About this file

This is a Limited Source Justification (LSJ) document issued by the Defense Logistics Agency (DLA) Contracting Services Office for a modification to an existing task order under the Strategic Transformation and Enterprise Project Support (STEPS) Blanket Purchase Agreement (BPA).

The document authorizes DLA to issue a six-month extension modification to task order SP4704-24-F-0098 to continue the Agency Strategic Communication Plan (ASCP) and Campaign of Learning (CoL) support services currently provided by Deloitte. The new period of performance runs from September 30, 2026, through March 29, 2027, with full funding provided. The modification is justified on a limited source basis under Federal Acquisition Regulation (FAR) 8.401(b) and GSA ordering procedures 538.7104-3(b)(1)(iii) because this work represents a logical follow-on to services already performed under a competitive FSS order and the STEPS BPA. The justification establishes that Deloitte possesses unique methodology, data, and prior-year work products specific to the ASCP and CoL requirements, and that transferring the work to another contractor would result in substantial cost duplication and inefficiency. The extension provides adequate time for the requirement owner to prepare a new acquisition package for potential follow-on support while maintaining continuity of critical DLA communications and learning initiatives. Market research was limited given the logical follow-on nature of the requirement and the absence of other contractors capable of meeting technical and schedule requirements without significant duplication of effort. The Contracting Officer determined the anticipated cost represents fair and reasonable value consistent with GSA FSS rates and best value methodology.

Text version

the ASCP task order is not feasible nor is it in the government’s best interests as it is more resource effective and efficient to maintain support through one vendor.

The requirement owner is still deliberating next steps for this program in terms of support, whether it is contractor-led or government led, as there are a number of planning factors to consider. This option to extend allows for more time to determine the best course of action. The requirement owner has taken steps to create a follow-on package, but it has been delayed due to a variety of factors to include budget prioritization, requirements descoping, and leadership transition.

Issuing the modification is therefore in the best interest of the government.

(5) Determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 8.404(d):

The Contracting Officer determines the anticipated cost to the government will be fair and reasonable, that the quoted rates do not exceed the current GSA FSS rates, and that the resulting order represents the best value to the government by comparing quoted prices to historical prices paid for the same or similar supplies/services, comparison to the independent government cost estimate (IGCE), and/or another methodology.

(6) Description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted:

Market research was limited because the requirement is a logical follow-on to work already performed under a previous order. The original ASCP and CoL support was provided by the current vendor, Deloitte. No other contractor possesses the specific methodology, data, and prior-year work products required to continue this support. Broader market research among other contractors does not identify a source capable of meeting the technical and schedule requirements without significant duplication of prior effort and a high associated cost.

(7) Other facts supporting the use of other than full and open competition:

None-applicable

(8) Statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made:

Market research will be conducted for any additional follow-on requirements, if required, to determine if other sources exist and requirements may be competed. If another potential source emerges, DLA will assess whether competition for future requirements is feasible.
