About this file

This Limited Source Justification (LSJ) document details the U.S. Equal Employment Opportunity Commission's (EEOC) intent to renew its Public Portal - Portal/Scheduling Licensing, Hosting and Support contract with Opexus (formerly AINS Inc.) for the period of March 6th, 2025 to March 5th, 2026. The procurement is valued at $287,046.64 and was approved through a Commission Vote, with justification based on the contractor's unique qualifications and status as the sole provider of a specialized system that has been supporting EEOC mission applications for over six years.

The document highlights that the original selection of the Public Portal system was a competitive process involving multiple ITSM vendors, and the current renewal is necessary to ensure continuity of critical services. At the contract's conclusion, EEOC plans to conduct new market research and potentially compete the contract for future years. The LSJ indicates that Opexus has been providing a custom public-facing case management portal to EEOC and is considered the only viable source for these specific technological services.
