About this file

This is a Justification Review Document for a sole source procurement of a Canvas Learning Management System (LMS) for the Defense Language Institute (DLI). The document seeks to renew the existing Canvas LMS contract with Instructure for a base period from 1 July 2025 to 30 June 2026, with two additional one-year option periods. The total contract value includes $218,018 for the base period and subsequent option periods of $233,248 and $246,547. DLI initially purchased the Canvas LMS in FY2022 and requires continued use to consolidate and organize learning materials, enable faculty and staff communication, and support student collaboration through assignments, quizzes, and tests.

The procurement is being conducted as a brand name justification under Simplified Procedures for Commercial Items, with a Sources Sought notice on SAM.gov revealing three interested authorized Canvas license resellers: SRR International, Begini Howard Private Equity, and Cornerstone OnDemand. A CHESS (Computer Hardware, Enterprise Software and Solutions) Request for Quote was submitted from 5-12 January 2024, and a Statement of Non-Availability was obtained since no vendors provided quotes. The contract is designated as a Total Small Business Set Aside, and DLI emphasizes that without this specific LMS, their end-of-life equipment will fail and critical learning management capabilities will be disrupted.
