The contractor shall provide a complete turnkey outdoor audio system with uniform sound coverage across spectator areas, vendor zones, family activity areas, and VIP chalets along the flight line. The contractor is responsible for proposing speaker placement and distribution design based on airfield layout while ensuring no obstruction of emergency access, aircraft operations, or pedestrian flow, and must provide all necessary power solutions.
The contractor shall supply qualified technical staff on-site during all event hours for monitoring, operation, and troubleshooting, with the system fully operational by 0900 hours daily through event conclusion. Equipment must be delivered, installed, and tested by March 19, 2026 at 1700 hours, with removal completed by March 23, 2026 at 1200 hours. Key deliverables include an Audio Support Plan submitted 30 days prior detailing speaker layout, equipment list, power requirements, and staffing, plus an on-site test on March 19 demonstrating full system coverage. Performance standards require 95% sound coverage uniformity across designated areas, 100% intelligibility for announcements and music, 98% operational uptime during event hours, and 100% on-time system testing completion. The government will provide site access, crowd line maps, and staging areas but will not furnish equipment, cabling, or generators. All contractor personnel must comply with Luke AFB installation access procedures and background check requirements as applicable.
