About this file
This document is a Single Source Justification from the Department of Energy's Western Area Power Administration (WAPA) for a simplified acquisition to purchase a Line Backer Retrofit/Upgrade package. WAPA requires 4-Interrupter Assemblies, 4-Hinge Assemblies, 4-Blade Assemblies, 4-Jaw Assemblies, 3-48VDC Shunt Trips, and 1-Motor Operator to repair an interrupter that lost SF6 gas, causing an emergency customer outage. WAPA is limiting competition to Southern States, the sole provider of the proprietary Siemens parts, under FAR 13.106-1(b)(1). WAPA issued Solicitation Number 25WA154194 as a Notice of Intent to award a sole source contract to Southern States. Other vendors that can provide the required products may submit capability and past performance information for future acquisitions.

Single Source Justification Western Area Power Administration
FAR 13.106-1(b)(1), Simplified Acquisitions
25WA154194
1. Identification of the agency and the contracting office.
The Department of Energy (DOE), Western Area Power Administration (WAPA), Rocky Mountain Region (RMR), Loveland, CO 80538.
2. Description of supply or service required to meet the agency’s needs.
WAPA requires the purchase of Line Backer Retrofit/Upgrade package, to include:
4-Interrupter Assemblies 4-Hinge Assemblies 4-Blade Assemblies 4-Jaw Assemblies 3-48VDC Shunt Trips 1-Motor Operator
This will be a sole source, firm fixed price award.
3. The rationale or circumstances for limiting competition.
WAPA requires repairs to the Basin 364 interrupter that was in service when it lost SF6 on one of the phases. This caused an emergency customer outage to fill the interrupter bottle with SF6 gas as no spare bottle are available. When contacting Southern States, they informed WAPA of a Replacement Parts Bulletin. In this bulletin, there are multiple issues associated with the interrupter. The manufacturer Siemens sold the device to Southern States to sell replacement parts. Southern States is the sole provider of the proprietary Siemens parts.
