About this file

This Limited Source Justification (LSJ) document details a six-month contract extension for the Defense Logistics Agency's (DLA) Aviation Forging and Casting Assistance Team (AFCAT) Support Services. The requirement involves supporting DLA Aviation and Land & Maritime in addressing challenges with domestic supply chains for cast and forged components, specifically gathering and analyzing technical data to improve procurement processes. D&G Support Services LLC was the sole vendor that responded to the original solicitation, leading to this sole source extension under FAR 52.217-8.

The contract's original period of performance spans three years (April 2022 - April 2025), with a base year and two option years. The extension will run through October 2025, maintaining the existing scope of work which includes researching technical data, process improvements, systems access, and metrics collection under the AFCAT and DLA Metal FACT programs. Market research revealed that seven other potential vendors submitted no-bid responses, making D&G Support Services LLC the only known source capable of satisfying the government's needs without significant service delays.

DEFENSE LOGISTICS AGENCY

CONTRACTING SERVICES OFFICE

6090 STRATHMORE ROAD

RICHMOND, VA 23297

Limited Source Justification

(1) Identification of the agency and contracting activity:

Requiring Activity: DLA Aviation (DSCR) and DLA Land & Maritime (DSCC) Contracting Activity: DLA Contracting Services Office (DCSO) - Richmond

(2) Nature and/or description of the action being approved:

DLA Aviation (DSCR) and DLA Land & Maritime (DSCC) is requesting approval to execute a 6-month extension via FAR Clause 52.217-8, Option to Extend Services.

(3) Description of the supplies or services required to meet the agency’s needs (including the estimated value):

The Defense Logistics Agency (DLA) formed the Forging and Casting Initiative to mitigate the effects of dwindling suppliers, locate tooling, fix obsolete technical data, and reduce lead times. Domestic supply chains that were once robust have disappeared, fragmented, or moved internationally. Decades old technical data and production methods were geared toward high volume production runs, not the low-volume sustainment orders of today. DLA found that many of its items that required forgings or castings were saddled with unacceptably long lead times, backorders, high prices, and poor quality. To improve DLA’s performance, it started a cost-shared collaboration between Industry Partners, Government, and Academia. There are three (3) focus areas for the program: Procurement, New Technologies, and Technology Transfers. Aviation and Land and Maritime (L&M)’s Forging and Casting Assistance Team (AFCAT) are key aspects of the Initiative that focuses on DLA’s ability to rapidly procure high quality supply items that contain Cast/Forged components (C/Fs). AFCAT strives to identify C/Fs before they are ever procured by clearly alerting bidders of their presence. However, many DLA National Item Identification Numbers (NIINs) still have unidentified castings and forgings.

The objective of this requirement is to furnish the necessary services and qualified personnel to support the DLA AFCAT Program. The contractor must provide the Sourcing and Reliability Programs Branch of DLA Aviation and L&M with the necessary and sufficient technical resources to execute the performance requirements specified in this PWS. Generally, the work involves gathering and analyzing data, screening technical data, updating data management systems, and improving the identification success rate of C/Fs.

In accordance with the Performance Work Statement (PWS), the scope of this requirement is as follows:

AFCAT requires the contractor to enhance DLA Aviation’s ability to procure quality components for supply items. The main objective is to gather data on C/Fs to improve contract procurement packages.

The identified work is a proven way to avoid no-bids, cancelled contracts, and back-orders. Because of the nature of certain Federal Stock Classes, the contractor will avoid hardware items such as ball or roller bearings because the cast or forged content is incidental to a commercial product.

CONTROLLED UNCLASSIFIED INFORMATION; SOURCE SELECTION SENSITIVE – SEE FAR 2.101 & 3.104 2 of 4

The PWS outlines the specified tasks identified by this requirement as follows: Under the AFCAT program, the contractor is required to perform/manage the following tasks: Researching Technical Data, DECAF Work, Process Improvement, Systems Access, Monthly Output, Deliverables and Administrative Outputs, Performance Review and Payments. Under the DLA Metal FACT program, the contractor is required to perform/manage the following tasks: Collect and Analyze Data, Screening and Analyzing Data, Casting and Forging Data Work, Process Improvements, Metrics

The period of performance (POP for this contract consists of a 12-month base period and two (2) 12-month option periods. The total period of performance is as follows:

Base Year: April 09, 2022 – April 08, 2023 Option Year 1: April 09, 2023 – April 08, 2024 Option Year 2: April 09, 2024 – April 08, 2025

The total estimated cost for the base period and two (2) 12-month option periods was .

This requirement and the justification for DLA’s Aviation and L&M’s requirement for Forging and Casting Initiatives to mitigate the effects of dwindling suppliers, locating tooling, fixing obsolete technical data, and reducing lead times for the AFCAT program.

The total value for a six (6) month extension of the required services is estimated at .

(4) Authority and supporting rational and, if applicable, a demonstration of the proposed contractor's unique qualifications to provide the required supply or service:

The acquisition is conducted on a limited source basis pursuant to one or more of the following authorities:

FAR 8.405-6(a)(1)(i)(C) - In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures

This requirement is being pursued in accordance with Federal Acquisition Regulation FAR 8.405-6(a)(1)(i)(C), in the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures.

Generally, the work involves gathering and analyzing data, screening technical data, updating data management systems, and improving the identification success rate of Cast/Forged components (C/Fs). This requirement must be met in accordance with applicable policies and laws; in addition to any and vital time constraints.

Seeking other sources would result in unacceptable delays in fulfilling the agency’s needs.

CONTROLLED UNCLASSIFIED INFORMATION; SOURCE SELECTION SENSITIVE – SEE FAR 2.101 & 3.104 3 of 4

D&G Support Services LLC is the only known source capable of satisfying the government’s needs without any significant delay in service. Due to the vital time constraints, it is in the best interest of the government to execute the modification to extend service. Furthermore, the government has determined that alternate methods of procurement and/or issuing a new solicitation will bring about duplicative efforts of time and resources, in addition to any unforeseen or redundant cost associated with seeking an alternate solution and/or causing significant delay/interruption of services.

This action will extend the Period of Performance (POP) through October 08, 2025.

(5) Determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 8.404(d):

The contracting officer determines the anticipated cost to the government will be fair and reasonable, and that the resulting modification represents the best value to the government. This determination was realized by utilizing prices established for the current option year of the requirement, which were determined to be fair and reasonable at the time of award

(6) Description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted:

Market research of the current requirement revealed that during the solicitation phase the previous contracting office made the determination to place a competitive task order against the General Services Administration (GSA) Multiple Award Schedule (MAS) as a 100% Service-Disabled-Veteran-Owned Small Business set aside. In response to the solicitation, the government received responses from eight

(8) vendors: Seven (7) No Bids (Acquisition Experts, LLC; Brandon Green Management Group, LLC;

Shackleton Group, Inc.; Watermark Risk Management International, LLC; A1C Partners, LLC; Reed Charters, LLC; and 640 Acres, LLC) and one (1) quote from D&G Support Services LLC.

(7) Other facts supporting the use of other than full and open competition:

Due to the fact that there was only one (1) quote received at the time of the award and no responses received from seven (7) other potential sources, the government intends to extend the current requirement as a sole source award to extend the required services for an additional six (6) months under the authority of FAR 52.217-8, Option to Extend Services.

(8) Statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made:

Based on the aforementioned details, the agency will continue market research to determine which potential sources are capable of satisfying the government’s needs.
