About this file

This is a Limited Source Justification (LSJ) document for a simplified acquisition under the Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), dated September 30, 2020.

The acquisition is for warranty service for a stand-alone recording system in the Portsmouth Naval Shipyard (PNS) Emergency Dispatch Center (EMDC). The system records calls for service, Fire, EMS, Police, HAZMAT, RERO, Maine E911, and calls routed from Maine and New Hampshire Police agencies. The required delivery/performance period spans from 09/07/2026 through 09/06/2027. The justification cites three primary reasons for limiting competition to a single source: (1) restrictive intellectual property rights held by EXACOM/Motorola over proprietary Hindsight Version 4 software, digitally recorded E911 and Police/Fire data, and specialized electronic interfaces that cannot be converted to digital format; (2) exclusive licensing agreements making the item available only from the Original Equipment Manufacturer (OEM) EXACOM, now owned by Motorola, or authorized distributors; and (3) other operational reasons, as the EXACOM equipment integrates seamlessly with existing radio, phone, and network infrastructure with no third-party manufacturers capable of providing compatible service. The archival data and disks required for seven-year retention can only be accessed and played on EXACOM equipment. Technical certification was completed by Dana Giles on 05/01/2026, and contracting officer approval was granted by Anthony Barker on 06/12/2026.
