About this file

This document is a Memorandum for Record (MFR) justifying a sole-source procurement for dental office equipment de-installation services at the Reynolds Army Health Center (RAHC) Allen Dental Clinic located on Fort Sill, Oklahoma. The Medical Readiness Contracting Office - West (MRCO-W) intends to award a contract to A-DEC Inc. for de-installing outdated dental equipment prior to the installation of new dental equipment purchased through E-CAT. The estimated total price is $18,677.00, with a performance period of no more than 30 days, funded by FY2025 Defense Health Program (DHP) funds.

Market research revealed that while 26 small businesses were identified through the Dynamic Small Business Search using NAICS code 339114, the procurement will be sole-sourced to A-DEC Inc. because the supplemental de-installation service is uniquely associated with their equipment delivery and installation performance. The justification notes that it is customary for installation and de-installation services to be provided by the same vendor, and using a third-party service could compromise operability and warranty. A Notice of Intent to Award and a Notice of Award will be posted on Sam.gov, with the contracting officer certifying that the sole-source procurement is in the best interest of the government.

7. Market Research:

Market research was conducted on 21 August 2025 by the Contract Specialist. Research included researching acquisition trends from previously awarded contracts for installation/de-installation services. Results concluded that since the preponderance of the dental office renovation service requirement is being met by A-DEC Inc. (UEI -

) through E-CAT, it is in the best interest of the Government to procure the supplemental service portion which not on E-CAT to the same vendor.

In order to mitigate delays, performance outcomes, and increased cost risks, the Contracting Officer recommends a Sole-Source procurement.

In consideration for the Allen Dental Clinic’s need for dental equipment de-installation services, the Contracting Officer has determined that only one source is reasonably available, and there is not enough justification to support a competitive Small Business Set-aside for this acquisition. Therefore, there are not two or more Small Businesses that can satisfy this requirement, and opportunities to support Socioeconomic Programs according to FAR Part 19.203(c) and Other Socioeconomic Programs, as defined in DFARS Part 226 were not evaluated.

Though the purchase of dental equipment and associated services are procured through required Government sources of supply or competitively solicited where permissible, it is customary for installation and de-installation of equipment services to be provided by the same vendor.

The Small Business Administration’s Dynamic Small Business Search (DSBS) was utilized to identify small businesses capable to satisfy the required service. The DSBS was queried using NAICS code 339114 and the keyword “dental installation”. The results revealed that there are 26 vendors amongst various socioeconomic Small Business Programs that may provide the type/similar type of service required by the Requiring Activity. The KS findings are annotated in the below chart:

NAICS Code: 339114 – Keyword(s): ‘Dental Installation’

Service-Disabled Veteran 11 Currently SD B Certified 18 Woman or Women Owned 4 Currently 8(a) Certified 1 Veteran 1 Currently HUBZone Certified 1

A search via DSBS revealed that there are multiple Small Businesses that may support this requirement. However, will be a sole-source procurement to A-DEC Inc. for supplemental services.

Based on the market research, there is competition. However, this requirement is Sole Source because the supplemental service is uniquely associated with A-DEC Inc.’s delivery and installation performance outcome. A Notice of Intent to Award Sole Source (w/ the redacted LSJ), and a Notice of Award will be posted in Sam.gov.

8. Other Facts: The Contract Specialist also gleaned from the procurement history of Contract which is for equipment installation services and was procured in August 2023. Though the purchase was not for ‘dental’ equipment installation/de-installation services, attributes of the equipment installation are similar and essential to this de-installation requirement. was awarded as a result of a sole-source solicitation because use of a third-party service vendor would have comprised operability and the associated warranty.

9. Technical/Requirements Certification: I certify that the supporting data under my cognizance which are included in the justification are accurate and complete to the best of my knowledge and belief.

10. Contracting Officer Certification/Approval:

I hereby determine that the anticipated price to the Government for this contract action will be fair and reasonable based upon price analysis.

I certify that this justification is accurate and complete to the best of my knowledge and belief, and that completing this purchase as a sole source is in the best interest of the

Government. Additionally, I approve this justification to limit competition subject to the availability of funds and provided that the services or supplies herein described have otherwise been authorized for acquisition.
