About this file
This is a Justification for Single Source Awards document from the Department of Veterans Affairs for a procurement valued at $25,224.96. The document justifies a brand name purchase of an Eyecon M9420 pill counting, inventory, and validation system with barcode scanners for the Bath & Canandaigua VA Medical Center Campus pharmacy departments.
The market research conducted on February 5, 2025, included searches of VetCert (935 results under NAICS 339113), GSA Advantage (0 results), SBA/DSBS (0 results), and SCMS (1 result - ScriptPro). A sources sought notice posted to SAM from January 29 to February 5, 2025, received two responses from ScriptPro USA, Inc. (Large Business) and Veterans Healthcare Supply Solutions, Inc. (SDVOSB). The Contracting Officer determined there were insufficient SDVOSBs or VOSBs to meet the VA Rule of Two, making a set-aside procurement not viable. The procurement includes the Eyecon device, installation services, monthly support, and barcode scanners to integrate with existing ScriptPro pharmacy systems.

4. Description of market research conducted and results or statement why it was not conducted:
The following databases were viewed in the market research for this requirement, (VetCert, GSA Advantage, SBA/DSBS, & SCMC) to find the requested item(s).
An additional VetCert search on 2/5/2025 under NAICS code 339113 resulted in nine hundred and thirty-five (935) certified veteran-owned businesses (SDVOSB and VOSB). This search is required per VA market research policy. It fails to give an accurate view of the veteran-owned businesses authorized to sell Eyecon M9420 & Barcode Scanners. This search is recognized but can only be relied upon as accurate with additional research.
A product search of GSA Advantage on 2/5/2025 using the keywords “Eyecon” resulted in zero (0) responses.
SBA/DSBS search was conducted on 2/5/2025 using the keywords “Eyecon M9420” with NAICS “339113,” which resulted in zero (0) suppliers/vendors.
Conducted an SCMS search on 2/5/2025 using the keywords “Eyecon” resulting in one (1) finding, ScriptPro. The Model we are looking to procure is M9420 not the M9430.
A sources sought notice was posted to SAM on 1/29/2025. The notice closed on
2/5/2025 at noon, resulted in two (2) written responses, ScriptPro USA, Inc.
(LB) and Veterans Healthcare Supply Solutions, Inc. (SDVOSB). They have been verified in VetCet and have provided written interest in this requirement.
The Contracting Officer concluded from the results of the market research that there were insufficient SDVOSBs or VOSBs with both interest and capability to meet the VA Rule of Two, IAW VAAR 819.70. Therefore, a set aside for VOSB providers or SDVOSB providers is not a viable strategy for this procurement.
5. Contracting Officer's Certification: Purchase is approved in accordance with
FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
