About this file

This document is a Limited/Sole Source Justification for a contract to provide a subscription to Unison Software, Inc.'s PRISM Software as a Service (SaaS) solution and associated professional support services. The Department of Education Contracts and Acquisition Management is the procuring agency.

The Department requires the PRISM SaaS solution to implement its new Acquisition Management System by the expiration of the current PRISM subscription on September 28, 2024. Unison Software, Inc. is the sole source provider of the PRISM SaaS solution, which is the only FedRAMP Authorized COTS end-to-end federal procurement solution. Switching to an alternate system would be more costly and require multiple years of effort to implement and integrate. The estimated value of the subscription and professional support services is not provided. The Contracting Officer has determined this to be the best value solution to meet the Government's needs.

iv. AUTHORITY AND SUPPORTING RATIONALE

This acquisition is being conducted under the primary statutory authority of the Multiple Award Schedule Program, 41. U.S.C 152(3). The specific authority for limiting sources is FAR 8.405 6 (a)(1)(i)(B): Only one source is capable of providing the supplies or services at the level of quality required because the supplies or services are unique or highly specialized.

The Department intends to complete the implementation of the new Acquisition Management System (AMS) utilizing Unison’s PRISM solution in the fall of 2024. The current PRISM subscription used for AMS expires September 28, 2024.

Unison Software, Inc.’s PRISM is unique as the only commercial off the shelf (COTS) purpose built end to end Software as a Service Cloud Solution for Federal procurement process, that is FedRAMP Authorized. Unison is the only GSA Schedule Contractor who can provide a subscription to the PRISM SaaS solution.

There are other contracting writing system software packages that support the Federal procurement business process, but due to the maturity level of PRISM’s Department AMS implementation, the investment in a new system would be more costly to the Department in terms of (1) implementing the new system and integrating it with the existing systems currently in use across the Department; (2) migrating all data to the new system; (3) security authorization

(4) training the users. It is estimated that the cost to invest in an alternate systemwould be several million dollars and multiple years of effort. For example, the Department has obligated and awarded $5,789,155.41 for planning and implementation of PRISM over the last two years. This amount was competitively awarded and does not include the federal labor expenses required to configure and prepare AMS for go live. The implementation costs of an alternate system would be greater than the yearly sustainment costs of PRISM that are unlikely to be recovered over the lifecycle of any new system developed.

As part of market research, the Contracting Officer obtained a Rough Order of Magnitude for the subscription and associated professional services and the Offeror’s planned discounts off of the awarded GSA schedule pricing range from The Contracting Officer has considered the level of effort and the mix of skills available for the tasks needed and has determined issuing the proposed task order represents the best value to the Government. This action will result in the lowest overall cost alternative, considering price and administrative costs, to meet the Government’s needs.
