About this file

This document is a Louisiana Preference form for state and local procurement, specifically designed to provide a bidding advantage to products produced, manufactured, or assembled within Louisiana. The form implements provisions from Louisiana Revised Statutes 39:1604(H) & (I), allowing procurement officers to purchase Louisiana-based products that are equal in quality to other items, subject to specific conditions such as price competitiveness and workforce composition.

The preference applies to bidders whose workforce comprises at least 50% Louisiana residents, with key advantages including the ability to match the lowest bid if Louisiana products are within 10% of the lowest overall bid. Bidders must complete the entire form prior to bid opening, specifying which line items they are claiming preference on, the specific Louisiana location of production/manufacturing/assembly, and certifying their workforce composition. The form provides detailed definitions of "assembled," "manufactured," "processed," and "produced" to clarify qualifying criteria for Louisiana product preference.
