STATEMENT OF WORK

OBJECTIVE

The principal objective of this contract is to provide mail and freight services from Sitka, Alaska to Little Port Walter, Alaska (Baranof Island).

BACKGROUND

The Little Port Walter (LPW) research station is the primary field research facility of the Auke Bay Laboratory and is located 110 miles south of Juneau, Alaska, near the southeastern tip of Baranof Island. Little Port Walter is about 6.1 miles North of Port Armstrong, Alaska, and 9.3 miles North of Port Alexander, Alaska. LPW is the oldest year-round biological research station in Alaska and has been host to a wide variety of fisheries research projects since 1934. The station is on U.S. Forest Service land in the Tongass National Forest and is accessible only by boat or seaplane. Personnel stationed at LPW range from a mid-winter low of 2 to a summer time high of up to 20 researchers and support staff, depending on the requirements of the various experiments under way.

LPW is located in an estuarine environment adjacent to Chatham Strait near the open Gulf of Alaska. There are numerous nearby lakes and streams which are available for salmonid experimentation and research. Research facilities include an experimental hatchery and an array of fresh- and saltwater floating raceways and net-pens served by a controlled water source capable of delivering 900 gallons per minute. These facilities are used to conduct a variety of fish rearing studies, some of which can extend over a period of several years. Chinook salmon from three distinct genetic lines, chum salmon, pink salmon, and steelhead trout, are the principal species under study at

LPW.

LPW is comprised of 11 buildings. The main building, built in the 1930s using Civilian Conservation Corps labor and materials from an abandoned saltery, is a three-story brick structure which is used as a dormitory/residence, laboratory, and mess hall. Other facilities include two wet-laboratories, a warehouse, wood and metal shops, a conference room, a floating wet-lab and feed shed, several residences for researchers and maintenance staff, and a permanent concrete fish weir on nearby Sashin Creek, which flows into the head of the inner bay at LPW. This stream has natural runs of pink, chum, and coho salmon as well as Dolly Varden char and steelhead trout.

1. Weekly Mail Pick Up and delivery to Include:

● Pick Up incoming mail from the Post Office Box in Sitka weekly. Average volume of mail is approximately 15 – 60 lbs each week. Other freight is approximately 100 – 150 lbs per week.

● Weekly scheduled service to cover cost of transportation of up to 150 lbs combined weight per week of mail and other freight. Any weight over and above 150 lbs will be billed against the “Additional O&M, Fuel and Supplies” line item.

● Deliver all mail (from USPS, Fed-Ex, UPS, and local Sitka vendors) to LPW Station weekly. The physical address in Sitka is usually slated for delivery to contractor.

USPS, Fed-Ex, etc. will also be addressed for delivery to contractor.

● Pick Up outgoing mail and packages from LPW Station weekly. Outgoing mail averages about 5-20 lbs depending on the season.

● Drop off outgoing mail to USPS or as indicated. USPS accounts for most of outgoing mail.

● Packages may be sent to Sitka for delivery to LPW through Fed-Ex, UPS, or local vendors. A drop off location is required in Sitka for Delivery and Storage until the next weekly delivery to LPW. Delivery location should include a place to store refrigerated and frozen goods until delivery.

● Packages may also be sent to Port Alexander for delivery to LPW.

● Items may need to be refrigerated and frozen during transportation if it takes longer than 2 hours form pick up time.

2. Other Freight to coverage up to an additional 10,000 pounds per year, not covered in weekly freight allowances. This freight will be for delivery of items for Operations and Management, Supplies, Fish Food, and other freight allowance. If the 150lbs of freight have not been reached, this line item should not be billed. Invoice must show the weight of weekly mail if overage is being billed. Fuel as deck cargo will be billed by weight. Fuel delivered as bulk POL will be billed at a fixed rate of $ 0.50 per gallon to be deducted from the balance of freight award.

The work involved in this contract must be performed accurately and on a timely basis. All mail and freight is to be handled with care and confidentiality. The contractor must meet the DOC IT Security Program Policy & Minimum Implementation Standards

PERIOD OF PERFORMANCE

Base Period: 10/01/2023 – 09/30/2024 Option Periods 1 & 2: 10/01/2024 – 09/30/2025

Option Periods 3 & 4: 10/01/2025 – 09/30/2026

Delivery at Little Port Walter, should regularly be done once a week. The contractor should call the Point of Contact at Little Port Walter to schedule delivery time, as well as inform of any delays to an anticipated delivery.

