About this file

This is a Limited Source Justification (LSJ) document for a Defense Logistics Agency (DLA) task order to be issued under the General Services Administration (GSA) Multiple Award Schedule Program.

The Defense Logistics Agency Contracting Services Office in Richmond, Virginia seeks to award a sole-source task order to McKinsey & Company for the design, building, and operationalization of an analytical, data-driven "Value Proposition Capability" focused on DLA's financial and operational performance, as well as execution of a critical alternative distribution evaluation for Class IX material on DLA's Google Cloud Platform infrastructure. The requirement is issued under FAR 8.401(b) and GSA ordering procedures GSAM 538.7104-3(b)(1)(ii), citing unique and highly specialized services as the basis for limited source competition. The work includes five specific deliverables: (1) Financial & Operational Baseline Assessment due within 45 calendar days of award; (2) 1–2 Service-Level Deep-Dives due within 75 calendar days; (3) Outsourced Distribution Comparison due within 75 calendar days; (4) GCP Integration Design & Handover Package due within 75 calendar days; and (5) Campaign of Learning Draft Paper due five calendar days before task order expiration. The overall period of performance is three months. McKinsey & Company is justified as the sole source based on its current incumbency under active task orders SP4704-25-F-0088 and prior support under SP4704-25-F-0024, providing embedded expertise in DLA's proprietary data structures, active security clearances, and immediate operationalization capability without transition risk. Market research identified other GSA Multiple Award Schedule holders under SINs 541611 and 518210C, but none possess the requisite security access, technical baseline knowledge, or capacity to meet the accelerated 75-calendar day deliverables timeline. The justification emphasizes that competitive procurement would introduce a standard six- to nine-month procurement lead time (PALT), incompatible with expiring fiscal year funding and critical Military Service rate review milestones. The document is certified by the Requirements POC, Contracting Officer, and Competition Advocate for actions exceeding $900,000 to $20,000,000.

To resolve this, the contractor must analyze DLA's data and establish an analytical baseline across the financial and operational lenses, including delivering a cost comparison of an outsourced distribution model for Class IX compared to the native DLA model.

McKinsey & Company is the only source capable of providing the highly specialized analytical services required within the agency's strict 75-day performance window due to the following unique qualifications:

Ongoing Performance and Embedded Expertise: McKinsey & Company is currently supporting DLA J3 under task order SP4704-25-F-0088 through September 29, 2026, and previously provided support under task order SP4704-25-F-0024 through September 2025. Through this and extensive historical support, they possess deep, proprietary knowledge of DLA's internal operational metrics, financial ledger structures, and the native Google Cloud Platform (GCP) data fabric.

Immediate Operationalization without Transition Risk: Establishing a 100% mathematically reconciled baseline to DLA ledgers within 75 calendar days requires immediate data ingestion and familiarity with DLA's complex, non-public data structures. Any other contractor would require a minimum onboarding and technical training transition period of calendar days simply to understand DLA's data schemas and security frameworks, making it impossible to meet the strict 75-day SOO deliverables timeline. Awarding to McKinsey avoids the substantial administrative and operational costs associated with the extended lead times by awarding to another vendor.

Critical Schedule Constraints: Due to the urgent requirement to utilize funding before expiration and the need to address high-level inquiries regarding billing variances from the Military Services, DLA must execute this phase immediately. Competing this effort would introduce a standard procurement lead time (PALT) of months, causing DLA to miss critical funding windows and delay strategic decisions regarding Class IX alternative distribution models.

McKinsey & Company is uniquely positioned to leverage its already active, onboarded, and security cleared workforce to begin work immediately upon award.

The justification for this expedited action is grounded in technical necessity. The core analytical models for this effort must be delivered within 75 calendar days of award. The Military Services (Army, Navy, Air Force, USMC, Space Force) establish customer orders, budget requests, and rate reconciliations on strict fiscal cycle milestones. The initial baseline models (DEL-01 through DEL-

03) must be in DLA J3 leadership's hands within 75 days to directly support the Service-level rate reviews (with Service 4s/8s) and the Class IX distribution evaluation. Due to a late-breaking requirement definition identified toward the end of the fiscal year and the availability of unforeseen one-time funds, a competitive procurement with a standard six-nine month lead time is not feasible.

More importantly, only the incumbent, McKinsey & Company, possesses the active security clearances, system access, and proprietary familiarity with DLA’s complex data architecture required to begin work immediately. A new vendor would require a minimum of days for onboarding alone, making it technically impossible for a different vendor to meet the first deliverable’s deadline. Therefore, McKinsey is the only source capable of performing at the required level of quality within the contract's performance timeline.

A comprehensive Statement of Objectives (SOO) has been developed; however, the restriction to a limited source is based on the highly specialized nature of the services, unique qualifications of the contractor, and extreme schedule constraints rather than the lack of procurement descriptions.

