This is a Request for Proposal (RFP) issued by Bristol Community College in Massachusetts for diploma covers to be provided to degree recipients. The College is seeking qualified, experienced vendors to supply 1,100 padded diploma covers annually, featuring dark green leather Lex construction with short side hinges, white cut silk moire interior lining with green ribbon corners, and gold-stamped college branding centered on the cover. The RFP was issued on October 13, 2026, with a deadline for vendor inquiries on October 19, 2026, and a proposal submission deadline of November 2, 2026, at 2:00 p.m. The College will review proposals between November 3-6, 2026, and award the contract by November 9, 2026. The initial contract term runs from November 2026 through June 30, 2027, with the College holding the option to renew for up to four additional one-year terms through June 30, 2031, contingent upon funding availability and satisfactory vendor performance. Vendors must provide one sample diploma cover for review along with their proposal.

Pricing proposals must itemize the diploma unit cost, shipping and handling charges, artwork set-up fees if applicable, and any other applicable charges, with the College noting it will not recognize any unlisted charges. Vendors should indicate whether they operate under State or National purchasing program contracts and provide the contract number for reference. Respondents must submit at least five customer references from higher education institutions of similar size and nature, provide warranty and ordering information, and disclose any minimum order requirements and early-payment discounts. All proposals must be submitted in hard copy PDF format to Philicia Pacheco at Bristol Community College's Fall River campus and must include completed Appendices A, B, and C containing company contact information, a non-collusion statement, and tax compliance certification. The College is exempt from Federal and Massachusetts sales taxes, and payment will be made only upon complete delivery of products to the College's satisfaction.
