About this file

This is a Sole Source Justification document under Simplified Acquisition Procedures for Certain Commercial Items in accordance with FAR 13.5.

The Department of Veterans Affairs, through Network Contracting Office (NCO) 15 located in Leavenworth, Kansas, is procuring maintenance and service for medical equipment at Harry S. Truman Memorial Veterans Hospital in Columbia, Missouri. The procurement covers maintenance and service of a Philips Ingenia Ambition X 1.5T MRI and KKT Chiller on a firm fixed price basis for a base period plus four 12-month option periods. The vendor is restricted to Philips Healthcare as the sole source due to the highly specialized and proprietary nature of the equipment, with the justification that only the Original Equipment Manufacturer and its certified technicians can provide these services without voiding warranties or creating equipment damage liability for the facility. Market research was conducted via Small Business sources in accordance with FAR Part 10 and VAAR Part 810 to determine fair and reasonable pricing using historical pricing from similar scope contracts and current market price lists. An intent to sole source will be posted in accordance with FAR 5.101. The justification was certified by Jack Fisher, Supervisor – Biomedical Support Specialist at Columbia VAMC, and approved by Contracting Officer Betty Flores and Supervisory Contract Specialist Randall D. Combs of NCO 15. The estimated total contract cost is redacted in the document. The Purchase Request Number is 589-26-2-5686-0181, and the Acquisition Plan Action ID is 36C255-26-AP-1106, effective December 30, 2025.