(5) Determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 8.404(d):

The quoted labor rates will be verified to ensure they do not exceed McKinsey & Company's current GSA Federal Supply Schedule (FSS) rates. The resulting task order represents the best value to the government by comparing the quoted prices to historical prices paid for similar highly specialized consulting services, comparing them to the Independent Government Cost Estimate (IGCE), and conducting a thorough technical evaluation of the proposed labor mix to ensure maximum efficiency.

(6) Description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted:

In accordance with FAR Part 10 and FAR 8.4, online market research was conducted by J3 Requirements in August 2026 to identify GSA Multiple Award Schedule (MAS) holders capable of fulfilling DLA’s requirements.

A. Query Parameters & Source Identification

Market research was focused on the GSA MAS Professional Services Category, specifically:

SIN 541611: Management and Financial Consulting, Acquisition and Grants Management Support, and Business Program and Project Management Services.

SIN 518210C: Cloud Computing and Cloud Related IT Professional Services.

A search on GSA eLibrary and GSA Advantage identified multiple large, capable schedule holders providing professional management consulting and cloud IT services under these SINs, including:

B. Vendor Technical Capability Comparison While the aforementioned schedule holders are highly qualified to provide general management consulting and cloud-based development under SIN 541611, none possesses the immediate operational capability required to meet DLA's specific, highly specialized requirement within the mandatory 75-calendar day deliverable window. The critical technical gaps are detailed below:

Security Clearance & Access Latency: Fulfilling DEL-01 and DEL-03 requires immediate, direct ingestion of non-public, sensitive DLA J3 operational ledgers, transaction records, and Class IX material pricing data within a secure Google Cloud Platform (GCP) sandbox environment.

Competitors such as and do not have pre-cleared, active technical personnel with existing administrative credentials to DLA's native GCP data fabric. Establishing the necessary Common Access Cards (CACs), system access permissions, and sandbox cloud security profiles typically require calendar days of administrative lead time. This latency alone would completely exceed the 75-calendar day deliverables window, rendering performance impossible.

Existing Technical Baseline and Data Mapping: Designing cost-driver trees that reconcile 100% to DLA’s proprietary ledger data requires extensive institutional knowledge of DLA's complex transactional systems. Any other contractor would require a substantial discovery and onboarding period (historically days) to learn DLA's internal accounting schemas and data relationships. In contrast, McKinsey & Company is currently supporting DLA J3 under task order SP4704-25-F-0088. This existing task order footprint enables McKinsey's pre-cleared team to immediately ingest data on Day 1 of award, bypassing all onboarding-related risks and transition costs and risks.

Fiscal Constraints & Procurement Lead Time (PALT): Pursuing a competitive RFQ among other schedule holders would incur a standard competitive PALT of months. Because this requirement must be awarded within calendar days to utilize expiring , a competitive procurement would result in a complete loss of funding, causing a severe operational gap in DLA's ability to communicate its value proposition to the Military Services.

C. Market Research Conclusion

Based on this comprehensive assessment, McKinsey & Company is identified as the only GSA MAS contractor capable of providing highly specialized services, utilizing existing DLA-approved data structures, and delivering the baseline models within the critical 75-calendar day schedule constraints.

McKinsey & Company has an active SAM.gov registration, an active CAGE code, and is fully capable of executing this scope under their GSA Federal Supply Schedule contract.

(7) Other facts supporting the use of other than full and open competition:

The technical requirements of this effort demand an advanced convergence of corporate financial restructuring, price/volume/mix variance accounting, commercial 3PL benchmarking, and cloud-native data architecture. The analytical models produced under this task order must withstand rigorous scrutiny from the Military Services’ financial leadership (Service 4s and 8s) and independent public auditors.

McKinsey & Company’s performance under task order SP4704-25-F-0088 provides an established technical architecture that directly underpins this requirement. Attempting to onboard a new contractor for this discrete effort would introduce substantial technical, quality, and operational risks:

Data Ingestion and Reconciliation Latency: DLA’s internal ledger structures are highly customized and non-public. Sourcing a new vendor would require an extensive discovery and data-cleansing period to map transaction flows from the Enterprise Business System (EBS) into Google Cloud Platform (GCP). This would inevitably delay initial analytical outputs well beyond the mission-critical 75-calendar-day deliverable window.

Risk of Analytical Error in High-Visibility Negotiations: Sourcing a vendor without proven historical understanding of DLA’s cost allocation rules introduces an unacceptable risk of mathematical misalignment. Delivering flawed or unreconciled baseline models would permanently compromise DLA’s credibility during high-level strategic engagements regarding customer billing structures.

Disruption of Organic Enablement Goals: The ultimate objective of this task order is the complete transition of the capability to organic DLA personnel (the Advanced Technology Center and J3 workforce) via DEL-04. McKinsey’s immediate technical fluency allows the vendor to focus 100% of the period of performance on building defensible models and engineering sustainable technical handover runbooks, rather than spending months learning DLA's operational environment.
