About this file

This document is Addendum No. 2 issued by the Maryland Department of General Services for the Design, Construction & Energy Project No. M-581-241-003 for interior painting at the Cumberland Armory located at 1100 Brown Ave, Cumberland, MD 21502. The addendum clarifies the project address, answers questions from potential bidders, and extends the project duration if justified by the awarded contractor. Key clarifications include painting all conduit adjacent to painted walls/ceilings, painting existing shelves in closets, not painting stair treads/risers, and coordinating furniture relocation with Armory staff. The project is open to bidders, with a pre-construction meeting scheduled after contract award to determine the notice to proceed date.

The contract will be awarded to a single contractor. Contractors should anticipate minimal foot traffic during the work and must adhere to the Armory's standard working hours. The scope of work includes prepping, repairing, and repainting all existing painted surfaces at the Cumberland Armory. The project is located in Allegany County and the City of Cumberland, Maryland.

QUESTIONS FROM POTENTIAL BIDDERS

Questions asked:

1. Should all conduit be painted throughout the facility?

Answer: Yes, if it is adjacent to a painted wall or ceiling.

2. Do permanent shelves in closets get painted?

Answer: If the shelves are currently painted then yes, they should be painted.

3. Should stair treads and risers get painted?

Answer: No, but the underside, carriages and rails do get painted.

4. Can the project duration be extended beyond 90 days with the short work week (48 working days in a 90 day period)?

Answer: Yes, if the contractor who is awarded the contract justifies that more time is needed, the duration can be extended at the preconstruction meeting. Also, as long as the contractor makes every effort to show up and complete the job once given the Notice to Proceed, we can add a

“no-cost” Change Order to the project if needed.

5. What is the anticipated start date for the project?

Answer: There will be a preconstruction meeting after the contract is awarded and we will discuss the Notice to Proceed date at that time.

6. Do we need to move everything out of the room or push things to the center in order to paint the walls?

Answer: It will be necessary to work with the Armory staff on a room-by-room basis to decide what furniture can remain in the room and what furniture needs to be removed. When furniture is allowed to stay in the room, it must be well protected from damage and discoloring.

7. Are any other work hours permitted outside of the days the armory is open?

Answer: No.

8. When speaking with Jeff he mentioned all the conduit is getting painted including the new conduit. Is this mentioned in the specs?

Answer: Yes, As stated in the scope of work D/13, Paint access panels, pipes, ductwork, structural members, and similar items in the same color as their surroundings.

9. How much people traffic should we anticipate while working?

Answer: For most of the Armory, the contractor will experience very little traffic. All efforts will be made to limit the accessibility needs of staff while the contractor is working in a previously scheduled area. Communication and cooperation will be the key to maximizing work efficiency.

All other terms, conditions and specifications remain unchanged.
