About this file

This is a Single Source Justification document from the Western Area Power Administration (WAPA) Rocky Mountain Region in Loveland, Colorado, citing FAR 13.106-1(b)(1) for simplified acquisitions. The document justifies a sole source, firm fixed price award for the purchase of a Line Backer Retrofit/Upgrade package that includes 3 Interrupter Assemblies, 3 Hinge Assemblies, 3 Blade Assemblies, 3 Jaw Assemblies, and 1 Motor Operator.

The justification explains that WAPA requires repairs to the MOBI-4 Interrupter which lost SF6 on one phase, causing an emergency fitting replacement. Southern States was identified as the sole provider of the proprietary Siemens parts, as Siemens sold the device rights to Southern States. The document references a Replacement Parts Bulletin from Southern States that details multiple issues associated with the interrupter. The procurement is identified under solicitation number 25WA154813.
