Source Selection Information- See FAR 2.101 & 3.104

(B)(1)) AND, IF APPLICABLE, A DEMONSTRATION OF THE PROPOSED

CONTRACTOR�S UNIQUE QUALIFICATIONS TO PROVIDE THE REQUIRED

SUPPLY OR SERVICE:

In accordance with FAR 8.405-6, orders placed under Federal Supply Schedules (FSS) are exempt from the requirements identified within FAR Part 6. However, an ordering activity must justify in its action when restricting consideration of schedule vendors to fewer than required in FAR 8.405-1 or 8.405-2. This procurement action is in accordance with FAR 8.405-1 (Ordering Procedures for Supplies). Consideration is being restricted to one (1) GSA schedule vendor in lieu of three (3) or more GSA schedule vendors offering the services as required under FAR 8.405-2(c)(2).

The authority permitting the limitation of sources is FAR 8.405-6(a)(1)(i)(B), only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

Per FAR 8.405-6(a)(1)(i)(B), Corporate Facilities of New Jersey, LLC. Is the only source capable of providing the required furniture and installation services at the level of quality required. The existing office environment among the recently renovated buildings on base is furnished with Knoll, Inc. products. Integrating additional pieces from the same brand ensures compatibility with current furniture, allowing for consistent functionality. The color and customization options of Knoll, Inc. workstations and products are specific to their brand.

Incorporating other brand items could create mismatched styles, dimensions, or functionalities.

The customer also specified a need to inexpensively replace damaged or worn-out parts with similar items. If uniformity in brand name and item was not maintained among DLA Philadelphia�s recently renovated buildings, the Government would have to spend more to replace individual items on a case-by-case basis. Utilizing the same items building-to-building allows DLA to store and utilize replacement parts. If the Government were to open this requirement for competition, it would also incur many added costs due to fees associated with site visits and design services.

Therefore, it is considered in the best interest of the Government to award on a sole source basis to Corporate Facilities of New Jersey, Inc via GSA Schedule 33721P for the required office furniture and installation services.

5. A DETERMINATION BY THE ORDERING ACTIVITY CONTRACTING

OFFICER THAT THE ORDER REPRESENTS THE BEST VALUE CONSISTENT

WITH 8.404(d):

The Contracting Officer will evaluate all quotations received, determine that pricing for the effort is fair and reasonable, and award a task order to the firm that represents best value consistent with FAR 8.404(d). The contractor�s price quote will be analyzed in accordance with FAR 15.404-1 procedures. It is anticipated that the Government will use various price analysis techniques including, but not limited to, (1) comparison of proposed prices received in response to the RFQ; (2) comparison with competitive price lists; and (3) comparison of proposed prices with the independent Government cost estimate in order to make a price reasonableness determination.

6. A DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AMONG

SCHEDULE HOLDERS AND THE RESULTS OR A STATEMENT OF THE REASON

MARKET RESEARCH WAS NOT CONDUCTED:

Informal market research was conducted via email request by the Installation Management Office.

The Contracting Officer performed additional market research actions in August 2024 to find available sources for this requirement. By researching previous furniture purchases at DLA Philadelphia, as well as comparing previously purchased items to similar items available in the commercial marketplace, the Contracting Officer determined that a brand name item description �Knoll, Inc.� best meets the government�s needs. The Contracting Officer contacted Knoll, Inc. to determine authorized dealers. Corporate Facilities of New Jersey, LLC. is the only authorized dealer of Knoll, Inc. products in the Philadelphia area.

DLA has and continues to exercise competition as often as possible. DLA always uses a variety of vendors, manufacturers, and contracts to fulfill its requirements and will continue its practice of surveying the market to ensure future full and open competition.
