Firms will be selected for nego a on based on demonstra on competence and qualifica on for the required work.
B. Throughout the synopsis, the terms “firm”, “A-E Firm”, “Contractor”, “consultant” and “prime” are used synonymously. These terms represent legal en es including individual firms as joint-ventures and mentor-protégé joint ventures. These terms, however, do not represent prime and subcontractor (or subconsultant) rela onships.

The proposed MATOC will consist of at least seven unrestricted IDCs and at least three small business IDCs which will share the $150M capacity. The maximum number of awards will be dependent upon the quality of the SF330’s submi ed by the offerors as the Government intends to select all of the most highly qualified offerors in each pool for nego a ons. Each IDC will have a five (5) year contract period of performance consis ng of a five-year base period. Note that an A-E firm or JV need not be registered to submit an SF330 in response to this synopsis. When the most highly qualified firms are no fied of their selec on and issued a Request for Price Proposal (RFPP), firms should have a reasonable me in which to register in SAM. This notwithstanding, it is solely the A-E firm’s responsibility to register in SAM and be registered in SAM prior to submission of a price proposal. If an A-E firm is currently registered in SAM, the SF330s submi ed in response to this announcement should include the applicable Commercial and Government En ty Code (UEI).

Performance evalua ons shall be prepared in the Contrac ng Performance Assessment Repor ng System (CPARS), which is a web-based system. CPARS/Past Performance evalua ons will not be provided based on the IDC; instead, evalua ons (interim, final or both as applicable) will be prepared for each A-E services contract/task order in excess of $35,000 or more. Past performance evalua ons may also be prepared for contracts below $35,000. A er an evalua on (interim or final) is prepared by USACE, the firm whose performance has been evaluated will have the ability to access, review and comment on the evalua on for a period of 60 days. Accessing and using CPARS requires specific so ware, called Public Key infrastructure (PFI) cer fica on, which is installed on the user’s computer. The cer fica on is a Department of Defense requirement and was implemented to provide security in electronic transac ons. The cer fica on so ware may cost approximately $100-$120 per cer ficate per year and is purchased from External Cer ficate Authori es (ECA) vendors. Current informa on about the PKI cer fica on process and for contrac ng vendors can be found on the CPARS website, h p://www.cpars.gov. If the firm wishes to par cipate in the performance evalua on process, access to CPARS and PKI cer fica on is the sole responsibility of the firm.
