About this file

This is a Single Source Justification for a sole source procurement submitted by the Department of State's Overseas Post in Mexico City. The Facility Management Office is requesting approval to procure Original Equipment Manufacturer (OEM) LUTRON brand spare parts for the lighting control systems installed at the New Embassy Compound in Mexico City. The estimated procurement value is $49,672.00 USD, which falls below the simplified acquisition threshold.

The requirement consists of 32 LUTRON controller components and 29 LED driver units, all specified by exact model numbers to ensure full compatibility with the installed lighting control system architecture. Key controller items include light management hubs, energy saver nodes, daylight sensors, motion sensors, power modules, and various switch and interface components. The LED drivers range from 26.6W to 150W units, all operating at 277V in the LUTRON LED Ecosystem. The justification for sole source procurement is based on brand-name authority under FAR 13.106-1(b)(1), citing the proprietary nature of the end-to-end LUTRON system integration, incompatibility risks with alternative manufacturers' components, potential warranty voidance, and the necessity of maintaining system integrity and operational reliability for the Embassy facility. The Bureau of Overseas Building Operations has reviewed and approved the specific spare parts list and models. The Contracting Officer has determined the anticipated cost to be fair and reasonable. Both the Facility Manager (David Marshall) and Contracting Officer (Osborne Morgan) from the General Services Office have certified the submission as accurate and complete.

SINGLE SOURCE JUSTIFICATION NOT EXCEEDING THE SIMPLIFIED ACQUISTION

THRESHOLD

SECTION 1: IDENTIFICATION OF THE AGENCY AND THE CONTRACTING ACTIVITY

Department of State Contracting Activity

☐ Office of Acquisitions Management

☐ Foreign Service Institute

☐ Office of Foreign Missions

☐ U.S. Mission to the United Nations ☒ Overseas Post Mexico City

Requiring Activity PR16075963 - MEX/FAC/7112/NEC/SPARE/Lighting systems

SECTION 2: NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED

Approval is requested to be awarded on a sole source basis to Original Equipment Manufacturer (OEM) and brand name to LUTRON for the supplies and/or services described in Section 3 on behalf of the Requiring Activity.

SECTION 3: DESCRIPTION OF SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS

The requirement is to provide Original Equipment Manufacturer (OEM), brand name LUTRON spare parts for the lighting control systems installed at the New Embassy Compound in Mexico City.

OBO has reviewed and approved the spare parts list under reference and directed that all replacement components be strictly limited to the specific LUTRON models and vendors identified therein, ensuring full compatibility with the installed lighting control system architecture, software configurations, and manufacturer support agreements. Replacement components must be fully compatible with the installed

LUTRON system infrastructure, and purchases must remain within the approved budget allocation as determined and authorized by the Bureau of Overseas Building Operations. Deviation from the specified models or vendors is not permitted, as substitutions would risk compromising system integrity, voiding manufacturer warranties, and undermining the long-term operational reliability of the NEC lighting control systems.

The estimated value of this procurement is $49,672.00 USD. All spare parts must match the brand and model of the originally installed equipment to ensure compatibility with the existing lighting systems, maintain critical safety functions, and preserve manufacturer warranties. Maintaining this inventory will enable the FAC team to conduct expedited replacement of failed lighting system components, minimizing the impact to

Embassy operations.

SECTION 4: IDENTIFICATION OF THE STATUTORY AUTHORITY PERMITTING OTHER THAN

FULL AND OPEN COMPETITION

SECTION 5: DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE

QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES USE OF THE AUTHORITY

CITED

The NEC lighting control system was purpose-built using proprietary LUTRON hardware and software components at every stage — from design and programming through commissioning and full system integration. This end-to-end LUTRON architecture means that every element of the system, including its communication protocols, control logic, software configurations, and hardware interfaces, was engineered to operate as a unified, brand-specific ecosystem. The requested spare parts are direct OEM replacement components specifically manufactured and certified for use within this installed LUTRON system. Alternative manufacturers' components have not been tested, certified, or guaranteed to operate within the existing LUTRON control architecture — meaning their introduction could trigger incompatibilities across communication protocols, software, and programming that the original system depends upon. Use of non- LUTRON components would likely require system reconfiguration, engineering support, software modifications, and full recommissioning, generating significant additional costs and operational risk that are entirely avoidable through the procurement of OEM parts.

Beyond compatibility concerns, the installation of non-OEM components risks voiding existing manufacturer warranties and compromising the long-term performance, reliability, and maintainability of a critical facility system. Without an adequate inventory of OEM LUTRON spare parts, FAC technicians would face extended procurement lead times and sourcing uncertainty, limiting their ability to execute timely repairs and increasing the risk of prolonged system downtime with direct consequences for Embassy operations and facility safety.

OBO has specifically identified and approved these spare parts and models for procurement to support the sustained, long-term operation and maintenance of the NEC lighting systems. Procuring these OEM LUTRON components is therefore the only course of action that ensures full system compatibility, warranty compliance, and the protection of the Government's investment in NEC lighting control infrastructure.
