About this file
The document is a Request for Proposals (RFP) issued by the Lincoln Water Commission (LWC) in Lincoln, Rhode Island, for GPS Survey Equipment to be acquired in May 2025. The RFP seeks competitive proposals for comprehensive GPS survey equipment that must integrate with ESRI's ArcGIS Online mapping platform and ESRI Field Maps collection software, with potential compatibility for work order and asset management systems like NOVOTOX EXS. The proposal requires a complete equipment package including a GNSS Receiver (capable of submeter horizontal accuracy), a Data Collector with 5G network connectivity, a telescoping carbon fiber pole, pole mount, carrying cases, spare batteries, and a yearly RTK network subscription. Proposals are due on Friday, June 6, 2025, by 1:00 pm, with no pre-bid conference scheduled, but potential bidders are encouraged to contact Mr. Peter D. DiLorenzo to discuss the project and schedule appointments.
The evaluation and award method will place 25% emphasis on qualifications and 75% on cost, with LWC reserving the right to award part or all of the proposed scope in its best interest. Proposers must provide comprehensive insurance coverage, including worker's compensation, comprehensive general liability, automobile liability, and professional liability insurance with specific minimum coverage amounts. The successful proposer will be required to provide a half-day on-site training demonstrating equipment integration with ArcGIS online and data collection via ESRI's Field Maps, and include a two-year complete warranty for all purchased equipment. The RFP specifies that all costs associated with equipment shipping and delivery must be included in the various bid items, and payment will be considered monthly for work already performed and approved by LWC.

The proposed Equipment must support that mapping platform and integrate with the LWC’s ESRI Field Maps collection software.
The LWC is also investigating a new work order and asset management system. The GPS Survey Equipment must be able to integrate with various packages, such as NOVOTOX EXS, or any other industry-recognized package.
GPS Survey Equipment
Please find the minimum requirements for the GPS Survey Equipment below. Where a manufacturer is named, that manufacturer is used to establish the minimum requirements for the
GPS Survey Equipment. Other manufacturers are acceptable as long as they can meet the minimum requirements, and the general intent of the RFP as stated in the above section.
No bidder’s Blank is provided, but bidders must break down the proposed costs based on each item listed below. If additional fees are necessary that are not covered by the items below, bidders must include those costs separately as part of their bid.
1) GNSS Receiver: It must be capable of Submeter horizontal accuracy without using an RTK network. It must be Trimble model R12i, or an approved equal. The equipment must also be able to connect to a subscription-based RTK network if the LWC chooses. Tilt compensation shall be required for GNSS receivers.
2) Data Collector: The data collector must integrate seamlessly with the GNSS Receiver and be able to connect to a cellular 5G network. The Data Collector shall have a minimum of a
10” User Interface. Models must be Trimble T10x, Leica CC200, or approved equal.

Pole shall extend to a height of at least 2 meters.
4) Data Collector Pole Mount: Include one pole mount for the data collector, this shall also include a tray to hold the data collector onto the pole mount.
5) Carrying Case and Travel Bag: Include a hard cover carrying case for the GNSS Receiver and Data Collector. The hard cover carrying case has a foam interior specially cut to fit the
GNSS Receiver, Data Collector, and spare batteries snuggly. Include a Travel Bag for the
Pole, Data Collector Pole Mount, and Bi-Pod

The RTK network must boost the GNSS receiver's accuracy to 2 cm horizontal and 3 cm vertical precision. Include all cellular SIM cards and cell service subscriptions as part of this cost.
8) Training: Include a half day of training on-site for personnel to learn how to use the equipment. This training shall demonstrate equipment integration with ArcGIS online and data collection via ESRI’s Field Maps.
