About this file
This is a Requirements Matrix for a Department of State (DOS) Less-than-Lethal Defensive System to be deployed at diplomatic facilities.
The system must be a commercial-off-the-shelf (COTS), modified COTS, or custom solution utilizing a majority of COTS components. General system requirements mandate compliance with FAR prohibitions on hardware and software from restricted countries, manufacture or substantial transformation in the United States or TAA-designated countries, worldwide voltage compatibility (100-250 VAC, 50/60 Hz), electromagnetic compatibility per CFR 47 Part 15 Class A, and UL approval per IEC/UL 62368-1. The system cannot be cloud-based, cannot require wireless communication or internet connectivity for operation, and must maintain uninterrupted functionality for a minimum of 2 hours (threshold) or 8 hours (objective) without refueling or recharging. The system shall be configurable and operable from a centralized control point, capable of walk testing without dismantling edge devices, and installable and serviceable by DOS-trained technicians without OEM involvement. Deterrent components must employ less-than-lethal methods operational across -33°C to +60°C at up to 95% humidity, capable of installation in indoor/outdoor or sheltered environments, architecturally compatible with diplomatic facilities, mounted to building or perimeter surfaces, and prohibited from using chloroacetophenone (CN), o-chlorobenzylidene malononitrile (CS), dibenzoxazepine (CR), bullets, canisters, or explosive charges.
If a control console is proposed, it must occupy a 19-inch rack panel with no more than 6 RU height, operate at 0°C to +40°C indoors, and feature a touchscreen (objective) or pushbutton interface that is rack-mountable without pull-out or tilt-up capability. The console requires a mechanical (objective) or electronic (threshold) safeguard preventing inadvertent activation and an emergency disable function, with user-definable deterrent selection labels and one-button zone selection/deselection capability. IP-based systems must support Microsoft Active Directory authentication, role-based access, current operating systems, secure communications protocols (HTTPS/TLS 1.2 minimum, 1.3 preferred), NTP synchronization, and IPv4 support with IPv6 as an objective. Vendor support requirements include a minimum 1-year warranty from installation (objective) or delivery (threshold), replacement parts and labor during warranty, customer technical support for five years from last manufacture, internal distribution rights for manuals and documentation, train-the-trainer support, and train-the-technician certification programs. For IP-based systems, vendors must provide backup software and firmware, API documentation, and remote deployment capability for updates.

DOS Less-than-Lethal Defensive System Requirements Matrix
Req # Requirement Description
General System Requirements
G13
Shall not require the OEM to perform the installation, initialization, or commissioning of the system. System shall be configured in a manner that allows OEM trained DOS staff to perform all installation, initialization, and commissioning tasks.
G14
Shall not require the OEM to perform preventive or corrective maintenance of the system. Shall be able to be serviced and repaired by
DOS technicians, trained by the train-the-technician requirement (see
VS6).
Deterrent Component Requirements
DC1 Deterrent method shall be of a less-than-lethal design.
DC2
Shall be operational through a temperature range of -33 °C (threshold), -
40 °C (objective) to +60 °C at up to 95% humidity above freezing temperatures.
DC3
The deterrent components shall be able to be installed in both indoor and outdoor environments (objective) or be able to operate in sheltered but indirectly wet environments, e.g., under an outdoor building portico
(threshold).
DC4
The system shall be architecturally compatible and visually consistent with the design language of the diplomatic facility environment.
DC5
Shall be capable of being mounted to building or perimeter surfaces, not personnel-carried or vehicle-mounted.
DC6
Shall not use chloroacetophenone (CN), o-chlorobenzylidenemalononitrile (CS), or dibenzoxazepine (CR)
DC7 Shall not use bullets, canisters, or similar projectiles of any kind.
DC8 Shall not use an explosive charge to deploy irritants.
