmc.mil).

The locations of the Macro artifacts now are:

FA18 jet is in Washington State; however, the seat will be shipped to Quantico, VA. The cast figure will only interface with the seat and joystick: the seat and a reproduction of the joystick are both at Quantico.

SBD3 dive bomber is in the National Air and Space Udvar Hazy Center in Sterling, VA.

The UH34 helicopter is in Quantico, VA.

3. Have all the models been selected? If not when will that be done?

Answer: No. Selection is currently underway and will conclude on 9 October 2015.

4. Are all the uniforms and gear ready at this time? If not when will it be ready?

Answer: Items to be installed with the cast figures are on order; delivery expected on/before 2 November

2015. Alternate items, including reproduction weapons, are on hand at the Museum.

5. Will the Contractor be using deactivated weapons or reproductions?

Answer: Reproduction weapons.

6. Can the Government deliver the weapons to our company for figure building?

Answer: Yes.

mailto:jessica.harker@usmc.mil

7. Casting Session at Triangle: Can all the Marines be scheduled for casting over a four (4) day period?

Answer: No. Each Marine will be available for two (2) full days. Extensions may be possible depending on the circumstances; however is not guaranteed. We have also identified 50% more Marines than needed, so there are alternate choices in case of schedule conflicts.

8. Who is doing the installation and when?

Answer: A separate Exhibit fabrication vendor will install the cast figures (not through this contract).

a. The figures scheduled for the Vietnam tableau will be installed on/about 15 February 2016

b. The figures scheduled for the SBD3 WWII dive bomber will be installed on/about 1 March 2016

c. The figure scheduled for the FA18 will be installed on/about 4 April 2016

9. Schedule: Can the delivery date be extended beyond December 21st?

Answer: Yes; see Amendment 0001 for the updated Delivery Schedule.

10. Is the delivery schedule included in Section 6.2 of the PWS accurate? It states the photo shoot has to happen within 30 days of award and casting within 45 days of the shoot but the figures need to be assembled by November 1. Please clarify this schedule.

Answer: The delivery schedule has now been updated. See Amendment 0001.

11. Payment: Can progress payments be made under this contract for the various stages of production?

Answer: Yes, Quoters may propose an alternate invoicing schedule with their quote.

12. The Solicitation has a completion date of December 21, 2015 - given the preparations that must be made to do this project including model selections, organizing the photoshoots and production of the figures, is it possible to extende the delivery date?

Answer: Yes; see Amendment 0001 for the updated Delivery Schedule. As stated in QA # 3 above, selection of the models is currently underway and will be made by 9 October 2015. The casting space is prepped and ready on Quantico, proximal to where all the Marines normally work. Photoshoots will be conducted in the same space as casting. This is the same building where the majority of our previous cast figures were made. NMMC can provide high resolution digital camera and photographer, if that makes the process easier for the vendor to manage. Additionally, the photoshoots can be scheduled all on the same day, or broken into two, or three shoots.

13. Inspection: Page 3 of solicitation, under Inspection and Acceptance Terms it says that the

“Supplies/services will be inspected at the destination"- however, on page 4 it says the Buy-off sessions may take place at the Contractors place of business. If inspected at the destination,it would require all crated delivered work to be uncrated for inspection and then re-crated from storage which would add additional expense and not a good venue for viewing. Can you confirm that this plan would be acceptable?

Answer: See Amendment 0001 for updated Inspection and Acceptance terms. The figures will be inspected at the vendor’s facility before they are shipped. Acceptance will take place at the Government

Facility once they are received and uncrated.