DAMAGE

The Government will not be responsible in any way for damage occasioned by fire, theft, and accidents or otherwise, to the Contractor’s personal belongings or equipment.

INSURANCE COVERAGE

The contractor will be responsible for providing their own workman’s compensation and health insurance. The government will not be responsible for providing insurance. The contractor must show proof of workman’s compensation insurance if requested by either the COTR, ACOTR or Contracting Officer. If the contractor will be performing work on a vessel or in a field camp, the government takes no responsibility in event of injury if the contractor has not obtained workman’s compensation insurance.

QUALIFICATIONS / REQUIREMENTS.

The contractor shall have extensive experience in shipping between Sitka Alaska and Little Port Walter Alaska.

IT REQUIREMENTS

This order will not require assignment of a permanent user account, access to DOC data or systems. This contractor will not have access to and use Government hardware, application software, system software, or sensitive data as needed. IT security consideration and controls will not be necessary as services are off-site.

INVOICING

In compliance with the Prompt Payment Act, the Financial Management Division will pay an invoice in accordance with the terms set forth in the contracts with vendors if a "proper invoice" is received. Contractor shall invoice for services provided on a biweekly basis.

A "proper invoice" (sample available upon request) includes:

1. Name of the vendor, invoice date, and sequential invoice number;

2. Purchase order number;

3. Description, price and quantity (weight) of property and services actually delivered or rendered;

4. Period of work performance invoiced;

4. Payment terms;

5. Other substantiating documentation, for example a waybill for shipping charges if combined weight of mail and freight is in excess of 150lbs per week or other information as required by the contract;

6. Name, title, phone number, and complete mailing address of the responsible official to whom payment is to be made.

PAYMENT TERMS

All contracts with the Auke Bay Laboratory are Net 30 days, unless specified otherwise in discount terms on page 1. We try to get Small Businesses paid in Net 15 days.

FEDERAL, STATE, AND LOCAL TAXES

Except as may be otherwise provided in this contract price includes all applicable federal, state, and local taxes and duties in effect on the date of this contract but does not include any taxes from which the Government the Contractor or this transaction is exempt. Upon request of the contractor, the Government shall furnish a tax exemption certificate or similar evidence of exemption with respect to any such tax not included in the contract price pursuant to this clause. For the purpose of this clause, the term "date of this contract" means the date of the contractor's quotation or, if no quotation, the date of this Purchase Order.

Suspension of Work and Government Shut Down

In the case of a Government Wide Shutdown, this contract/order may be subject to a stop-work order. A stop-work order may be issued by writing by the Contracting Officer or Government Official. In accordance with FAR 42.13 – Suspension of Work, Stop-Work Orders, and Government Delay of Work is also made a part of this Acquisition. NOAA will not make payments to contractors for products or services not obligated before the funding lapse.

If a contract or order has been issued and funded and productive work is possible then Contractor may continue to operate under your Contract during Laps. However, depending on the duration of a funding lapse, the absence of available Federal employee oversight may lead an agency to reconsider whether the contract or grant activity should continue to be performed. Federal employees will not be available to make timely payments to the contractor or grantee in accordance with the contract.

(d) Comptroller General Examination of Record . The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2 , Audit and Records—Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7 , Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(a) The Government may extend the term of this contract by wri�en no�ce to the Contractor within the current

Period of Performance; provided that the Government gives the Contractor a preliminary wri�en no�ce of its intent to extend at least 10 days days before the contract expires. The preliminary no�ce does not commit the Government to an extension.

(b) If the Government exercises this op�on, the extended contract shall be considered to include this op�on clause.

(c) The total dura�on of this contract, including the exercise of any op�ons under this clause, shall not exceed 3 years.

In accordance with NOAA Administra�ve Order (NAO) 202-1106, NOAA Sexual Assault and Sexual Harassment Preven�on and Response Policy , it is the policy of NOAA to maintain a work environment free from sexual assault and sexual harassment. NOAA prohibits sexual assault and sexual harassment by or of any employee, supervisor, manager, contractor, vendor, affiliate, or other individual with whom NOAA employees come into contact by the virtue of their work for NOAA.

(a) Defini�ons.

Contractor Employees - The term “contractor employees,” as used in this solicita�on and contract language, refers to employees of the prime contractor or its subcontractors, affiliates, consultants, or team members.
