About this file
This document is a Justification for Other Than Full and Open Competition for a lease renewal by the U.S. General Services Administration (GSA) Region 4 Leasing Public Buildings Service. The GSA currently leases 14,474 ANSI/BOMA occupancy area square feet/16,598 rentable square feet of office space under lease number GS-04P-LSC60080, with the current lease expiring on August 23, 2025. GSA is seeking to exercise a five-year renewal option without full and open competition, citing cost-effectiveness and minimal disruption as key rationales.
The lease is located in a delineated area bounded by Ashley River Road/Highway 61, Sam Rittenberg Boulevard/Highway 7, Savannah Highway US Highway 17, Saint Andrews Boulevard, Old Town Road, and Bees Ferry Road. GSA conducted market research using CoStar and identified three potentially acceptable properties, with the incumbent lessor's proposed rate falling within the market range. The agency determined that relocating would incur significant move and replication costs, making the current location the most economical option. The justification is supported by market research, a cost-benefit analysis, and the incumbent lessor's satisfactory performance history.

41 U.S.C. 3304(a)(1): Only one responsible source and no other supplies or services will satisfy agency requirements. This statutory authority is implemented through GSAR 570.401 – Renewals.
4. DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE QUALIFICATIONS OR
NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED.

5. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED FROM AS
MANY POTENTIAL SOURCES AS IS PRACTICABLE
Per the requirements of GSAR 57.402 the GSA Lease Contracting Officer placed an advertisement on
SAM.gov on June 5, 2025, for eight (8) days. In addition, the Government Contracting Officer conducted market research using Costar.
6. DEMONSTRATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED COST TO
THE GOVERNMENT WILL BE FAIR AND REASONABLE.
Recent market research conducted by the GSA Contracting Officer in Charleston, South Carolina, showed the rental rate within the market area ranges from per rentable square feet. This information was compiled from CoStar market data, REIS rates and GSA historical data.
Therefore, the anticipated rental rate for this lease renewal of per rentable square foot, is within the current market range for this submarket and is deemed fair and reasonable by the GSA Contracting Officer.
7. DESCRIPTION OF MARKET RESEARCH CONDUCTED AND THE RESULTS.
GSAR 570-402-5 allows for negotiation with the incumbent Lessor when a cost-benefit analysis shows that the Government cannot expect to recover relocation and duplication costs through competition.
On June 4, 2025, the Government conducted market research using CoStar and identified three (3) potentially acceptable properties plus the incumbent that might meet the agency's need within the delineated area. The incumbent lessor's expression of interest indicated the rate would be rentable square foot.

See Figure 1 below for the results of the market research and SAM.gov advertisement, including the incumbent. All rates below include warm-lit shell adjustment. These rates do not account for a tenant improvement allowance.

8. OTНER FACTS SUPPORTING USE OF OTHER THAN FULL AND OPEN COMPETITION.
In accordance with the requirements of GSAM 517.207(b), Lessor's performance under this lease has met the Government's expectations for quality performance.

ACQUISITION.
10. STATEMENT OF ACTIONS, IF ANY. THE AGENCY MAY TAKE TO REMOVE OR OVERCOME
ANY BARRIERS TO COMPETITION BEFORE ANY SUBSEQUENT ACQUISITION.
There are no systemic barriers to competition. The agency has a continuing need for space upon lease expiration. GSA will follow all authorities, regulations and policies applicable to lease acquisition. Should there be remaining useful life in the Government's improvements, the Government will consider the cost of moving from the existing location, and the cost to build out new space when deciding whether to undergo competitive action.
11. CONTRACTING OFFICER CERTIFICATION.
By signature on this Justification for Other than Full and Open Competition, the GSA Lease Contracting Officer certifies that the award of five (5) year renewal option for 16,598 rentable square feet is in the Government's best interest and that this Justification is accurate and complete to the best of the Contracting Officer's knowledge and belief.
