About this file

This is a Limited Sources Justification document for a federal contract action by the US International Development Finance Corporation (DFC).

The DFC's Office of the Chief Financial Officer requires reporting, data, and documentation management services to support ongoing portfolio valuation work on both a fair value and Federal Credit Reform Act (net present value) basis. The requirement represents a logical follow-on to an original competitively awarded call order issued in Fiscal Year 2024 under predecessor BPA 77344421A0014, where FI Consulting was selected as the incumbent contractor. The current call order will be issued under the successor Multi Award BPA 77344426A0008, also held by FI Consulting, with a one-year base period and four option periods. The total estimated value of the requirement, inclusive of all option periods, is $1,500,000. The justification for limited sources is based on FAR 8.405-6(a)(1)(C), which permits limiting consideration to a logical follow-on order when the original order was competitively awarded and not previously issued under sole source or limited sources procedures. The incumbent contractor has developed specific knowledge and expertise regarding DFC's data environment, reporting processes, systems capabilities, and previously developed reporting and data management tools. Proposed pricing will be evaluated against established labor rates under the current BPA to ensure fair and reasonable pricing. Market research was not conducted due to the logical follow-on nature of the requirement. The document includes certifications by technical/requirements personnel and the Contracting Officer, as well as Competition Advocate approval.

Limited Sources Justification Reporting, Data, Documentation, Management Services

1. CONTRACTING ACTIVITY

US International Development Finance Corporation (DFC) Office of Contracting and Corporate Services 1100 New York Avenue, N.W. Washington, D.C. 20527

2. NATURE AND/OR DESCRIPTION OF ACTION BEING APPROVED

The Office of the Chief Financial Officer (OCFO), requires other than full and open competition for Reporting, Data, and Documentation management services. The order must be issued on a limited sources basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract 77344421A0014, 77344424F0168). All awardees were given a fair opportunity to be considered for the original order.

3. DESCRIPTION OF SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS

The US Development Finance Corporation requires reporting, data, and document management services that will support its ongoing portfolio valuation work, both from a fair value and net present value (Federal Credit Reform Act) basis. This project will increase the efficiency of data gathering and reporting work that has been done manually or less frequently in the past. This work is a follow-on to a previous contract in which the vendor has already developed similar reporting and data management tools and has the necessary understanding and expertise of DFC’s data environment and systems capabilities to immediately respond to these new, emerging requirements.

The Period of Performance (POP) will be for one year from the award date, with four options periods.

The total estimated value of the requirement, inclusive of all option periods, is $1,500,000.

4. IDENTIFICATION OF THE EXCEPTION TO FAIR OPPORTUNITY AND SUPPORTING

RATIONALE

FAR 8.405-6(a)(1)(C) permits an ordering activity to limit consideration when, in the interest of economy and efficiency, is a logical follow on to an original Federal Supply Schedule order, provided that the original order was placed in accordance with the applicable ordering procedures and was not previously issued under sole source or limited sources procedures.

The original call order for these services was competitively awarded in Fiscal Year 2024 (FY24) under predecessor BPA 77344421A0014. All eligible BPA holders were provided an opportunity to compete for the original requirement, and FI Consulting was selected for award. The contractor has since met the requirement and developed knowledge and experience specific to DFC’s reporting processes, data environment, systems, and related reporting and data management tools.

The predecessor BPA has since been replaced by the current multiple award BPA established in FY26.

FI Consulting is also an awardee under the current Multi Award BPA 77344426A0008. The proposed call order will be issued under the current BPA and will utilize the applicable rates, terms, and conditions established under the BPA. Although the proposed call order will be issued under the
