About this file

This document is a Justification for Limiting Sources (LSJ) for a Blanket Purchase Agreement (BPA) by the Department of Veterans Affairs. The VA Network/Program Contracting Office 15 is establishing a five-year BPA with KCI USA, Inc. for Wound V.A.C. Negative Pressure Wound Therapy (NPWT) equipment rentals to be used at the Kansas City VAMC and VISN 15 facilities. The Wound V.A.C. is a specialized medical device used for treating various wounds, including surgical wounds, pressure ulcers, diabetic foot ulcers, and burns, with unique features like fluid instillation and wound cleansing capabilities.

The justification emphasizes KCI USA as the sole source for these proprietary NPWT rentals, citing their exclusive technology and eight-year history of providing high-quality wound care to Veterans. The BPA will be ordered against FSS Contract Number 36F79723D0119, with KCI responsible for cleaning and replacing units at no additional cost. Each device will be assigned to specific patients during their stay, and the procurement is deemed to provide the best value to the government due to KCI's unique Ulta™ Therapy System with installation options not available from other providers.

(FAR 6.103-1(c)(2)); The Wound V.A.C, NPWT technology and the affiliated Wound V.A.C. daily equipment rentals are exclusive to KCI USA (KCI Therapeutics Inc). Wound V.A.C. is peculiar to the OEM KCI. KCI is unique in their ability to supply the Government with the proprietary Wound V.A.C. Rentals.

5. Rationale/explanation to support cited authority:

The Wound V.A.C. Annual Rental exclusive, proprietary, and peculiar to the LB OEM KCI USA.

KCI USA is the only source capable of fulfilling and administering the Five (5) Year BPA for Annual/Daily Wound V.A.C. rentals. A sole source award to the LB OM KCI USA via FSS 36F79723D0119 provides the best value to the Government.

equipment rentals for NPWT.

The proposed Wound V.A.C. BPA will provide Kansas City VAMC and VISN 15 with a streamlined path of procurement for managing the NPWT program.

KCI is the only company offering rentals of the V.A.C. Ulta™ Therapy System as a rental. Other NPWT devices are available; however, they do not offer any units with the installation option. The KCI V.A.C.® Negative Pressure Wound Therapy Equipment System is critical for providing continuity of healthcare at the Kansas City VAMC and VISN 15 facilities.
